Removing the Culture of Impunity
June 24, 1997 Washington - Rwanda has come a long way since the genocide of '94. but it also has a very long way to go.
Reports vary as to the actual situation, but there is a consensus that security has deteriorated this year. The killing of human rights observers and relief workers has worsened the situation. The two prefectures of Ruhengeri and Gisenyi are reported to be the least secure. According to an InterPress Service report in March '97, it is the hard core militia (many of whom returned during the exodus from Zaire last year) who are causing problems with security. Efforts towards peace and bringing to justice genocide perpetrators are threatened by spiralling terrorism by Hutu extremists moving to eliminate genocide witnesses. According to the UN Human Rights Mission, from January to March 1997 at least 424 people, 40 of them genocide survivors and people associated with them have allegedly been killed in 55 incidents, most of them near the border of Zaire. However, in a recent report on the wave of violence sweeping part of Rwanda, Amnesty International claims that hundreds of civilians have been killed since the massive repatriation of refugees last year and that while Hutu extremists were responsible for some of the killings, most of the blame must be placed on the Rwandan Army (RPA). Other reports support Amnesty's claim.

Paul Kagame has said that the notion of ethnic differences in Rwanda that was elevated to 'racial differences,' was a deliberate design by colonialists to divide Rwanda, and other African countries, in order to rule. President Kagame was speaking in Houston, Texas at the Rice University's James A. Baker III Institute of Public Policy on the theme 'Rwanda's perspectives on conflict resolution in Africa.' He said that such divisions were alien characterizations for Rwanda where the people shared a common culture, and a common language. "We have lived on the same hills, and we have always intermarried," he said adding, "Europe, scene of the two world wars and the holocaust, could not transcend its flawed perception of itself and of others in the late 19th century and at the beginning of the 20th century. To them, Africa was a dark continent in which the primitive tribes or ethnic groups and clans had to be 'civilised'." In Rwanda, Kagame said, between 1959 and 1994, this resulted in massive periodic massacres, refugees, discriminatory government policies, an intolerant political culture, the ethnicisation of institutions that were fundamentally weak, massive poverty, over-reliance on external charity as a strategy of long term survival, and a cheering international community, not willing to take a hard look at the anatomy of a disaster-in-the-making.

    Principal exports for Rwanda are coffee, tea and tin. In the north Rwanda borders Uganda, in the east Tanzania, in the west in borders Zaire, in the south Burundi. Population: With some 7.3 million inhabitants, Rwanda was one of the world’s most densely populated countries before the genocide and war in 1994. The Batwa made up only 0.4 %,some 29,000 people, whereas the Hutu and Tutsi comprised 85 % and 14 % respectively of the total population in Rwanda.
    It is estimated that between 500,000 and one million people, mainly Tutsi, were killed during the genocide and another two million fled the country. Rough estimates for the present Batwa population, based on a provisional census carried out by the UNPO in late 1994,indicate that up to 10,000 Batwa died. Another 8,000 to 10,000 fled, leaving the post-war Batwa population in Rwanda between 10,000 and 20,000. Culture and Language: Like all Rwandans, the Batwa speak Kinyarwanda, and in religion, the differences are negligible.

    Radio journalist Madeleine Mukamabano(Photo: RFI). Rwandan radio journalist Madeleine Mukamabano likes the idea of “existing only through her voice.” In her weekly program on Radio France Internationale (RFI), she provides a unique glimpse into Africa. Mukamabano, 55, is an early riser. “My days are never the same. I organize as I go; I improvise,” she says. But her improvisations have one consistent goal: to host RFI’s “Le débat africain,” as she has done every Sunday since 1990. Her sharp and uncompromising interviews with Africa’s political movers and shakers and her sonorous voice have gained her a solid reputation among her listeners. “She is the only person who manages to get African prime ministers and their opponents together on the air,” writes Paris’ Le Monde . “Only she can wake up political dinosaurs.” Each week, “La Dame de RFI,” as she is approvingly called, seeks out strikingly different points of view, avoiding, as she emphasizes in

    Mr. P'Rayan teaches English at the Kigali Institute of Science, Technology, and Management. He is originally from Madras, India Gato Asa, age 11 (Photo: Albert P'Rayan). "Children are the wealth and pride of the family," says Jeanette, a corn vendor in Rwanda's capital city, Kigali. She should know. She stands at her stall in the marketplace, surrounded by her four youngest children, nursing a 10-month-old baby. She has seven more children, she says, now teenagers. Jeannette doesn't know how old she is. She says that despite the difficulty of feeding so many children, she has never regretted having them. "They are God's gifts," she says, "He will look after them." She quotes a proverb in Kinyarwanda, Rwanda's national language: " Umwana mi Umwami , a child is king."

    Context Rationale Methodology Outcomes I. CONTEXT 1.1 Background to the conflict The history of Rwanda can be divided into five parts:
  • The pre-colonial era characterised by harmonious coexistence between Rwandans The colonial period which corresponds to the process of construction of social divisions by the institutionalisation of artificially ethnic groups, specifically by their mention on official documents and identity cards The first and second Republics correspond to the consolidation of social divisions and introduction of other policies like ethnic and regional balance in employment and education. The mention of ethnic belonging and its institutionalisation created three types of citizenship: Hutu, Tutsi and Twa. No shared Rwandan citizenship. The war and the genocide of the 90's The Government of National Unity and Reconciliation
  • Contrary to many African countries, all Rwandans share the same language, the same culture, and before the colonisation, the same religion. They were living together, in harmony, in the same villages; no social group had its own territory. Furthermore, there were no divisions based on language, religion or ethnic related factors. Historians report that no war broke up between Rwandans even if many wars occurred between Rwanda and other nations.
