To provide leadership, direction, and coordination in setting and implementing departmental policies; to prepare and present the department’s budget; to administer all federal grant dollars; to distribute state aid to local schools; to coordinate data collection and analysis; to provide accounting services for the entire department; to supervise the State Board of Education and professional practice commissions and establish and encourage cooperation throughout the department; to flow state and federal dollars to postsecondary level South Dakota students attending school within the state in order to enhance access to an education opportunity; to provide general supervision, under the extent allowed by state law and administrative rule, over accredited elementary and secondary schools in South Dakota; and, to implement education policies pertaining to school accreditation, teacher certification, and teacher education programs. MarcoPolo training materials and Internet site are provided free of charge by some of the most prestigious educational organizations in the country including the American Association for the Advancement of Science, the National Council of Teachers of Mathematics, the National Council on Economic Education, the National Endowment for the Humanities, the Council of the Great City Schools, the John F Kennedy Center for the Performing Arts, and the National Geographic Society. This is the only partnership of its type that the National Geographic Society has lent its name to in its long history.

Access to Quality Planning Document for South Dakota's Special Schools The planning process for the South Dakota School for the Deaf and the South Dakota School for the Visually Handicapped was based on the same principles which guided the development of Access to Quality for higher education. It was a participative process that included the superintendents and Board of Regents Executive Director with review and input from faculty, staff and the schools' Advisory Councils. The process began in September 1994 with a draft report to the South Dakota Board of Regents in June 1995. The document includes a chapter on the environment in which the special schools operate, as well as assumptions in a variety of areas. Assumptions were grouped into nine broad categories: Mission and Planning, Statewide, Governance, Student, Program, Staffing, Finance, Facilities and Intergovernmental Relations. In each category, statements reflect what exists or is expected to exist in the immediate future. The next section lists eleven directions which are to be pursued. The directions include: access to appropriate services, quality of programs and services, maximizing delivery statewide, creating quality teaching and learning environments, development of centers of excellence, resource management, collaborative relationships, partnerships with parents, increased public understanding of vision and hearing loss, competitive compensation for employees and maintenance of facilities and equipment. The directions are ambitious and reflect a standard of excellence. Some of the directions will require additional resources to implement and maintain. The course, however, is clear. The rate of progress may be affected by resource availability.

(all revenue sources) fter receiving criticism last year from national groups that rate standards and within the state for not having a strong system of academic standards in place, South Dakota education officials worked to come up with more specific content standards. Many said the state's existing content standards were too general. The original plan had been to provide districts with a broad structure for standards from which they could then develop specific standards to fit their local needs. But, without much direction from the state, few bothered to adopt standards. South Dakota rises to the challenge and rewrites standards in four subject areas. Republican Gov. William J. Janklow challenged the state education department in 1997 to rewrite the standards so that they were clearer, specific, more demanding, measurable, and comprehensive. The department responded last year, and now content standards are available in four core curriculum areas: language arts, mathematics, science, and social studies. Districts must adopt and implement course guidelines for language arts and math that meet the state's academic-content standards by July of this year. Course guidelines for social studies and science must be adopted by July 2000.

Just as a large medical group practice includes physicians who have many specialties to help people with medical problems, a mental health center has highly qualified professionals who have many specialties to help people with emotional problems. These specialists may include psychiatrists, psychologists, nurses, social workers, counselors and case managers.
Mental health centers have the ability to utilize the strengths of this diverse staff to provide quality services ranging from brief, counseling services to very intensive interventions designed to prevent a person from costly hospitalizations. Many of the mental health centers have also responded to other needs in their communities by offering specialized counseling and educational programs for employers, physicians, attorneys, schools and nursing homes.

The thirty-ninth state, admitted to the Union on 2 November, 1889, is officially bounded as follows: "Beginning at the point of intersection of the western boundary of Minnesota with the northern boundary of Iowa and running thence northerly along the western boundary of Minnesota to its intersection with the 7th standard parallel, thence west on the line of the 7th standard parallel produced due west to the intersection with the 27th meridian of longitude west of Washington (Approx. 104 W. Greenwich) thence south on the 27th meridian of longitude to its intersection with the northern boundary line of Nebraska, thence easterly along said boundary line of Nebraska to its intersection with the western boundary line of Iowa, thence north along the western boundary line of the State of Iowa to the north-west corner of said State of Iowa, thence east along the northern boundary line of Iowa to the place of beginning." The state contains 76,850 square miles. Generally the surface is undulating prairie lands, except in the south-western portion which is occupied by the Black Hills. The general altitude is about 1500 feet above sea level. The lowest point, Bigstone Lake on the eastern boundary, is 962, and Harney's Peak on the Black Hills rises to 7216 feet. The Missouri River divides the state into nearly equal portions having quite distinct soil characteristics; the portion east of the river being glacial clay, and the portion west being in part covered with a tenacious clay formed by the disintegration of Fort Pierre Shales, and the remainder with Laramie loam eroded from the western mountains. The population numbers 583,888 (1910) and is chiefly of American origin. The chief foreign elements are German and Scandinavian. There are about 18,000
