Support Phasing Out Snowmobiles in Our National Parks

As most all of you are aware, in response to Bluewater Network's petition, the National Park Service announced in April, 2000, its intention to phase out recreational snowmobiling throughout the National Park System due to the machines' deleterious effects on air, water, and soil quality, wildlife, natural quiet, and public health and safety. Since then, the Park Service has been under enormous pressure from the snowmobile industry to recant or soften its decision. Although nothing has changed since the April announcement, the snowmobile industry has recently been touting the contents of a letter from Secretary of the Interior Bruce Babbitt as a victory for snowmobilers. The letter, written in response to a request from South Dakota Senator Tom Daschle, clarified that the NPS would initiate a public rulemaking and comment period, considering all alternatives, before the final decision on snowmobiles in the National Parks was handed down. While Babbitt's letter did not "back pedal" or rescind the April decision, it did allow the snowmobile industry to believe they have leverage with the NPS. Furthermore, the snowmobile industry is circulating letters to the governors of all the snowbelt states, soliciting gubernatorial support for continued recreational snowmobile use throughout the park system. This increased momentum within the snowmobile community could be detrimental going into the public comment period.

My research deals not with personal use preferences or whether or not motorized and non-motorized use can co-exist, but with the impact that these types of uses have on the understory vegetation and soils in a woodland/scrub tundra transition zone. The extent of the impact was determined by comparing post-trampling results with the control. These differences represent the ability of the vegetation to resist the impacts. The second set of measurements recorded the ability of the vegetation and of the soil to recover from the disturbances. From the data obtained, conclusions were drawn as to the results of trampling on certain ecosystem types.

SYMMS NATIONAL RECREATIONAL TRAILS ACT OF 1991
Overview. This Act directs the Secretary of Transportation to allocate money to the states for providing and maintaining recreational trails. It also establishes a National Recreational Trails Advisory Committee to review use of allocated moneys by the states and recommends federal policy changes. Selected Definitions. National Recreational Trails Funding Program. The Act requires the Secretary, in consultation with the Secretary of the Interior, to use the Fund to administer a program allocating moneys to the states for providing and maintaining recreational trails. Moneys made available are to be used on trails and trail-related projects that have been planned and developed under existing state laws, and which further a specific goal of a trail plan included in a statewide comprehensive recreation plan required by the Land and Water Conservation Fund Act. A state is eligible to receive moneys only if the state's application proposes to use the moneys for: administrative costs of the state; operation of environmental protection and safety education programs relating to the use of recreational trails; development of urban trail linkages near homes and workplaces; construction, maintenance and restoration of trails; development of trail-side and trail-head facilities; provision of features to facilitate trail access by persons with disabilities; acquisition of easements and property rights for trails. A state may not use moneys received for: condemnation of any kind of interest in property; construction of recreational trails on National Forest System or Bureau of Land Management lands for motorized uses, unless these lands are allocated or released by Congress for uses other than wilderness; facilitating motorized use or access to trails predominantly used by non-motorized trail users.

Tubing Because of the high risk of injury from riding tubes this activity is not permitted anywhere within the Controlled Recreation Area. This includes the area within the cabin colony. Dogs Please do not let your dogs run free between 9:00 am and 5:00 pm on days of operation.

If you choose to walk your dogs during operating hours please use a leash.
No dogs are allowed in the Rental Shop, Customer Service Office, or Lodges.
Please clean up after your dogs. Tobogganing Tobogganing and sledding is restricted to the "Tobogganing Hill" which is the big hill right behind the drive station for the Prairie T-Bar.
We request that parents supervise their children when playing on the tobogganing hill.
Toboggans and sleds may not be used on the toboggan hill if the Snow School is conducting lessons on that slope or the adjoining run-out at the base of the hill.
Please stay off the ski runs with toboggans.

"The time has come for the National Park System to pull in its welcome mat for recreational snowmobiling," said Donald Barry, Interior Department assistant secretary for fish, wildlife and parks. The National Park Service said Thursday it will immediately enforce existing regulations governing recreational snowmobile use in America's major national parks. The action will likely lead to a full ban on snowmobiles in these parks, a park service public affairs specialist said. "The time has come for the National Park System to pull in its welcome mat for recreational snowmobiling," said Donald Barry, Interior Department assistant secretary for fish, wildlife and parks. "Snowmobiles are noisy, antiquated machines that are no longer welcome in our national parks. The snowmobile industry has had many years to clean up their act and they haven't." Currently, 42 national park units, from parks to recreation areas to parkways, allow recreational snowmobiling. "Those 42 superintendents have been asked to enforce current regulations and that probably means no recreational snowmobiling (in the future)," said Gerry Gaumer, public affairs specialist for the NPS.

California State law defines snowmobiles as Over Snow Vehicles (OSVs). All Terrain Vehicles (ATVs) are not considered OSVs. Both ATVs and OSVs are considered Off-Highway Vehicles Many areas of the Summit Ranger District are open and accessible for motorized oversnow travel during the winter months. The District offers over 30 miles of groomed OSV routes, as well as many more miles of un-groomed trail and open cross-country riding areas.

By Major Garrett CNN White House Correspondent WASHINGTON (CNN) The Interior Department Friday settled a lawsuit with snowmobile manufacturers and outdoor enthusiasts that opens the way for wider recreational snowmobile use in Yellowstone National Park and Grand Teton National Park. The settlement does not override a Clinton administration rule banning recreational snowmobiling in these two national parks and the John D. Rockefeller Memorial Parkway. But it does allow for more public comment on the issue, and some environmentalists fear settlement of the suit foreshadows a loosening of the Clinton-era ban. "The settlement guarantees that local communities, business owners and others who have told us their voices weren't sufficiently heard during the rushed snowmobile rulemaking process will have an opportunity for comment," said Mark Pfeifle, a spokesman for the Interior Department. "Ultimately, recreational use of snowmobiles in National Parks will only be permitted if the cherished environment and natural resource values are protected for the enjoyment of our children and future generations of Americans."
