    But instead of abolishing or bypassing bureaucratic complexity, the portal became a national laughing stock, leading to letters of protest from usability and information architecture professionals in national newspapers and questions to ministers in the Spanish Senate. Statements of protest from usability and information architecture professionals appeared on Spanish websites Terremoto, Think Tank and BarraPunto, as well as in the national press, severely criticising site usability and accessibility. Spanish web designers were quick to offer their advice on improving the usability and accessibility aspects of the site. One widely-publicised proposal for a two-stage development path to improve the site was put forward by local usability duo Think Tank, who supported their redesign with an outline rationale, available on the same site. Think Tank's input has been ignored to date by an administration seemingly suffering from the 'not invented here' syndrome, and one year on El Mundo reports no discernible improvement to the site, a fact confirmed by a visit to the site. "I've asked for the minister to appear and answer questions on this issue," said Félix Lavilla, Spanish senator and spokesman for the Socialist group on the Spanish Senate's Information Society Committee, to El Mundo ealier this month. "To spend all this money for a site with such poor design, poor functionality, poor accessibility and which is never updated, is quite frankly shameful". In an interview for the Spanish Internaut Association, Lavilla had previously been critical of the delays in putting the site together - it was reportedly already on the drawing board in 1999, as part of what Lavilla refers to as the "non-existent" but nevertheless costly "Info XXI Action Plan".

    Submitted by Louise Ferguson The Spanish government's main internet portal, "administracion.es", still suffers from innumerable usability and accessibility problems a year after its launch raised protests from politicians and usability practitioners alike. Since then the lack of development - to improve on shortcomings in the orginal which cost €2 million - has kept hitting the headlines.
    At the time, Spanish designers were quick to offer their advice on improving the usability and accessibility aspects of the site. One widely-publicised proposal for a two-stage development path to improve the site was put forward by local usability duo Think Tank. Their input has been ignored to date by an administration seemingly suffering from the 'not invented here' syndrome. One year on, the site is unchanged.
    Spanish socialist MP Félix Lavilla told the Spanish national newspaper El Mundo: 'To spend all this money for a site with such poor design, poor functionality, poor accessibility and which is never updated is, quite frankly, shameful.' (quote translated from the Spanish)

    History of Spain's Government Spain's government has gone though many types of government that I have studied in my classes. Spain' government today is stated as a hereditary, constitutional monarchy with a parliamentary form of government. This basically means that Spain has written a constitution, has a king and parliament that runs the country. The king is Juan Carlos, I and the Prime Minister is Jose Maria Aznar Lopez. In 1873, Spain's first republic was assembled, though it only lasted for two years and ended after a military pronunciamiento in 1875. This restored the monarchy and Alfonso XIII. In 1898 Spain lost all of its power after losing a small war to the United States in Cuba. In 1931 the 'caciques' of the Spain fixed the election so that it looked as though the people didn't want another republic. The king fled the country to stop riots. On July 18th, 1936 a civil war started and did not end until three years later. In October 1936 General Franco drove Spain into forty years of brutal dictatorship. In 1975 Franco died closing the door to the forty years of this Spain's history the country would like to forget. After Franco's death Spain went into the kind of government that it has now.     Franco's policies toward cultural, ethnic, and linguistic minorities were directed at the suppression of all non-Spanish diversity and at the unification, integration, and homogenization of the country (see Policies, Programs, and Growing Popular Unrest , ch. 1). Until 1975 Spain's policy toward its ethnic minorities was more highly centralized and unifying than that of its neighbor, France, where a liberal democratic framework allowed private-sector initiatives to keep regional cultures and languages alive. With the restoration of democracy, Spanish elites (many of whom come from one of the peripheral ethnic homelands, especially Catalonia) were much more tolerant of cultural, ethnic, and linguistic differences. Article 2 of the 1978 Constitution includes this wording: "The Constitution is based on the indissoluble unity of the Spanish Nation, the common and indivisible fatherland of all Spaniards, and it recognizes and guarantees the autonomy of the nationalities and regions that comprise it [the Spanish Nation], and the solidarity among them." It should be pointed out, however, that the word "autonomy" is never defined in the Constitution, leaving a serious ambiguity in Spain's treatment of its ethnic minorities (see Regional Government , ch. 4). While requiring that Castilian be the official language throughout the country, the Constitution also recognizes the possibility that other languages may be "co-official" (an ambiguous term that is taken to mean "having co-equal status with Castilian for governmental purposes") in their respective autonomous communities. By 1988 five languages had been accorded such treatment: Catalan, Galician, Euskera (the Basque language), Valencian, and Majorcan.

    In recent years Spain has undergone a dramatic change in government, from dictatorship to democracy. For almost 36 years General Franco controlled the lives of Spain's citizens and the destiny of the country until his death in 1975. After Franco's days the Spanish people expected a continuation of the dictatorship, but this didn't happen and over the following few years Spain became a democracy. More can be read about Spain under Franco in the history and culture people section Ironically Spain is now supported by a Constitution which is one of the most liberal in Europe and is also a member of the United Nations, NATO and the European Union. When political parties were legalised in 1977 and the new Spanish constitution was drawn up on the 31 st October 1978, the first and most important action taken was the devolution of regional power.

History of Spain and Government In the era of exploration, discovery, and colonization, Spain amassed tremendous wealth and a vast colonial empire through the conquest of Peru by Pizarro (1532–33) and of Mexico by Cortés (1519–21). The Spanish Hapsburg monarchy became for a time the most powerful in the world. In 1588, Philip II sent his invincible Armada to invade England, but its destruction cost Spain its supremacy on the seas and paved the way for England's colonization of America. Spain then sank rapidly to the status of a second-rate power under the rule of weak Hapsburg kings, and never again played a major role in European politics. The War of the Spanish Succession (1701–14) resulted in Spain's loss of Belgium, Luxembourg, Milan, Sardinia, and Naples. Its colonial empire in the Americas and the Philippines vanished in wars and revolutions during the 18th and 19th centuries.
