· Delighted so many people could be here tonight in Dover House - Scotland's adopted home in Whitehall since 1885. · We are here to support the bid by Inverness and the Highlands to become the UK nomination for the European Capital of Culture in 2008. · The competition was conceived in 1985 as a means of bringing European citizens closer together. I believe the competition is a tremendous opportunity for all of the 12 cities bidding to promote themselves on the wider European stage. · The stakes are high. There is a real prospect for the winning town or city to secure longer-term economic benefits, the potential for local regeneration, alongside a real sense of civic pride. · You need only look at Glasgow's experience in 1990 for proof of the positive effects on a city from being involved in competitions like this. In fact, I believe all the cities involved, irrespective of the outcome, have much to gain from the interest generated by the bid itself. · Members of the independent advisory panel - chaired by Sir Jeremy Isaacs, visited the area only a few weeks ago to see for themselves exactly what Scotland's only contender has to offer.

But the twee image which still persists masks a country which may be small (population of 4 million) but has a big voice. People lived in what we now know as Scotland as far back as 6,000BC and evidence still exists of the Neotholic people who settled in Orkney in 3,000BC. By the time the Romans took over Britain Scotland was seen as a nation of fierce maurauding natives and the Romans built Hadrian's Wall to keep them away. And over the centuries Scotland has been invaded many times and fought back in battles like Glencoe, Culloden and Bannockburn, which are all remembered through statues, museums and memorials. The creation of the Scottish Parliament in 1999 has given Scots what they have always craved - their own say in the running of the nation since the abolition of the original Scottish Parliament in 1707. Although Scots, from the Borders to the Highlands are fiercely proud of their roots and proudly wave the Saltire (the Scottish blue and white flag) at any opportunity, as a countrythey haven't quite gone that final step and voted for independence.

Namely, that the youth of today are a bunch of insolent, disrespectful and lawless thugs who deserve nothing less than the return of the birch and National Service to teach the wee bastards a lesson. The survey found that almost half (48.5%) of secondary school children aged 11-17 have broken the law, while for a significant number, violence, weapon-carrying and fights are an "acknowledged part of life", as are regular binge-drinking and drug-taking. Amongst the damning statistics thrown up by the survey were; One in five boys aged 15 to 16 admitted attacking someone with the intention of seriously hurting them, and one in four of this age group admitted carrying a knife or other weapon.
