Contains the presentations made at the National Conference on Sex Offender Registries sponsored in August 1997 by BJS and SEARCH, the National Consortium for Justice Information and Statistics. Included are presentations and materials by Federal, State and local governmental representatives, administrators, and researchers. The conference is the latest in the series of national conferences sponsored by BJS addressing issues related to criminal record data quality, identification, domestic violence, and sex offenders. National Sex Offender Registry Assistance Program The Bureau of Justice Statistics (BJS), U.S. Department of Justice, established the National Sex Offender Registry (NSOR) Assistance Program to help the states comply with sex offender registration and community notification requirements instituted by the federal government. Myth #1 Sex offender registries and lists are a reliable source for a background check.
Sex offender lists and registries should not be the sole source used in a background check.
Many people have the same names and many people move. Positive identification is necessary in determining a person's criminal record. Many states require you to have permission from the subject that you are checking and many require that a fingerprint card be submitted in order to do a proper background check. Contact your local law enforcement for more information. Myth #2 All sex offenders are required to register as sex offenders.
Each state has it's own guidelines regarding what sex crimes qualify for requiring a person to register as a sex offender. Not all sex offenders are required to register. Many states do not have a penalty for failure to register for those who are required to register. It also greatly depends on what the offender plead guilty to or was convicted of too. The person who broke into a home, stole some jewelry and raped a victim may have plead guilty to a robbery related crime and any rape charges were dismissed.

Sex Offender Treatment Needs and Progress Scale

The Sex Offender Treatment Needs and Progress Scale, developed by Robert McGrath and Georgia Cumming, is designed to aid clinicians, correctional caseworkers, and probation and parole officers in identifying and monitoring the treatment needs, supervision needs, and progress of adult male sex offenders ages 18 and older. It can be used in both residential and community settings. This experimental scale consists of 22 risk factors empirically or theoretically linked to sexual offending. Each of these risk factors is potentially amenable to change and therefore is commonly a target for intervention. Author contact information is listed within the manual. Vermont Assessment of Sex Offender Risk (VASOR)
The Vermont Assessment of Sex Offender Risk (VASOR), developed by Robert McGrath and Stephen Hoke, is a risk assessment scale for adult male sex offenders age 18 and older. It aids clinicians, correctional caseworkers, and probation and parole officers in making placement and supervision decisions. The VASOR is composed of two scales, a 13-item reoffense risk scale and a 6-item violence scale. The reoffense risk scale is designed for assessing the likelihood of sexual recidivism. The violence scale is designed for assessing the nature of an individual's violence history and offense severity. Author contact information is listed within the manual.

Administered by The Bureau of Justice Statistics , NCHIP is an umbrella program designed to assist states in meeting evolving legislative and technical requirements regarding criminal histories and related records such as protection order and sex offender registries. Interstate availability of such records is crucial with regards to criminal investigations, prosecutorial charging, sentencing decisions, correctional supervision and release, background checks for those applying for licenses, firearms purchases and those who work with children, the elderly and the disabled. NCHIP implements the grant provisions of : The Brady Handgun Violence Prevention Act , Pub.L. no. 103159, 107 Stat. 1536 (1993), codified as amended at 18 U.S.C. Sections 921 et seq. ;

Little League to check adults' backgrounds

STATE COLLEGE, Pa. Little League Baseball will require all its managers, coaches and volunteers to be checked against their state's list of convicted sex offenders. Little League officials said their group is the first national youth sports organization to have such a requirement. "We want to let anyone who would prey upon kids in the Little League program know that they're not welcome and we're going to do what we can to keep them out,'' said Stephen D. Keener, president of Little League Baseball Inc. Little League has recommended that local leagues do background checks on volunteers since 1996, when USA Baseball suggested that all youth baseball organizations adopt such voluntary policies. Keener said the high-profile sex-abuse scandal in the Roman Catholic Church and the ready availability of sex-offender registries convinced Little League that such checks should be made mandatory. "The fact that the Catholic Church has been through what the Catholic Church has been through has certainly increased the public awareness and attention, as well,'' Keener said. "When you combine all of those factors, we felt this was the right time to do this.'' In 43 states and the District of Columbia, that information already can be obtained free over the Internet or from local law enforcement agencies. Local Little Leagues would be responsible for the fees for criminal background checks in the seven remaining states Connecticut, Maine, Missouri, New Hampshire, Oregon, Pennsylvania and South Dakota.

Sex registries: Rulings allow states to keep adding to punishments
There is no popular advantage in questioning the treatment of sex offenders. Even in the criminal world, sex offenders are considered the lowest of the low. They deserve whatever they get ... and the public's preference would be that they get the roughest of times. In that climate, it's easy to see how the U.S. Supreme Court would reject challenges to states' publication of sex offenders' names and addresses. That doesn't make it right, though. In fact, in twin cases decided this week, the high court set a dangerous precedent on police power over every citizen. Reviewing Alaska's and Connecticut's sex offender lists, the court said:
