Abstract
The explosive growth of the World Wide Web (WWW) is due in part to the ease with which information can be made available to Web users. The simplicity of HTML and HTTP servers lowers the barriers to network publishing. The high-quality rendering of HTML in WWW browsers such as Mosaic raises the aesthetic appeal of information and makes it more useful by virtue of enhanced readability. But the simplicity that makes WWW technology so appealing also makes it difficult to represent the complex markup and typography necessary for scholarly publishing. The need for extensive character sets and more effective interface facilities for inter- and intra-document navigation stretch the limits of the current standards that underlie the Web and its clients. In addition, the stateless nature of WWW client-server interactions presents certain challenges to the effective implementation of search and retrieval functionality so important to effective document retrieval systems. OCLC distributes several scholarly journals under its Electronic Journals Online program, acting, in effect, as an `electronic printer' for scholarly publishers. As part of this effort, OCLC is prototyping a WWW-accessible version of these journals.

Where in the past, we were concerned about HTML and getting the tags correct, there are now word processors and other WYSIWG software like Microsoft FrontPage that take the drudgery out of HTML coding. We now need to look at the next generation of web publishing, which includes using web publishing extensions like dynamic HTML (DHTML) and new languages like Extensible Markup Language (XML). This workshop will provide hands-on experience in extending web documents. Attendees will be expected to be familiar with web pages and HTML. Home pages have traditionally been written in HTML - HyperText Markup Language. The language is written in plain text and can be written using any editor or word processor and saved as an ASCII file. To enhance the text and provide links to other documents and graphics, the developer includes tags that identify the way the text will look and directions for branching to other documents. With Panorama Pro, Defense automates document conversion to SGML

Say you're newly assigned to run the mail room at an Air Force Combat Command installation. Once on base, you head for your new office and look around for the book that tells you how to do your new job.
What you find is a tattered copy of the 1987 Defense Department Official Mail Manual and a disorganized heap of supplements from the Air Force and AFCC. You spend hours with an aide, inserting the new pages 27 through 31 in place of the old, marking in the corrections on Page 52 and appending the new sections, but it's tough to trace the disjointed instructions.
In the end, you give up, saying to yourself, "When the inspector general's staff comes to write me up, I'm sure they'll tell me the correct way to do it."
That scenario got a knowing chuckle from the audience when Lt. Col. Carl F. Vercio, an Air Force officer assigned to the Office of the Secretary of Defense, laid it out last month at a meeting on electronic publishing tools.
Chief of the Automated Document Control Branch of the Correspondence and Directives Directorate at the Pentagon, Vercio described how his office is developing a common electronic publishing format that the services can share to reduce the flood of paper and the problems associated with handling and managing that paper.

Abstract
Scholarly publishing has traditionally taken place using the medium of print. This paper will discuss the transition to electronic scholarly publishing and how the fluid nature of the Web introduces special problems. These problems include document linking, document invariance, document durability, and changing standards.

Note on Citations
As the citations need to be accessible on the Web and in print, the following procedure has been followed.   • The HyperLib Toolkit is now available in the public domain. The toolkit allows users to author documents in SGML and then convert them to HTML; an SGML editor is not included in the toolkit.

Fundamentals of Web Publishing - Part One
The Hypertext Markup Language (HTML)
HTML is a basic markup language derived from the Standardized General Markup Language (SGML) and intended to provide the means for creating simple hypertext documents.
  • New versions of HTML are being developed. The current version is HTML 4 . A more strict, structured version called XHTML has been developed and is probably where the language is going. HTML is basic - it lacks many of the abilities of other markup languages How a particular block of text is formatted is determined by the definitions contained in the browser program. HTML files are plain text files. HTML files can be prepared with any text editor and with many word processors. Commands are embedded in the text to control formatting, place graphics, link to other documents, and call external "helper" programs.
