HRW Press Release, February 7, 2002 Next week's testimony by former Milosevic regime insiders may well become a new target for distorted interpretations, as trial observers focus on what they will argue is a make or break moment for the prosecution. A discrepancy between developments in the courtroom and perceptions in Belgrade has marked the Milosevic trial from the start. After the prosecutor's opening remarks, Milosevic's statement and the first cross-examinations, both nationalists and moderates in Serbia tended to conclude that the Albanian witnesses lacked credibility. They felt the prosecutor was making a case against Serbia's recent history and politics, rather than against any specific acts committed by the accused. In fact, some Kosovo Albanians who testified appeared unconvincing when they denied all knowledge of Kosovo Liberation Army (KLA) activities in their areas.

Yugoslavia finally consigned to history
February 6 2003 By Daniel Simpson Belgrade, Serbia and Montenegro Legislators in Belgrade's Federal Parliament have finally consigned the name Yugoslavia to the history books endorsing the constitution of a new, less binding union between the republics of Serbia and Montenegro. The new state, to be called Serbia and Montenegro, is a compromise between the aspiration among many Montenegrins for independence and an edict from international officials that there can be no further redrawing of borders in the Balkans. It is a solution that satisfies few people, as Tuesday's heated parliamentary debate illustrated, despite the adoption of the constitutional charter by overwhelming majorities in both chambers. If anything, this latest incarnation of a troubled country has only increased nostalgia for the peace and relative prosperity that Serbs and Montenegrins shared with their Croatian, Bosnian, Macedonian and Slovenian neighbours before wars ripped apart the socialist Yugoslavia created by Josip Broz Tito in 1945. Even those too young to remember Tito lament the passing of an era when they could travel freely around the region, with the time and the money to enjoy themselves, thanks to a quasi-communist economy sustained by a drip-feed of Western aid as an incentive to snub Moscow.

Yugoslavia: Serbia Prepares To Choose First President Of Post-Milosevic Era

Serbia heads to the polls on 29 September in the first presidential elections since Slobodan Milosevic was ousted from the Yugoslav top job in 2000. Eleven candidates are running, but the poll is expected to be a tight race between two former allies in the movement that toppled Milosevic Yugoslav President Vojislav Kostunica and Miroljub Labus, the Yugoslav deputy prime minister.
Prague, 27 September 2002 (RFE/RL) Eleven candidates including a communist-era film actor, a former army chief of staff, and a sculpture professor are vying for the Serbian presidency in the election.
But the main contest is expected to be between two former allies in the movement that ousted Yugoslav President Slobodan Milosevic from power two years ago Milosevic's successor, Kostunica, and Labus.

    BELGRADE, Serbia-Montenegro - Erasing Yugoslavia from the map of Europe, lawmakers all but dissolved the troubled Balkan federation yesterday and gave birth to a new country with a new name: Serbia and Montenegro. Under a European Union-brokered accord approved by parliament, the two republics will stick together in a loose union that gives each greater autonomy and the trappings of statehood. The final breakup of the former Yugoslavia - outright independence for both Serbia and Montenegro - could come as soon as 2006. Widely seen as a compromise solution amid conflicting demands within both republics that Serbia and Montenegro be either firmly linked or completely separated, the accord preserves the alliance but allows each member state to hold an independence referendum after three years. The deal offers the republics almost total sovereignty, although they will remain linked by a small joint administration in charge of defense and foreign affairs. Yugoslavia, the federation's name for nearly three-quarters of a century, is relegated to the history books.

    In this penetrating study, Philip J. Cohen argues that Serbian leaders have been busily rewriting their nation’s history since the end of World War II. Serbia’s political and church leaders have, according to Cohen, depicted themselves as victims of Nazism in need of a safe homeland—their rationale behind the war to establish "Greater Serbia" in the ruins of post-communist Yugoslavia. Cohen argues that the existence of Serbian "victim" propaganda is reflected in the world media as well as in popular commentary and scholarly analysis. More astonishing is that this campaign to reverse the wartime role of Serbia from Nazi collaborators to victims has been widely successful, particularly in Israel. In attempting not only to establish but also explain the Serbian record during the Nazi occupation, Cohen describes the situation in nineteenth-century Serbia, showing the foundation of a political and social system that was partly built on ethnic prejudices and the glorification of violence.

Last week, as Yugoslavia became history, Serbia announced it would auction off 13 luxury cars that once served in the motorcade of the late dictator Josip Broz Tito. Many believe that Tito kept a cauldron of Serbs, Croats, Slovenians, Macedonians, Bosnians, Montenegrins and ethnic Albanians from killing each other during the several decades after he took power in 1945. Peace lasted for maybe a decade after Tito's death in 1980. But in the '90s, the smaller Yugoslav republics parted ways with Serbia, the largest republic and the bully of the bunch. Slovenia and Macedonia managed to get away peacefully. Croatia and Bosnia-Herzegovina were less fortunate. Kosovo, technically part of Serbia, enjoys de facto independence after the 1999 NATO war on Serbia. Last week, Yugoslavia's federal Parliament ended the fiction of a union of the southern Slavs by ratifying an accord brokered by the European Union. The name Yugoslavia is consigned to history and replaced with a looser union called Serbia and Montenegro. As a carrot for the reluctant Montenegrins, member republics will be able to hold independence referendums in three years. Post-Milosevic Serbia, at least, has shed its status as a pariah state.

The Freedom Forum has referred to Serbia's media laws as "the most draconian in central Europe." The media were a battleground in the Kosovo war, with NATO targeting Serbian state television stations and Serbian TV showing the movie "Wag The Dog" in back-to-back reruns as an indictment of the U.S. government. Serbian President Slobodan Milosevic's armed forces took over the 10-year-old independent radio station B92, leading to an international coalition to save the station, which has since re-emerged as B2-92. Meanwhile, media critics around the world condemned western news outlets like CNN for pro-NATO bias bordering on propaganda.     I. EXECUTIVE SUMMARY
    This Country Commercial Guide (CCG) presents a comprehensive look at the commercial environment of Serbia and Montenegro (Federal Republic of Yugoslavia) (FRY), using economic, political and market analysis. The CCGs were established by recommendation of the Trade Promotion Coordinating Committee (TPCC), a multi-agency task force, to consolidate various reporting documents prepared for the U.S. business community. CCGs are prepared annually at U.S. embassies through the combined efforts of several U.S. Government agencies.
    United Nations (UN) trade sanctions imposed against the FRY in 1992 were suspended at the end of 1995 and were formally lifted in October 1996. The combined effects of the disintegration of former Yugoslavia (SFRY), poor economic policy choices, sanctions, and hyperinflation reduced per capita GNP by half to less than USD 1,400; increased real unemployment to over 50 percent; and cut industrial production by more than half. Limited recovery has begun but the economy remains hobbled by serious liquidity problems.
