The governments of Mali and Senegal are in the process of reshaping their respective railways into a commercial enterprise; the end goal is to increase its efficiency, to attract investment, and to reduce the financial burden on both governments.
CPCS's role is to assist both governments in the selection of appropriate private foreign investors and operators. Our work has encompassed the design of the concession arrangement; the promotion of the concession among potential investors; the preparation of the preselection documents; the prequalification of firms; the preparation of bidding documents and agreements; the development of bid evaluation criteria; the technical and financial evaluation of potential investors; and assistance in the selection of qualified bidders.
The contractual authorities are the Ministry of Finance in Senegal and the Ministry of Transport in Mali. The consulting team reports directly to a bi-national Steering Committee comprising representatives from other government departments and agencies, the national railways and union delegates. - Brazil, Senegal, Japan and South Korea were all received awards from world football governing body FIFA. Brazil took the Team of the Year prize, after winning this year's World Cup and regaining its top spot on FIFA's world rankings from France. Brazil previously won the award every year from 1994 to 1999. Senegal received the Mover of the Year award, FIFA said, citing the West African nation's performance at the World Cup. Senegal's last eight finish at the tournament propelled the team into the top 30 of FIFA's rankings, a move of some 40 places. Yugoslavia, last year's No. 11 , finished year ranked world No. 19.     GOVERNMENT
    Senegal is a secular republic with a strong presidency, weak legislature, reasonably independent judiciary, and multiple political parties. Senegal is one of the few African states that has never experienced a coup d’etat. As noted above, power was transferred peacefully, if not altogether democratically, from Senghor to Diouf in 1981, and once again, this time in fully democratic elections, from Diouf to Wade in March 2000. The President is elected by universal adult suffrage to a 5-year term. The unicameral National Assembly has 120 members, who are elected separately from the President. The Socialist Party dominated the National Assembly until April 2001, when in free and fair legislative elections, President Wade’s coalition won a majority (89 of 120 seats). The Cour de Cassation (Highest Appeals Court, equivalent to the U.S. Supreme Court) and the Constitutional Council, the justices of which are named by the President, are the nation's highest tribunals. Senegal is divided into 10 administrative regions, each headed by a governor appointed by and responsible to the President. The law on decentralization, which came into effect in January 1997, distributed significant central government authority to regional assemblies. Senegal’s principal political party was for 40 years the Socialist Party (PS). Its domination of political life came to an end in March 2000, when Abdoulaye Wade, the leader of the Senegalese Democractic Party (PDS) and leader of the opposition for more than 25 years, won the presidency. Under the terms of the 2001 constitution, future presidents will serve for 5 years and be limited to two terms. Wade was the last President to be elected to a 7-year term.

    As in most African nations, dozens of distinct languages are spoken in the Senegambia region of West Africa. More than 20 African languages are reported in Terminologies Nouvelles , though Ethnologue includes dialects and non-African languages to arrive at the number of 36 for the languages spoken by groups living within Senegal's boundaries (Mbodj 1994; Ethnologue 1996). However,the majority of Senegal's population has adopted an African language as their means of intergroup communication. Although Senegal's government has followed the trend to keep their former colonizer's language (French) as the official language, Senegal's peoples have developed Wolof as their lingua franca. Additionally, Wolof and five other prominent African languages have been made "national languages", a status which allows them to be used in schools where the majority of students speak one of these six as a native language (Malherbe 1989).
    The Wolof people constitute an ethnic majority, representing 42.67% of the country's population, according to the 1988 census. An unspecified minority of other ethnic groups have adopted Wolof as their native language, and more than one-half of the remaining non-native speaking population uses Wolof as a second or third language. These three groups of Wolof-speakers comprise about 80% of the population, making Senegal one of the most linguistically
