  • The Facts about School Violence
    In the wake of highly publicized school shootings, many have assumed that serious violence in schools is increasing dramatically. Yet while any violence in schools is a concern, actual statistics about the level and trends of violence in America's public schools are somewhat surprising.
    Zero Tolerance

    The message of zero tolerance is politically appealing, giving parents and communities the perception that schools are being tough on crime. Unfortunately, however, there is little or no evidence that zero tolerance can make a positive contribution to school safety or improved student behavior, and a good deal of evidence that the overuse of suspension and expulsion can be detrimental.
    A Comprehensive Model of School Violence Prevention

    Recently, a comprehensive model of preventive discipline has begun to emerge as the approach most likely to successfully address problems of school disruption and violence. Consistently, programs that effectively cut violence are proactive rather than reactive; involve families, students and the community; and include multiple components that can effectively address the complexity of school disruption and violence.
    Creating a Positive School Climate

    To some degree all students require instruction in appropriate methods of solving problems. At the level of school climate, preventive programs such as bullying prevention and conflict resolution teach all students alternatives to violence for resolving conflict.

Recently, The Challenge had the opportunity to speak with William Modzeleski, director of the U.S. Department of Education's Safe and Drug-Free Schools Program, about the latest developments in the field of school violence prevention and what schools can do to help make learning environments even safer. The Challenge What's the most important thing teachers and parents need to know about school violence? William Modzeleski: The key thing to remember is that schools are extremely safe places. Ninety percent of schools report no serious violent crime; 40 percent of schools report no crime at all. All of the leading indicators show us that youth drug use and involvement in violence are on the decline. Schools are safer now in 2001 than they were five years ago. But we can make them even safer. The Challenge How? William Modzeleski: First, it's a matter of focusing on real problems, rather than perceived ones. For example, there is a very small population of students who have been affected by targeted school shootings. Yet, 7 million students are bullied each year; 20 million are truant. Columbine and other high-visibility school shootings have driven us to focus our resources on the very top of the school violence pyramid, even though less than 1 percent of students in less than 1 percent of the schools are affected by those kinds of rare instances. Of course, it's important to attend to and prevent school shootings, but we can't forget the very bottom of the school violence pyramidissues of bullying and other problem behaviorsbecause those are the issues that bubble to the top and eventually become crises.

CDC's National Center for Injury Prevention and Control (NCIPC) has been working with the federal agencies and other partners in response to the President's charge to collectively come up with the solutions to youth and school violence. In addition, CDC's National Center for Chronic Disease Prevention and Health Promotion studies youth violence on an ongoing basis. CDC, and the U.S. Department of Education, Department of Justice, and the National School Safety Center have examined homicides and suicides associated with schools and identified common features of school-related violent deaths. October 2001 No School, small or large, rich or poor, rural or urban, is immune to school violence. No student, with disabilities or normal progress, can be completely safe at school. Teachers and administrators may also be subjected to school violence. Threats and acts of violence may cause disruption in the normal functions of a typical school day by obstructing the learning process. Security in schools is a major concern. Security systems also are very expensive, and school administrators are faced with enormous finicial obligations.

"Local people solve local problems." Increasingly, adults across the state are becoming concerned about the healthy development of young people and are searching for answers to the problems of substance abuse, delinquency, violence, teen pregnancy, and school dropout. The Regional Prevention Center of the Flint Hills (RPCFH) is working to build a strong foundation of community support for the reduction of these adolescent problem behaviors. By assisting communities in building the capacity to address youth health and behavior problems, we are empowering them at a local level to create safe and healthy environments for youth to live, learn, and grow. Based in Emporia, Kansas, the RPCFH provides resources, training, consultation, and technical assistance to the eleven counties comprising the Flint Hills region. Although the services we provide are diverse, our intent is singular: to reduce the factors that place youth at risk for alcohol and drug abuse, while increasing factors that protect, or buffer, youth from risk. Such a risk-focused approach allows communities to be proactive in the fight against youth involvement in alcohol, drugs, violence, delinquency, and other high-risk activities. In the last few years, a great deal of media attention has been focused on school shootings. This has led many teens to become concerned about their own safety, wondering whether such tragic violence could happen in their schools. However, in terms of risk for homicide, schools are about the safest place for teens-safer than their homes or their neighborhoods-and violent deaths at schools or school events are extremely rare. Less than 1% of the murders of children and teens in the United States are school-related, and there is no evidence that school-related homicides are on the rise. You are much more likely to be struck by lightening than to be killed at your school. In the 1998-99 school year, a total of 34 children and teens were murdered on school property, at a school event, or on their way to and from school.
