Dorn, Jr. Director, Office of State Budget 1122 Lady Street, 12th Floor Columbia, S.C. 29201 Dear Mr. Dorn: The Department of Disabilities and Special Needs appreciates the opportunity to submit this transmittal of DDSN's Accountability Report for FY 1996-97. Section 44-20-240 of the South Carolina Code of Laws, as amended, states that the South Carolina Department of Disabilities and Special Needs has authority over all the state's services and programs for the treatment and training of persons with mental retardation, related disabilities, autism, head injuries and spinal cord injuries. The Department's mission statement is based on this mandate and includes input from consumers, parents and family members, advocates, service providers and staff. Most individuals with severe lifelong disabilities are eligible for services from the department. Services are provided to both children and adults. As these individuals require services for decades there is virtually no turnover in the system to accommodate new persons needing services. These new individuals will be children who are born with severe disabilities and adults and children who survive severe physical trauma due to advances in science and medicine.

Educational Service District 101 (ESD 101) served a predominately rural and remote area. The project served two populations of adults and youth with special needs those with limited English proficiency and persons who are functionally ill-prepared for the workplace. ESD 101 chose as its mission to enable students to achieve world class standards in the core subject areas by providing (a) quality instructional programming for various grade levels as well as adults, including workplace basics and skills; (b) inservice courses and teleconferences for teachers, administrators, board members, and parents; (c) technical and information support to schools; and (d) an effective evaluation plan that examined student performance and other issues.

A Look at Service-Learning in South Carolina Introduction and Purpose of the Visit "Service-Learning is a method of teaching and learning that combines academic work with service to the community. Students learn by doing through a clear application of skills and knowledge while helping to meet the needs in the school or greater community." Student Life STUDENT LIFE FOR STUDENTS AGES 2 1/2 to 21 (For information on adult student life, please see the Postsecondary section of this website.) After-School Program The South Carolina School for the Deaf and the Blind's (SCSDB) after-school program enhances the school day and is open to both residential and non-residential students. In addition to study halls staffed by certified teachers, students are offered opportunities to participate in classes, sports and recreational programs including piano, guitar and voice lessons, gardening, swimming, technology exploration and gymnastics, just to name a few. Friends Students are encouraged to develop friendships with peers who may be disabled or non-disabled. In addition to many on-campus programs, students participate in a wide variety of activities sponsored by local schools, community clubs and other organizations. Role Models Students at SCSDB have the opportunity to interact on a regular basis with successful adults who are deaf or blind. Students see these adults as SCSDB teachers, technicians and counselors. They see them as members of the school's Board of Commissioners. And they see them as professionals and leaders in the community. Through school-sponsored mentoring programs, students meet adults - many of them who are deaf or blind - in the Spartanburg community. Mentoring programs are designed to give students role models, to develop their socialization skills and to increase their expectations.
