On February 20, the Russian government confirmed the state program "Patriotic Education of Citizens of the Russian Federation from 2001 to 2005." The program is aimed toward all age groups and social strata. The official government statement indicates that the program will "facilitate the preservation of social stability, the restoration of the national economy and an increase in defense preparedness." In addition, the government says, it is necessary to "prepare Russian citizens to serve the Homeland." The patriotic educational system should "solve issues of the consolidation of society on the basis of the formation of patriotic feelings and consciousness, support social and economic stability and strengthen the friendship of the peoples of the Russian Federation." Patriotic feelings will be formed "on the basis of historical values and the role of Russian in the fate of the world and the preservation and development of feelings of pride in the country."The patriotic education program will cost approximately 177.95 million rubles ($6.2 million), of which 130.78 million rubles ($4.6 million) will come from the federal budget.

Admission to the Russian Government School was hard to come by, but a rich father and a dose of good luck helped. I was very jealous of the children who studied there. Every morning when I saw the Christian and the few Jewish children walking to the government school, I admit I was filled with envy. One day I gathered enough courage and appealed to my father to make every effort possible to have me admitted to the Russian school. My father submitted an application at the school office and began looking for a "lobbyist" to intercede on my behalf. The director of the shkola (school) was the town’s "pope" (priest). My father, my cousin Malka Davidowitz and I first went to the head teacher of the school. He was a fine Russian gentleman, but he advised us to see the "pope" first concerning the matter. My father did not hesitate for one moment, and the three of us went to see the priest-director. I recall that at the entrance, a domestic called the priest, and my father bowed and kissed his hand as was the custom. Upon his inquiring as to the purpose of our visit, my father replied that he hoped the priest would be magnanimous and grant us admission to the school. The director did not reject our request out of hand, but told us to go to the headmaster to be examined, at which time he too would be present.

The New Information Policy of the Russian government
By Marina Lvova March, 2001 The active liberalization of the Russian economy is being carried out simultaneously with moves to strengthen the power of the state. The state is consolidating itself on all fronts, of which the media is one of the most important. The government, evidently, has unleashed a war for the restoration of its monopoly over the distribution and presentation of information. The immediate cause was the coverage of the President and the government in connection with the loss of the atomic submarine 'Kursk'. The actions of the state were presented to viewers as being cowardly and muddled, i.e. in their true light. It convinced the government that the time had come to put the mass media in its place. Today the strongest pressure is being exerted on the ORT, where Dorenko - a talented toady of one of the most powerful oligarchs [i.e. Berezovsky, translator's note] - has been kicked out. Also in the RTR information programmes, more and more, the tone is that of the official state line. The remaining bulwark of resistance to this general line is the NTV channel, which is coming under tremendous pressure. The question is: of what concern to the workers are these conflicts over who controls the media? Of course, even in the past there was no room for consistent Marxist analysis on the airwaves. However, the desire to trample television under foot is only one of the trends of the new information policy of the government, the essence of which consists in the abolition of the freedom of speech. Today revolutionaries have the opportunity to set forth their ideas freely in the pages of their papers, which is something that will soon be just a memory.

MOSCOW - Amid growing concerns about media freedom in Russia,
President Vladimir Putin's powerful Security Council approved an
'information security doctrine' today to strengthen the government's
role in monitoring information flows in Russia.
Putin said the doctrine would safeguard journalists' rights, help
crack down on computer crime, and support the telecommunications
industry.
But critics were skeptical about the document's true aims.
The document wasn't immediately published; without details, its impact on media freedom was unclear. The decision by the Security Council, which includes some of the country's top generals, coincided with a police interrogation of Vladimir Gusinsky, owner of Russia's largest independent television

The Russian authorities have refused calls to allow access for international human rights monitors to Chechnya and have instead appointed as a special representative on human rights in Chechnya,Vladimir Kalamanov, the head of the Russian immigration service. Following official denials today of atrocities in "filtration camps", the first task for Vladimir Kalamanov should be to allow access for international and national human rights organizations to Chechnya and the "filtration camps" to see for themselves whether there is evidence of human rights violations. "If the Russian government has nothing to hide it would investigate allegations of torture and ill-treatment, including rape, in "filtration camps", as well as extrajudicial executions of civilians in Grozny and give access to Chechnya first and foremost to the representatives of the International Committee of the Red Cross,"

Regulations of admission Candidates for admission to Russian higher educational institutions are supposed to have the educational level equivalent to the complete secondary education in Russia. Their results on basic subjects in Maturity Degree are expected to be not less than 80 per cent of the highest marks level. On the other subjects candidates are also supposed to have good marks. The gap between the time of graduating from school, college or technical college and the time of entering any of the higher educational institutions of Russia should not exceed 3 years. It is preferable that the age of candidates for admission doesn't exceed 27 years. Those candidates who have Master's Degree in Science/Arts can be admitted to the post-graduate course of study (Aspirantura) in the Russian higher educational institutions. Their age should preferably not exceed 35 years. It is necessary for all candidates to undergo the medical examination. including HIV Blood Test, and a certificate indicating that their health permits them to stay in the Russian climate. In case health reasons prevent an admitted candidate from studying in the Russian Federation, he/she will have to leave Russia, providing that the travelling expenses are to be paid by the sending Side. Each candidate for admission to the Russian higher educational institutions should submit to the Ministry of Education of the Russian Federation through the Russian Embassy the following documents in English, composing his/her Personal File:

Russian Government Intends to Encourage Exports of Finished Goods
ST. PETERSBURG, April 5. 'Russia should become a country specialised in full-scale timber processing,' said Russian Minister of Industry, Science and Technology Ilya Klebanov at a press conference today. The press conference was a follow up to the discussion focused on further development prospects of the timber industry in the Northwest Region held within the preparation framework of the Fourth International Forum called Timber Industry in Russia in the 21st century . The forum will be held from October 15 to 19, 2002. 'According to the last-year's results, the export of raw timber has increased 6%. There has not been a single new pulp-and-paper mill built in the country over the last 15 years. Most of the timber processing equipment is more than 60% amortised. Russia has practically no equipment for full-scale timber processing. We cannot just export crude oil and raw timber. We need to start processing,' Klebanov elaborated. To encourage export of processed goods, the government intends to lower, or even remove altogether, export taxes levied on finished timber products while increasing those levied on certain types of timber. Import taxes on timber processing equipment, not produced in Russia, might also be removed, he announced.

Russian Government Looks to Reduce Dependence on Oil
September 30. In order to reduce Russia's overdependence on natural resource exports and avoid another financial crisis, a plan was approved on Thursday to provide nearly USD 1 billion in financing and other kinds of support for exporting manufacturers. Roseximbank will become the state's export bank and Roseximgarant the state's export insurance agency. Under the plan, Roseximbank could get a USD 50 million boost in capital through a new share issue, which was approved by the government this summer.     Russian government names siege gas Russia has identified the gas used to end the weekend theatre siege in Moscow with the deaths of 119 hostages.
    The Health Minister said the gas was an opiate based on Fentanyl - a potent narcotic used as an anaesthetic.
    There are reports of growing anger in Moscow at the government's refusal to name the gas, hindering the treatment of survivors, many of who remain in a critical condition.
    Earlier, a court in Denmark ordered the detention for two weeks of a prominent Chechen exile in response to a Russian request for extradition.
    Russia alleges that Akhmed Zakayev helped to plot last week's siege.
