Child Support Goes Plastic
In another sign of how technology is changing youth services, parents collecting court-ordered child support in Colorado can now access their money with a state-issued debit card.
The state teamed with U.S. Bank and Visa to create the Family Support Registry cards, which child support officials believe recipients will favor over paper checks.
Each month the state will mail the cards to recipients who sign up for the program. They can use cards to make purchases where Visa is accepted, and to withdraw money from automatic teller machines (for free once a month, $1.50 thereafter).
State officials hope the cards and direct deposit will cut down on check fraud and help recipients avoid carrying large amounts of money after cashing checks.
Goellner says Washington and Minnesota plan to roll out debit card partnerships with U.S. Bank this year.

Trustee case has several ironic twists Published in the Herald News 04/05/03 There are many ironic twists in State's Attorney Jeff Tomczak's decision last week to haul three New Lenox Fire District trustees into jail for using an office computer to prepare election challenges. As you may recall, Chief Judge Stephen White last week tossed out felony charges of official misconduct against trustees George Hedke, Robert Fronek and Conrad Kiebles, ruling that Tomczak's office had no probable cause to arrest the trio of computer-using villains. But by that time, the three had already been booked into the Will County Jail, where, after being fingerprinted and photographed, they used their personal credit cards to post $1,000 bail. They admitted that they dropped by the district office one night, slipped a personal disc into a computer and used five sheets of paper to print off election challenges to two of Kiebles' opponents. But they argued that no state law and no district policy barred them or any employee from using the computer. The arrests for such a minor transgression twisted the stomachs of just about every local government worker into knots. The trustees' lawyer, former Assistant State's Attorney Phil Mock, argued that any employee who uses a government computer to print up a flier for an after-work office party could be prosecuted for the same crime. And a judge quipped to me on election night that he was thinking twice about using the computer in his chambers to check the weather reports on the Internet.

A Proactive Stance to Monitoring of Sex Offenders
A high-risk sex offender, previously convicted of child molestation and forcible rape, has additional child molestation charges against him dismissed when a new victim refuses to testify. He is, however, convicted on a new charge and sent back to prison for 25 years to life. An admitted pedophile is discovered to be in possession of child pornography. His current residence overlooks a playground. Neighbors report he often sits in his parked vehicle, partially obscured by tinted windows, and watches local children playing nearby. He is arrested and sent back to prison as a result of a new charge. A parolee, with three separate convictions for forcible rape in his criminal history, absconds from parole and establishes residency in another state. He lives there for three years until he is arrested on a new charge. He is convicted on the new charge and sentence to 25 years to life. Patrol officers observe a convicted sex offender trying the doorknobs of residences in a Los Angeles neighborhood. His criminal history includes multiple counts of forcible rape.

(CNSNews.com) - Should convicted criminals, who claim they are not dangerous, have the right to a hearing before they are listed in a state sex-offender registry? What about individuals who served time prior to the enactment of such laws?
Those questions, in two cases to be heard by the U.S. Supreme Court this fall, could determine the constitutionality of so-called "Megan's laws," which typically list convicted sex offenders in registries available for the public to view.
In Connecticut Department of Public Safety v. Doe, two Connecticut men claim they should have the right to a hearing before their names are included in the state's sex-offender registry. The state law requires criminals convicted of most sex-related crimes to supply information about themselves, which is then posted on a public website.
The two men, however, claim they should not be judged by their past actions, but rather their "current dangerousness." Two lower courts sided with the men, ruling that they should be afforded the rights of a hearing.
On the same day, Nov. 13, the court will hear Smith v. Doe, a challenge to Alaska's sex-offender registry law. Two convicted sex offenders and the spouse of a sex offender brought the lawsuit, claiming the Alaska law unfairly punished them. The sex offenders argued they had already served their time and, therefore, they did not have to abide by the law.

Governor George E. Pataki today announced that parents can now get up to the minute information about sexual predators through the State Division of Criminal Justice Services' website (criminaljustice.state.ny.us). The new service will allow the public to access the information on High-Risk (Level 3) Sex Offenders as soon as it is entered into the system. "Now, New Yorkers will have quick and easy access to this vital information in order to make informed, responsible decisions about the safety of their children. This free resource will provide parents with the knowledge they need to help protect their children from sexual predators," said Governor Pataki. With the addition of the new website, the public now has three different options to find out if an individual is a registered sex offender. The other two are the Sex Offender Registry Information Line and the Subdirectory of High-Risk (Level 3) Sex Offenders, which is maintained at local police agencies. At Governor Pataki's directions, the Sex Offender Registry Information Line (900-288-3838) now costs only $.50 per call for up to five searches down from $5 per call. This service includes sensitive information regarding an offender's modus operandi, information that would be inappropriate to include on this website, which is easily accessed by children. A caller to the 900 telephone line can get this descriptive information in a confidential manner.

The site provides searches of criminal records from 38 statewide databases and Washington, D.C., including Sex Offender Registries from 29 states and the District of Columbia. Normally, this service is $19.95, with an additional monthly maintenance fee. Little League now requires local leagues, at a minimum, to search Sex Offender Records in the state in which certain volunteers live. Those volunteers are Managers, Coaches, Board of Directors members and any other persons, volunteers or hired workers, who provide regular service to the league and/or have repetitive access to, or contact with, players or teams. The special Internet site, available only to Little Leagues, may uncover violent criminals who could pose a potential danger, so Little League Baseball encourages the use of this Internet database.
