  • LAW OVERHAUL?: Legislators in the Palmetto state will be fixing a law whose provision for quotas was thrown out by the courts last year. While there are only 8 charters there, a growing number of social service and youth advocates are mobilizing for change. CER Newswire November 29, 2000
    NO ACTION: In response to the court ruling that state's 1996 charter school law is unconstitutional because it includes racial quotas, House lawmakers began to pursue removing the restriction, but the Senate preferred loosening the requirement. However, neither occurred as the legislature retired for the year without reaching a compromise. The fate of South Carolina's existing charter schools remains uncertain. CER Newswire, July 6, 2000

'She is a wonderful ambassador for public education and an effective advocate for every partner in the educational process.' - State Superintendent of Education Inez Tenenbaum Christa Compton Wednesday, January 10, 2001 Christa Compton , will be named Thursday as one of four finalists for National Teacher of the Year. "We’re thrilled that Christa's accomplishments as a teacher have been recognized on the national level," Tenenbaum said. "She is an outstanding teacher-leader who could have chosen to do anything, and thankfully, she chose to teach. We are incredibly fortunate that she has committed herself to model her love of learning for students and teachers alike. She is a wonderful ambassador for public education and an effective advocate for every partner in the educational process. She will represent South Carolina well." Compton and the other finalists will travel to Washington in March for intensive interviews, and the National Teacher of the Year 2001 will be named in April. During the 2001-2002 school year, the National Teacher of the Year will serve as a spokesperson for the entire teaching profession, speaking to colleagues, the business community, government officials, parents and students at forums and meetings across the country. Compton, 30, is a seven-year teaching veteran who was named the 2001 South Carolina Teacher of the Year last April. She is on sabbatical this year from her job as an English teacher at Richland Northeast High School in Richland School District 2 to promote public education. In addition to fulfilling numerous speaking engagements, she chairs the South Carolina Teacher Forum, a professional development organization sponsored by the South Carolina Center for Teacher Recruitment. She spearheads the organization's efforts to nurture teacher-leaders, works with district Teachers of the Year, their local Teacher Forums and Teacher Cadets, and serves on several education committees.

Boards of Education: The Need for Effective Leadership

Donald Thomas No topic seems to gain more attention in local newspapers and in the electronic media than continuing friction among board of education members and between boards and administrators. This increasingly negative spotlight in many school systems makes it more difficult to recruit good superintendents and tougher to interest community leaders in serving on boards of education. Nearly two decades ago, the American School Board Journal featured John Crawford as an exemplary school board member. The article characterized Crawford, a past chair and member of the Salt Lake City, Utah, board of education, as an effective board member because:
  • He was results oriented. He knew how to conduct a board meeting. He appreciated school-system employees and was fair with them. He communicated forcefully, clearly, and directly with the superintendent. He expected high-quality work from administrators.

Established in 1990 as an organization to coordinate and establish academic standards and to provide support services for home schools and private school South Carolina Association of Independent Home Schools South Carolina Home Educators Association - SCHEA is a statewide support organization of parents who have chosen to home educate their children in South Carolina. Shay Bilchik
is executive director of the Child Welfare League of America, headquartered in Washington, DC. Mr. Bilchik served as administrator of the Office of Juvenile Justice and Delinquency Prevention in the U.S. Department of Justice from 1994 to 2000. Prior to that presidential appointment, he was associate deputy attorney general. From 1977 to 1993, Mr. Bilchik was an assistant state attorney for the 11th Judicial Circuit of Florida (Miami), where he served as a trial lawyer, juvenile division chief, and chief assistant for administration.
Deborah Daro is a research fellow at the Chapin Hall Center for Children at the University of Chicago. Formerly the director of the National Center on Child Abuse Prevention Research at Prevent Child Abuse America, Dr. Daro is a past president of the American Professional Society on Abuse of Children. She has been principal investigator on several large-scale evaluations of community-based initiatives for prevention of child maltreatment and enhancement of family well-being.
