The South Carolina Developmental Disabilities Network (South Carolina Developmental Disabilities Council, South Carolina Protection and Advocacy For People With Disabilities, Inc., and the South Carolina University Affiliated Program) is responsible for planning and carrying out programs that promote self-sufficiency and protect the rights of the nearly 61,102 South Carolinians with developmental disabilities. The main goal of the Developmental Disabilities Network is to work in partnership with State governments, local communities and the private sector to enhance the quality of life of individuals with developmental disabilities of all ages, so that they and their families can experience productive, independent and totally integrated lives into the fabric of society. The South Carolina Head Start Association represents all Head Start and Early Head Start Programs in the state that provide comprehensive early childhood services to 11,022 zero to five year-old children and their families. Each program is required to make at least 10 percent of its enrollment opportunities available to children with disabilities. To provide services to preschool children with disabilities, Head Start and Early Head Start programs collaborate with other agencies to insure that these children receive services that meet their individual needs and promote their inclusion in the fall Head Start program.

Brief Overview:
South Carolina's charter school law was passed in 1996 with amendments made during the 2002 legislative session. The amendments increased the length of a charter from three to five years. And school district boards of trustees are the sole authorizers of charters. There are currently 13 schools in operation serving 1,235 students. Two more have been conditionally approved.

Experior Assessments TM Awarded South Carolina Insurance Department's Continuing Education Recordkeeping Services Columbia, South Carolina (April 26, 2002) – Experior Assessments TM , LLC announced today that it had been awarded a contract by the South Carolina Budget and Control Board's Office of Material Management to administer the South Carolina Department of Insurance's agent continuing education (CE) program. The State of South Carolina tracks the continuing education credits of approximately 41,000 insurance agents and bail bondsmen. The CE recordkeeping services Experior TM will be providing include recordkeeping, computing compliance, agent and company communications, and providing toll-free telephone and Internet services. Most services will be delivered from Experior's offices in St. Paul, Minnesota. Experior provides CE services to insurance professionals in Vermont, Connecticut, Virginia, Iowa, Arizona and Ohio. Experior was chosen earlier in the year as the Insurance Department's agent licensing examination contractor. "Continuing education program administration is a growing business for Experior," stated Kevin R. Brueggeman, President and CEO. "I am extremely happy that Experior will be providing Continuing Education recordkeeping services for the South Carolina Department of Insurance. We are extremely proud of the high-quality services we deliver to state regulators."

Benchmarking: South Carolina's Approach to Student Achievement
By Dan Saltrick and Jeff Schiller Throughout South Carolina, school board members, superintendents, principals, classroom teachers, parents, citizens and community leaders are focusing their efforts on finding ways to increase student achievement for a highly diversified student population. In spite of all this hard work, there is little evidence that significant and sustained positive results have occurred. However, through recent efforts of selected school systems throughout our nation and findings from educational research, we have gained valuable information and have become more knowledgeable about what really works . Now we can move beyond the rhetoric of all children can learn to create teaching and learning environments that will significantly improve the academic lives of our children. Although successful school improvement is comprehensive in nature, this manual emphasizes the importance of limiting benchmarking to a few high priority, instructionally related outcomes. The benchmarking process in this model focuses only on improving student achievement. Issues related to other phases of school system operations - transportation, facilities planning, developing a technology infrastructure - are important, but were not considered as part of this benchmarking process.
