A reform committee by the Justice Department in Norway has made the suggestion that a separate court should be established for the interior Finnmark, which includes the municipalities of Nesseby, Tana, Karasjok, Porsanger and Kautokeino (municipalities in which the Saami people is in majority). According to the Committee, the establishment of a separate court for the interior Finnmark will contribute to the enhancement of knowledge on Saami customary Law and Saami perceptions of law. Furthermore it says that, though the court will adhere to Norwegian law, application of Saami customary law and perceptions of law will in many cases be highly relevant.

This is due to two facts: The first is the critical environmental situation in areas with ongoing oil and gas development, both land-based and on sea-shelves. The second is the increasing international awareness of conditions under which indigenous peoples live in these areas. The environmental damage to the land, the waters and air has a direct impact on all living organisms from plants to humans. According to the Siberian branch of the Russian Academy of Sciences the "general health resources" of the indigenous population of the Russian North will be exhausted in 2-3 generations, unless something is done to improve the situation.

A Folklorist's Journey My interest in the cultural heritage of Native America began to take shape in my first years in graduate school with a philological interest in the literary character of Native American oral texts. As I learned more of indigenous aesthetics and understood the dynamics of oral literature as performance, it became clear to me that I must move from the study of recorded texts to the study of living performances and do substantive fieldwork. New Mexico provided me the opportunity to put my knowledge and skills as a professional folklorist at the service of traditional cultures in general and Indian communities in particular. Working with living traditions and understanding how expressive forms emerge from the complex social, historical and environmental forces that shape culture called me into an even deeper, interdisciplinary engagement with these communities. Documentation was clearly an inadequate response for me as a responsible scholar. Like others, I began to evaluate how my skills and knowledge could benefit traditional communities by helping them to preserve traditions in situ, and my work evolved into yet another dimension.
