    The Constitution of Spain Following the death of General Franco in 1975, which heralded the end of 36 years of crippling dictatorship, Spain has become a parliamentary democracy. A year after Franco's death, political parties were legalised, the Socialists in February 1977 and the Communists in April. The first general elections were held in 1979 and were won by the Unión de Centro Democrátia (UCD) led by Adolfo Suárez, who was largely credited with transforming Spain from a dictatorship into a democracy. New Constitution The new Spanish constitution of 31st October, 1978, arguably the most liberal in western Europe, heralded a radical transformation from a dictatorship to a democratic government in Spain. The most important task of the constitution was to devolve power to the regions, which were given their own governments, regional assemblies and supreme legal authorities. The central government of Spain retains exclusive responsibility for foreign affairs, external trade, defence, justice, law (criminal, commercial and labour), merchant shipping and civil aviation. Spain has been a member of the UN since 1955, NATO since 1982 and the EU since 1986, and is also a permanent observer member of the Organisation of American States (OAS).

Spain Time and Date Spain Government Back to Top In the late 1970s the government of Spain underwent a transformation from the authoritarian regime of Francisco Franco (who ruled from 1939 to 1975) to a limited monarchy with an influential parliament. A national constitution was adopted in 1978. The head of state of Spain is a hereditary monarch, who also is the commander in chief of the armed forces. Executive power is vested in the prime minister, who is proposed by the monarch on the parliament’s approval and is voted into office by the Congress of Deputies. Power is also vested in a cabinet, or council of ministers. There is also the Council of States, a consultative body.

    A Celtiberian and Roman site. The Romans added important public works to an already significant Celtiberian city excavated in the bedrock. Tiermes, today a rural area in central Spain, offers a comprehensive scope of Spain's history over the past 4 millenniums. Next summer's work will concentrate on the Roman Forum.
    Accomodation : Participants will share cabins for 2-8 people at the site's research facilities. Food will be provided at a local restaurant. Plaza de Moros Field School (Spain)
    (July 6-20, July 20-Aug 3, Aug 3-17, 2003)
    Iberian Iron Age settlement fortified by walls. The settlement was abandoned after a fire in the 2nd century BC, which has left the site in great condition for its study. Excavation began in 1998 as a field school and it is a great place to learn the basics of archaeology step-by-step. Some knowledge of Spanish recommended.
    Accomodation : Participants will stay at a local school, sharing dorm style rooms for 4-10 people. Food will be provided at a local restaurant.

    12:00 PM Aug. 19, 1999 PT MADRID The Spanish government, trying to tackle sexism in a country known for macho attitudes, has asked Microsoft to change entries in its Spanish dictionary program that some women consider offensive. The official Women's Institute said Thursday it had received complaints from women about "clearly sexist" synonyms in the dictionary, part of a Word program for Spanish speakers.

    GOVERNMENT AND POLITICAL CONDITIONS
    Parliamentary democracy was restored following the death of General Franco in 1975, who had ruled since the end of the civil war in 1939. The 1978 constitution established Spain as a parliamentary monarchy, with the Prime Minister responsible to the bicameral Cortes elected every 4 years. On February 23, 1981, rebel elements among the security forces seized the Cortes and tried to impose a military-backed government. However, the great majority of the military forces remained loyal to King Juan Carlos, who used his personal authority to put down the bloodless coup attempt.
    In October 1982, the Spanish Socialist Workers Party (PSOE), led by Felipe Gonzalez Marquez, swept both the Congress of Deputies and Senate, winning an absolute majority. Gonzalez and the PSOE ruled for the next 13 years. During that period, Spain joined NATO and the European Community.
    In a landslide victory, President Aznar and the PP won reelection in March 2000, obtaining absolute majorities in both houses of parliament. This mandate has allowed Aznar to form a government unencumbered by the coalition building that characterized his earlier administration. Aznar is expected to continue the policies of economic and political reform that have won his government widespread popular support.
