Friends of the Sea Otter (FSO) is an advocacy group dedicated to actively working with state and federal agencies to maintain the current protections for sea otters as well as to increase and broaden these preservation efforts. We wish to inspire the public at large about the otters' unique behavior and habitat. During the fur trade of the 18th and 19th centuries, southern sea otters were hunted to near extinction. Today only about 2,200 otters can be found off California's central coast. Tens of thousands of rambunctious sea otters the type-A creatures of the animal world once played, foraged and raised their pups along the entire California shoreline. From the mid-1700s to the early 1900s, fur traders killed all except one small group that survived in a remote cove. Under heavy protection, those 32 multiplied to 2,377. Since 1995, however, the numbers have been declining to 2,114 this spring. And recent news is even more grim: The annual fall otter count found less than 2,000 otters on the California coast. No one knows why the numbers are declining so dramatically. To turn the tide, the Monterey Bay Aquarium has been rescuing orphaned pups and sick adult otters and treating them in its Sea Otter Research and Conservation Program. The sea otter Enhydra lutris ) lives in shallow water areas along the shores of the North Pacific. Its range once extended from southern California north then west through the Aleutian Islands, to the Kamchatka Peninsula, and south to the northern islands of Japan. In 1742, Vitus Bering's men returned with sea otter pelts from the historic voyage of discovery of Alaska. Interest in these rich furs initiated an era of exploitation which almost wiped out the sea otter. The early Russian settling of Alaska was largely a result of the sea otter industry. In 1867, when Russian exploitation had greatly reduced the numbers of sea otters, Alaska was sold to the United States. The few conservation measures that had been instituted by the Russians in their final years of occupation were dropped by the Americans, and hunting intensified. Sea otters became alarmingly scarce. Finally in 1911, when so few animals were left that it was no longer profitable to hunt them (in many areas they were completely exterminated), sea otters were given full protection under the Fur Seal Treaty. The treaty was signed by the United States, Great Britain, Russia, and Japan. In 1960, the state of Alaska assumed management authority for sea otters. The management program conducted by the state included the successful reintroduction of sea otters to unoccupied habitat in Southeast Alaska, British Columbia, and Washington. The Marine Mammal Protection Act transferred management authority to the U.S. Fish and Wildlife Service in 1972. Recovery of the Alaska sea otter population has been dramatic. Perhaps as few as 2,000 total animals existed in 1911, but by the mid-1970s the Alaska population numbered between 110,000 and 160,000. Most of the sea otter habitat in Alaska has now been repopulated. The principal exception is Southeast Alaska where numbers are increasing rapidly and otters are moving into new areas. Smaller populations exist in the Commander and Kurile islands, British Columbia, Washington, and California.

Enhydra lutris Sea Otters are playful animals that spend almost all their time in the sea. They eat, sleep, and even have their babies in the water. In the daytime sea otters float on their backs eating Abalone, their favorite food. To open the Abalone shell they place a small rock on their chest and smash the shell against it. Sea otters are one of the few mammals, beside humans, that use tools. They will use strands of kelp to tie themselves into the kelp beds for a secure night's sleep. They love to frolic with other otters and seals. Unlike seals and walrus, sea otters have no blubber to keep them warm in the cold arctic waters. Air trapped in their fur keeps them warm and bouyant. Oil spills can damage this fine fur and cause the otter to get very cold and die. That is why volunteers cleaned the sea otters so carefully after the oil spills in Alaska. Sea otters also faced great dangers from hunters who wanted their valuable coats. They were hunted so heavily in the 18-19th Centuries that they had to be placed on the U.S. government endangered species list. Now the populations have come back to a large extent, but conservationists would like to continue to protect them. Fishermen would like them off the endangered species list in order to protect the abalone harvest.

    Inside the Otter Nursery
    Monterey Bay, Calif.
    It’s been a strenuous afternoon. Summer, a 3-month-old sea otter pup, has worn herself out during an hour-long romp in the cold Pacific Ocean waters with otter surrogate Candice Tahara. The pup wraps her furry body around a yellow towel her security blanket in the Monterey Bay Aquarium sea otter nursery. She’s ready for a nap. But first, caretaker Julie Hymer wants to feed Summer. Hymer warms a bottle of sea otter formula a super-high-fat blend of liquefied squid, clams, cod liver oil, half-and-half, vitamins and minerals. She tests the formula's temperature on her wrist. Now seven months pregnant with her second child, Hymer raised baby sea otters for 10 years before the birth of her daughter. "It took me a week before I began talking to her," she says. That made no sense until she explained the first rule in raising sea otter pups: Don’t talk to them. Hard lessons in otter care The staff of the Sea Otter Research and Conservation Program (SORAC) has learned some hard lessons since the first orphaned otter was brought to the aquarium in 1984.

    Sea otters eat many kinds of invertebrates, including clams, snails, sea stars, sea urchins, crabs, squid, octopuses and abalone. Alaskan sea otters also eat fish, but California otters seem to prefer invertebrates.

Jarman, Corinne E. Bacon, James A. Estes, Mary Simon, and Ross J. Norstrom Sea otters (Enhydra lutris) were once distributed throughout the North Pacific Rim from the Kuril Islands to Baja California, with estimates of the worldwide population between 150,000-300,000 individuals (Marine Mammal Commission 1992; see Anderson et al., this issue). Fur harvesting during the eighteenth and nineteenth centuries nearly exterminated the species, and by the early 1900s the total world population had been reduced to an estimated 1,000-2,000 individuals; the California population was estimated at fewer than 50 animals (Kenyon 1969). Since sea otters were legally protected in 1911 by the International Fur Seal Treaty these remnant colonies, and others established by relocations, have increased (Estes 1990). The rates of recovery, however, have differed among areas or populations. The California sea otter population has increased at a rate of about 5% per year, compared with 17-20% per year for more northerly populations (Estes 1990). The explanation for the depressed rate of increase in the California sea otter population is ambiguous and most likely complicated. Potential factors are (1) emigration; (2) reduced fecundity; and (3) increased mortality, possibly caused at least partially by environmental contaminants (Estes 1990).
