Case Study - SIB South Carolina: "27 in 7" Peak Performance The Financing Challenge South Carolina is the 11th fastest growing state in the country, outpacing the nation overall in terms of major economic indicators. Growth driven by tourism, business services, and international trade has created pressures on the state's transportation infrastructure. With its location at the heart of the southeast, South Carolina's transportation network must serve not only residents, but also tourists and cross-state traffic. Interstate 95, the main transportation corridor along the eastern seaboard, passes through the eastern half of the state, and commercial traffic destined for the nearby cities of Atlanta and Charlotte competes with commuters and tourists for space on the state's roadways. The Port of Charleston has grown with the state's economy, placing increasing demands on Interstate highways and other access routes. Recognizing that the state's economic performance is strongly linked to its transportation network, the South Carolina Department of Transportation (SCDOT) in recent years has been faced with the challenge of how to keep pace with its transportation needs. In addition to meeting demands for new roads to serve growing areas of the state, SCDOT maintains the fourth-largest highway system in the United States, which includes 42,000 miles of state highways and 800 miles of Interstates. Traditional highway funding sources on a pay-as-you go basis have been insufficient to finance needed highway improvements. Not only does the state rank low in terms of Federal funds, but only five states have lower gasoline taxes than South Carolina, and six states have lower diesel fuel taxes.

FOOD INSECURITY AND HUNGER IN THE WAKE OF WELFARE REFORM A number of recent studies highlight continuing unacceptable levels of hunger and "food insecurity" in the wake of welfare reform. Even as many families move off assistance and into the workforce, low wages and unstable employment leave many of them without adequate access to food. At the same time, emergency food providers report continued long lines and requests for food, particularly among working families and households with children. The following are key food insecurity/hunger findings from recent welfare reform and emergency food studies. While some of these data are from 1997 before federal welfare law was fully implemented, they reflect both the beginning of implementation and, in a number of states, fuller implementation of work demonstration projects that were approved before 1996. Why Welfare Queens Wear Ties BY JAY HANCOCK W hy do South Carolina and other Sun Belt states face long-term spending crunches even though their growth is the envy of the nation? Look closely at the cost-benefit formulas they use to figure whether business giveaways are good deals. They're tilted in favor of corporate handouts. The formulas all but ignore the most basic equation in economic development that new jobs need new residents to fill them, along with new schools, wider roads, extra police and other government expenses that come with population growth. The result: States growing through business incentives are placing themselves in multiple jeopardy, interviews with development experts and state officials show. They're slashing tax revenue, spurring growth and then fooling themselves about how much that growth will cost. "The research is fairly consistent on this," said Timothy Bartik, economist with the Upjohn Institute for Employment Research in Kalamazoo, Mich., and an authority on development. "In the long run, if you create five jobs, four of them go to people who otherwise would be living someplace else." Take South Carolina.
