MISSION STATEMENT The mission of the South Carolina Higher Education Tuition Grants Commission is to administer a state-funded, need-based tuition grants program(s) for the State of South Carolina to assist eligible South Carolina residents with demonstrated financial need attend certain in-state, accredited independent colleges on a full-time enrollment basis. PROGRAM GOALS, OBJECTIVES, AND PERFORMANCE MEASURES PROGRAM NAME: Higher Education Tuition Grants PROGRAM GOAL: To provide financial assistance in the form of need-based state tuition grants to qualified South Carolina residents electing to attend on a full-time basis certain SACS accredited South Carolina independent junior and senior colleges.     Return to List of Annual Accountability Reports SOUTH CAROLINA COMMISSION ON HIGHER EDUCATION Annual Accountability Report Fiscal Year 1995-96 MISSION STATEMENT The South Carolina Commission on Higher Education is a higher education coordinating board consisting of eighteen lay members supported by a professional staff. Broadly defined, its mission is to serve the citizens of the State by promoting quality and efficiency in the state system of higher education. More specifically, its purpose is to develop plans; conduct studies; approve new academic programs; administer certain state, regional, and federal programs; make recommendations concerning requests for appropriations and capital improvements; promote access to higher education; and carry out those other duties required by its enabling legislation or other statutes. Its efforts are directed toward the promotion of a clearer understanding of and greater unity among all institutions of higher learning, both public and private, in the interest of serving the higher education needs of South Carolina.     Continuing Insurance Education Reminder Notice All sponsors or instructors are required to read the entire contents of this reminder notice at the beginning of each continuing education class session. All correspondence course sponsors must include this notice in all correspondence continuing education course material (12 pt. Font Bold):
    • The biennial compliance deadline for complying with continuing education in South Carolina is May 1, 2004. Anyone not completing 24 hours or paying the Twenty Dollars ($20.00) biennial recordkeeping fee to Experior Assessments™, LLC, Continuing Education Administrator, by May 1, 2004 will have his or her license nonrenewed. Do not mail the CE recordkeeping fee to the Department of Insurance. Licensed insurance agents who have completed the 40-hour prelicensing education course work must pay the annual Ten Dollars ($10.00) fee to Experior Assessments™, LLC, CE Administrator, or they will have their license nonrenewed.     Curricula
    The curricula established for all baccalaureate degrees awarded by the school include a set of courses that fulfill general education requirements, a set of courses that comprise a departmental major and related courses, and several hours of elective courses. Except for courses used in meeting the Bachelor of Arts cultural awareness requirement, a course may be used to fulfill only one requirement.

    Every degree candidate in the school must successfully complete a major program of study that meets the
    major requirements of the program. A minimum grade of C is required for any course submitted for fulfillment of major requirements; this includes all MUSC and MUED courses. Course requirements in applied music include the following minimum levels of applied study: performance, and jazz studiesfour semesters at the lower-division level and four semesters at the upper-division level; music education, theory/compositionfour

    The Adjutant General Major General Stanhope S. Spears is Adjutant General of South Carolina. He leads and directs the 13,500-member South Carolina Army and Air National Guard, and oversees operations of the South Carolina State Guard and the State Emergency Management Division . He also serves on the Board of Visitors for the Citadel General Spears was born 23 April 1937, in Rock Hill, South Carolina. he is a 1955 graduate of Clover High Schoo l, Clover, South Carolina, and the University of South Carolina Upon graduation from USC in 1959, General Spears enlisted in the South Carolina Air National Guard and served two years before his acceptance to the South Carolina Army National Guard's Palmetto Military Academy.     The Home Schooling Statutes of South Carolina Section 59-65-40 of the 1976 Code is amended to read: "(A) Parents or guardians may teach their children at home if the instruction is approved by the district board of trustees of the district in which the children reside. A district board of trustees shall approve home schooling programs which meets the following standards: (1) the parent: (a) holds at least a high school diploma or the equivalent general education development (GED) certificate ****and beginning in the 1989-90 school year, attains a passing score on the basic skills examination developed pursuant to Section 59-26-20 (b)**** (This section has been stricken from the law. State Supreme Court stated in December, 1991 that the EEE was improperly validated for use with home schoolers and thus this provision could not be implemented.****) (1) after the State Department of Education has validated the test for use with home schooling parents: or (b) has earned a baccalaureate degree;

    If you test in South Carolina a copy of your scores will automatically be sent to the State Department of Education. You must designate the institution you attend in South Carolina as a score recipient. The first digit of the Session/Test Code indicates the session during which the test is offered in the 2002-2003 testing year. There are no session numbers for the CBT tests, which are given by appointment, as explained in Praxis I Computer-Based Testing. The computer-based tests (CBT) are offered by appointment through a national network of Prometric(TM) Testing Centers (many Prometric Testing Centers are located inside Sylvan Learning Centers), selected institutional sites, and ETS Field Service Offices. Visit Computer-Based Testing for the locations near you. You may not repeat a Computerized PPST in any given 60-day period.     Mission Statement
    Approved by the Board of Trustees - April 1998 Founded in 1795 by official act of the South Carolina legislature, the original Beaufort College occupied a position of importance in the local community. Not only were certain lands in the District of Beaufort vested to local trustees in order to build and endow the college, but the legislative act also authorized these trustees and the faculty of the college full power to grant or confer degrees in the liberal arts or sciences as are usually granted and conferred in other colleges in Europe and America; and to give diplomas or certificates thereof, to authenticate and perpetuate the memory of such graduation. Obviously, this 200-year commitment to liberal arts education has remained constant in the Beaufort community while, at the same time, evolving to meet changing local needs. Today, USC Beaufort provides the challenge of a rigorous liberal arts discipline to over 1,000 diverse students from various levels of academic preparation. In order to reach all students living in the Lowcountry, USC Beaufort schedules classes at various sites throughout the region. The main campus is located on Carteret Street in the historic district of Beaufort. Additional classroom and program offerings are available at sites on Hilton Head Island, the Marine Corps Recruit Depot (MCRD, Parris Island), and the Marine Corps Air Station (MCAS).

    The Securities Division:
    • aggressively enforces the South Carolina Uniform Securities Act against those individuals and firms who have violated it to the detriment of South Carolina investors
    • screens all applications for securities licenses and awards licenses only to those applicants who have demonstrated compliance with high legal and ethical standards
    • promotes investor education to help the investing public make informed decisions and avoid being defrauded by dishonest, unscrupulous persons

    Registration of Stockbrokers The investing public of South Carolina has the right to know that stock brokerage firms and individuals with whom they do business have been screened and are qualified to effect securities transactions. All individual brokers-dealers and brokerage firms that do business in South Carolina must register with the Securities Division. This office licenses and regulates the conduct of brokerage firms and their agents.
