Posted to the web February 6, 2003 Washington, DC As a follow-up to a year-long collaboration on U.S.-Senegal trade facilitation, the Government of Senegal is convening the West Africa Trade Forum in Dakar on March 26-28. The Foundation has been working with the Government of Senegal on this forum, largely because of its development of a U.S.-Africa business linkage mechanism and the formation of a transportation/tourism public-private partnership as part of an ongoing West Africa trade enhancement project. The forum will be comprised of two tracks: the International Forum of Small Scale Enterprises will focus on small and medium enterprise development and matchmaking and the Sub-Regional Forum on Tourism will focus on the regional tourism industry. The organizers of this trade forum anticipate a target of 300 participants from Africa, the U.S. and Europe, including small and medium sized exporters and importers, tourism and tour operator organizations, convention and visitors bureaus and cruise lines. The sectors being highlighted for the exhibition and matchmaking are: communication and information technology, textiles and apparel, agriculture and tourism infrastructure.

    History and Government
    History: In medieval times, parts of Senegal belonged to the empires of Mali, Ghana and Songhai. The first Portuguese explorers arrived in the 15th century, followed by French colonists in the 17th century. Throughout the 17th and 18th centuries, the Senegalese coast was a major landing point for the transatlantic and European trades in ivory, gold and slaves. In 1763, Senegal was ceded to Britain as part of the settlement of the Seven Years War (which was a dispute over North American territories) but returned to the French in 1817. In 1895, Senegal was incorporated into French West Africa. After World War II, it became a French Overseas Territory.
    Parti Socialiste Sénégalais (PSS) from 1960 until 2000, although Senegal was never formally a one-party state and opposition parties and the media managed to operate more or less effectively at least some of the time. That said, the current president, Abdoulaye Wade of the

    Senegal: Up to 1,000 Dead
    The death toll from the sinking of the overcrowded ferry “Joola” is expected to reach almost 1,000, according to Pravda.Ru sources in Ziguinchor, southern Senegal.
    The Senegalese authorities originally claimed that there were 796 passengers on board but today confirmed that the figure was 1, 034, far higher than the ship’s capacity of 550 places. The vessel sank during a storm off the Gambian coast as it made its way from Ziguinchor, the capital of the troubled Casamance region, and Dakar, the capital of Senegal. Some of the 64 people who survived tell of conditions of overcrowding.
    The “Joola” had been in dry dock for one year, for repair works. It is questioned whether or not she was seaworthy. The state-owned shipping transport company has assumed responsibility for the disaster due to the conditions on board, according to the BBC on Monday.

    africa ... Senegal's president sacks PM, dissolves government November 04, 2002, 18:30 Abdoulaye Wade, Senegal's President, sacked Mame Madior Boye, his Prime Minister and the entire government today, state radio reported.
    "The position of Mame Madior Boye as prime minister has been ended," state radio quoted a presidential decree as saying. "As a consequence the duties of other ministers have also ended,'' the decree said.
    According to the radio the outgoing government will continue in a caretaker capacity until the appointment of a new one. Boye, the first woman in the former French colony to be appointed prime minister, had been in the job since May 2001. She does not belong to any party.
    There have been rumours in Senegal for months that the president wanted to dissolve the government and appoint someone from his own Senegal Democratic Party as prime minister. ''Consultations for a new government will start today,'' a source close to Wade said.
