History Nobody lived on the Seychelles until the 17th century. In 1609, a British East India ship made landfall, and in the next few years shiploads of pirates moved their operations to the Indian Ocean from the Caribbean and used the islands as their base. In 1742 the governor of Mauritius, Mah© de La Bourdonnais, sent a ship to check out the islands. Ship's captain Picault named the main island after his governor and laid the way for the French to claim the islands 12 years later. In 1770 the first load of French settlers and slaves arrived on the island and started growing spices, cassava, sugar cane, coffee, sweet potatoes and maize, as well as harvesting the giant tortoise. By the end of the 18th century, the islands were looking pretty choice and the British were taking an interest. The governor at the time, de Quinssy, lowered the French flag and gave in when attack looked imminent, but the British sailed on and de Quinssy raised the flag again. This happened 12 times until 1814, when Britain took charge of the Seychelles after the Napoleonic Wars. The main feature of British rule was an increase in the number of slaves and high-class political prisoners - French remained the main language and French culture lived on.

History of Scouting in Mauritius
A youth of 17 years, Samuel Blunt de Burgh Edwardes, and three of his friends started Scouting at Curepipe,
a town in the centre of the island.
The first local Committee was formed having Sir Robert Chancellor - the Governor - as Patron and Chief Scout
A Scout saved the life of a man. Scouts helped to fight a fire at Curepipe. The first World War broke out and Scouts helped to raise funds for the war.
Outbreak of Spanish influenza, help from Scouts was greatly appreciated
The Medal of Merit was awarded to de Burgh Edwardes who left for England to study Law.
· Captain Fortescue Brickdale who had been Scoutmaster and Assistant District Commissioner in the East of London took over the Troop.
The first Troop which took the name of the 1st Mauritius Troop, was sixty strong.
Bob Schilling started the 2nd Mauritius Scout Troop, an open Christian troop, made up of boys from the franco-mauritian and British communities;
Robert Margéot and Revd. Father Philippe Rivalland started the 3rd Mauritius Troop at Quatre Bornes. Guy de la Hogue was the Assistant Scoutmaster. The Troop was a closed Roman Catholic one and admitted only boys of the Franco-mauritian community. The three Troops comprised the Mauritius Boy Scouts Association with Captain Brickdale as Chairman.
Father Van Kesteren launched the 1st St. Louis Scout Troop at Curepipe and was their chaplain for many years. Maxime Rapoojee and Jean Gellé were the first Scouters. The Saint Louis Groups catered for Roman Catholic boys regardles of race.

SEYCHELLES - S7 ICAO CODE: SEY 061 CALLSIGN: Seychelles WEBSITE: Air Seychelles was formed as the national airline in 1979 after a government merger of Air Mahe and Inter Island Airways, both domestic airlines. The two former airline's fleets and services were taken over to start the new flag carrier with Britten-Norman Islanders and Trislanders. In 1983 international flights to London and Frankfurt began using a Douglas DC-10 chartered from BCAL. Two years later the airline used an Air France Airbus A300 in full Air Seychelles livery for widened routes to Europe as the tourist trade expanded. The airline ordered Boeing 767-200s to replace the leased aircraft and used Boeing 707s briefly while awaiting the new wide-body jets. regional island services were flown with Twin Otters. In 1993 the airline introduced a medium-haul Boeing 757 but replace it quickly with a Boeing 767-300ER jet.

The great currents of the Indian Ocean bathe and nourish the coastline of our extensive region, which stretches from Somalia to the Republic of South Africa and seaward to the island states of the western Indian Ocean. Compared to many regions, ours is largely in a pristine state, although it is increasingly threatened by a variety of human activities. These include rapid and unplanned urbanization, discharge of untreated municipal wastewater, industrial effluent in near shore waters and destructive fishing practices. Eastern Africa joined the Regional Seas Programme in 1980, and five years later the countries of the region (Comoros, France/Reunion, Kenya, Madagascar, Mauritius, Seychelles and United Republic of Tanzania) adopted the Nairobi Convention and Action Plan along with protocols on pollution emergencies and on protected areas and wildlife.
After a slow period when resources were scarce, the programme has again picked up pace. In 1996 the Convention entered into force. A year later the Regional Coordinating Unit was inaugurated in the Seychelles and Contracting Parties to the Convention held their first meeting. To date all nine East African countries have ratified the Convention and South Africa has asked to join.

In Lesotho the unrest that had been rocking the country sporadically since 1994 continued in February with a mutiny by several dozen junior police officers who took possession of the police headquarters in Maseru. After having tried in vain for 11 days to negotiate with the mutineers, the Lesotho government called on the armed forces to launch an attack on the premises. The attack was carried out on 16 February and led to the arrest of 127 police, most of whom were released within 48 hours. With the agreement of the country's authorities, the ICRC twice visited the people imprisoned following these events.

In February the regional delegation carried out a mission to Mauritius and the Seychelles to monitor the development of cooperation programmes (emergency preparedness, promotion of humanitarian law) conducted jointly by the ICRC and each of the two National Societies concerned.
