    The textile, clothing, footwear and leather goods manufacturing industry involves the manufacture of intermediate products such as fabrics and hides; finished goods such as carpet, rugs, clothing and footwear; and leather products such as handbags and belts. The manufacturing sector as a whole accounts for around 17% of New Zealand's gross domestic product (GDP), and textile, clothing, footwear and leather goods manufacturing accounts for around 5% of the total manufacturing contribution or just under 1% of GDP. Some sectors of the industry have been in a long period of decline, which began in the mid 1980s after import licensing was removed and tariffs on textile, clothing, footwear and leather goods imports were decreased. This led to increased competition for New Zealand manufacturers from inexpensive clothing, footwear and furniture imports from countries where goods can be produced at cheaper costs. For example, clothing imports increased from a value of $129 million in 1989 to $616 million in 1997. The decrease in tariffs and increase in competition have also resulted in many manufacturers being forced to close or move their operations offshore to take advantage of cheaper production costs. This has led to a reduction in the number of people employed in textile, clothing, footwear and leather goods manufacturing. For example, in 1997 the industry employed around 25,000 people, down from around 28,500 in 1995.
