In 1996, the South Carolina General Assembly passed sweeping higher education reform legislation that called for funding for public higher education institutions to be based entirely on performance. The legislation stipulated 37 "indicators" that would be used for a three-year phase-in period. Performance funding would begin with allocations for the 1997-98 year and would be fully implemented by 1999-2000 year. This project focuses on documenting and assessing the impact of the new performance funding system on the colleges and universities and specifically on student outcomes. The central issue is to understand how statewide policies designed to improve quality and performance actually affect the institutions' own processes and outcomes. The project has three objectives:
  • To document and evaluate the impact of performance funding on the institutions' planning, budgeting and other decision making processes;

    South Carolina Teaching Fellows Program In 1999, the SC General Assembly, recognizing a shortage of teachers in the state, funded the Teaching Fellows Program for South Carolina. This innovative program is aimed at recruiting talented high school seniors into the teaching profession and helping them develop leadership qualities. Each year, the program provides Fellowships to 200 high school seniors who have exhibited high academic achievement, a history of service to the school and community, and a desire to teach South Carolina's children. Benefits of the Program As a selected Teaching Fellow, students receive:
    • advanced enrichment programs in Teaching Fellows Institutions
    • professional development opportunities during summer months
    • involvement with communities and businesses throughout the state
    • $6000 yearly scholarships for four years while they complete a degree leading to teacher certification. The scholarship provides $5700 for tuition and board and $300 for summer enrichment programs administered by the South Carolina Center for Teacher Recruitment (SCCTR).
    A Fellow agrees to teach in South Carolina one year for every year he/she received the Fellowship.

    The Development of School Libraries in South Carolina
    The following speech was delivered by Margaret Ehrhardt on March 31, 1988 as the Third Annual Deans' Lecture of the University of South Carolina College of Library and Information Science. Ms. Ehrhardt was Supervisor of School Library Services for the South Carolina State Department of Education from 1970 until the early 1980s.
    THE CRUCIAL YEARS: SCHOOL LIBRARY MEDIA CENTERS The years 1945-1985 were crucial years for school library programs, not only in South Carolina, but for the nation as well. The ALA Handbook for 1944 showed that only 15 states had school library supervisors. It was interesting to note that seven of these were Southern states, including North Carolina, Georgia, Florida and Tennessee. Tonight I should like to explore with you some of the significant events that have helped to shape the development of school library media programs in our state. The first significant factor was the employment by the State Department of Education of the first Supervisor of Library Services. It is seldom that one can pinpoint the beginning of a library media program, but this is not true of school library media services in South Carolina. The date was March 29, 1946, and the time was 11:00. It was then that an announcement was made to the School Library Section of the South Carolina Education Association which was in session at University High School here in Columbia that the State Department of Education had received a grant from the General Education Board (of the Rockefeller Foundation) to employ a Library Supervisor. This was the first attempt to bring structure into what had been haphazard library development in the schools.

    Joe Wilson was elected to the US House of Representatives on behalf of the people of the Second District of South Carolina on December 18, 2001. The very next day on the 19th, he was sworn in during a ceremony at the Capitol. Since then, the Congressman was appointed to the House Armed Services Committee and the House Committee on Education and the Workforce. Previously, Rep. Wilson served in the South Carolina State Senate from Lexington County, South Carolina for seventeen years with a perfect attendance record. In 2001, Joe was elected Chairman of the Senate Transportation Committee and also served on Judiciary, Education, General, Agriculture, Invitations Committees, Joint Committee on Aging, and was Vice-Chairman of the Committee to Screen Candidates for College and University Boards of Trustees. He has been a member of the Columbia College Board of Visitors and Coker College Board of Trustees. Joe is a strong supporter of the military. He served in the United States Army Reserves from 1972-1975 and is currently a Colonel in the South Carolina Army National Guard as a Staff Judge Advocate assigned to the 218th Mechanized Infantry Brigade. Joe is a graduate of the Command General Staff College. His oldest son Alan is a First Lieutenant in the Army National Guard, his second son, Add, is a graduate of the United States Naval Academy and is now an Ensign and attending Uniform Services Medical School, and his third son, Julian, is a cadet of the Army ROTC at Clemson University.

The goals of the 2001 Conference were found to be consistent with the IT interests of all members of the institution. His father was Sir Richard Butler, member of Parliament and a baronet. Like so many younger sons of the British aristocracy who could not inherit their fathers' estates because of primogeniture, Butler pursued a military career. He became a major in His Majesty's 29th Regiment and during the colonial unrest was posted to Boston in 1768 to quell disturbances there. In 1771 he married Mary Middleton, daughter of a wealthy South Carolinian, and before long resigned his commission to take up a planter's life in the Charleston area. The couple was to have at least one daughter.
