Snowmobiling—A Hot Topic for Cold Areas Thinkin’ snow....
A lot of people are thinkin’ snow these days. Skiiers, sledders, snowmobilers... environmentalists ... the National Park Service ... the President....
From the Far North to the Rockies and points farther out, snowmobiling is taking the earth by storm. And a storm it has become, as the control of national parks and public lands is being battled at all levels. More than four million snowmobilers are now part of this $10 billion worldwide industry, with about 180,000 cruising approximately 130,121 miles of groomed trails in 30 parks in the lower 48 states. Snow machines have been around since the 1890s, ranging from today’s sleek sleds to early models powered by sawblades, propellers, steam and even a huge screw. As part of President Clinton’s “eco-legacy”, plans are now underway for a “National Landscape Monuments” network to more tightly control the use of public lands. Clinton has already declared four such monuments, and Interior Secretary Bruce Babbitt has another dozen targeted.

That popularity means regulations are needed to ease pressure on the trout and bass fishery, said Forrest Bonney, the state's fishery biologist in western Maine. This summer fisheries biologists in each of the state's seven regions are proposing new fishing regulations that will go into effect for the 2003 open-water season. The Upper Androscoggin is just one of several waterways on which Bonney has suggested regulations. From the New Hampshire border in Gilead downriver to Rumford Point, he's proposed artificial-lures-only, a one trout limit and a minimum length of 12 inches on trout from April 1 to Aug. 15. He's also proposed that all trout 16 to 20 inches be released alive. From Aug. 16 to Nov. 30, Bonney has proposed artificial lures only and all trout, salmon, lake trout and bass be released alive at once.

Thursday, March 13, 2003 Utility owners want dam regulations for wildlife eased
By BART JANSEN, Portland Press Herald Writer E-mail this story to a friend ADVERTISEMENT But critics contend the proposal would hurt fisheries such as Atlantic salmon, striped bass and other migratory fish in Maine and elsewhere, according to congressional testimony Wednesday. Owners of hydroelectric dams complain that federal regulations are too burdensome and costly in requiring wildlife protections, and so must be changed. But conservationists contend that dams have strangled rivers of their fish for centuries, so wildlife should be protected when federal permission is granted for new or existing dams. "Dam owners do not own our rivers," said Rep. Tom Allen, D-Maine. "The public interest must remain the priority when we license private companies to rent our rivers to produce power." The hearing at the Energy and Commerce subcommittee on energy was part of broad legislation to set a national energy policy, which foundered last year amid disputes about oil drilling in an Alaskan refuge and requiring higher mileage for sport utility vehicles. Rep. John Dingell, D-Mich., said congressional debate about dams could be "explosive" on the House floor because Westerners consider dams indispensable for providing inexpensive power and storing water for agriculture, while Easterners and environmentalists seek to protect fish and birds that depend on free-flowing rivers.

Poll Question The following question will help policy leaders understand if Americans truly realize what "designated wilderness" means. It is important to understand the designation because 104 million acres of land is designated wilderness and that equates to the size of Maine, New Hampshire, Vermont, Massachusetts, New York and Pennsylvania combined. By any measure, 104 million acres is a lot of property.
