he pent-up feeling throughout the United States, which reached a dangerous degree of tension during the weeks preceding the declaration of war against Spain, was forcibly symbolized in the Minneapolis Tribune. The dome of the National Capitol is portrayed, surmounted by a " Congressional safety-valve ." McKinley, clinging to the cupola, is anxiously listening to the roar of the imprisoned steam, which is escaping in vast "war clouds," in spite of all the efforts of Speaker Reed, who is freely perspiring in his effort to hold down the valve. One of those cartoons which are not to be forgotten in a day or a week or a month; one which stirs the blood and rouses the mind to a new patriotism even when seen years after the events which inspired it, is Victor Gillam's " Be Careful! It's Loaded! " which appeared a few weeks before the outbreak of the Spanish-American War and which we deem worthy of being ranked among the twenty-five or thirty great cartoons which the nineteenth century has produced. To realize today its full force and meaning one has to recall the peculiar tension under which the American people were laboring during the months of February, March, and April, 1898. The Maine had been destroyed in Havana Harbor, and although, now that anger has died down, we can no longer cling implacably to the belief, which was then everywhere expressed, that it was an act emanating from the Spanish Government, at the time it was too much for our over-wrought nerves; the condition of Cuba was growing every day more deplorable, and everyone felt that the inevitable conflict was hourly at hand. In the picture American patriotism is symbolized by a huge cannon. A diminutive Spaniard has climbed to the top of a mast of a Spanish vessel and monkey-like is shaking his fist down the muzzle. Uncle Sam, standing by the gun and realizing the Spaniard's imminent peril calls out, excitedly, "Be Careful! It's Loaded!" a warning to which the latter seems little inclined to pay any attention. Background February 1898 On the Way to War Ethnic Minorities, War and the Press ... Bibliography The Spanish-American War of 1898 marked a turning point in American history. Within a few years of the war's end, the United States was a world power, exercising control or influence over islands in the Caribbean Sea, the mid-Pacific Ocean and close to the Asian mainland. The conflict has sometimes been called "The Newspaper War," largely because the influence of a sensationalist press "Yellow Journalism" (see Yellow Journalism sidebar) supposedly brought on the fighting. Key to a sense of rage propagated by the media were the events of February 1898, which culminated with the destruction of an American battleship, the USS Maine , in a Cuban harbor. The media sensationalized the events in February and the two months following until war began, prompting a debate that still rages whether the press merely reflected the publi's desire for war, or, in fact, actually fed it. After defeating Spain in Cuba and in the Philippines in 1898, the U.S. purchased the Philippines, Puerto Rico and several other islands from the Spanish.       To find out if your ancestor served in the Spanish-American War
      On-Line
      • Check the searchable database of rosters for all state's rosters online.
      • Check the Civil War Pension Index which includes Spanish-American War veterans. Use the pension file number from the index to find out if NARA or the Veteran's Administration is holding the records. If the card includes a "CX" or "C" number at the bottom, it is probable that the pension records are still in the custody of the Veterans Administration. Read the instructions for using the pension index to order military records.

      Off-Line
      • Ask an older family member.
      • Locate your ancestor's obituary. Very often, a veteran's service record is listed. Write or call the local library where your ancestor died. Many libraries will do newspaper obituary look-ups. You have to know an approximate death date.
      • Check the newspaper of his locality during the war. Sometimes during the War, there were articles about the local men and their units.
      • Locate his tombstone. Again, many times a veteran's regiment is written on his tombstone.

    GENERAL:
    The USS INDIANA was one of the newest American battleships in 1898. She took part in the destruction of the Spanish Fleet at the Battle of Santiago off Cuba on July 3, one of the two major naval engagements of the war.
    BACKGROUND:
    The USS INDIANA was one of the new fleet of battleships promoted a special board created in 1890 to recommend the manner in which to update the U.S. Navy so that it could defend adequately against the imperial world powers, as well as by the nations of South America (several of which had larger vessels than any in the U.S. Navy). The board realized the need for battleships with a long-range cruising capability. However, many members of the United States Congress were in favor of Isolationism, and opposed long-range battleships as they were obviously not intended strictly for coastal defense. To assuage fears of the Isolationists, the new class of vessels were called "Sea-going coast-line Battleships". The name, an all-covering oxymoron, was thought to be particularly brilliant and useful by Theodore Roosevelt after he became Assistant Secretary of the U.S. Navy.     The Breckenridge Memorandum
    By the time the U.S. entered the war in 1898, Spain was running for cover, and a Cuban victory was certain. The Spanish troops had been forced back into the urban areas, making them easy targets. The country side was controlled by the rebels, making it impossible for the Spaniards to retreat.
    On April 19, the U.S. Congress (by a vote of 311 to 6 in the House and 42 to 35 in the Senate) adopted the Joint Resolution for War with Spain, which included the Teller Amendment , named after Colorado Senator Henry Moore Teller. The amendment disclaimed any intention on the part of the U.S. to exercise jurisdiction or control over Cuba for other than pacification reasons, and confirmed that the armed forces would be removed once the war is over. The amendment, pushed through by at the last minute by anti-imperialists in the Senate, made no mention of the Philippines, Guam, or Puerto Rico. On April 25, the U.S. congress formally declared war. The Battle of Santiago Bay, between the Spanish and U.S. naval forces, ended centuries of Spanish power in the western hemisphere. 1,800 Spaniards died in the battle, in contrast to one American. The Spanish ships were beached, burning or sinking, and two weeks later the Spanish forces in Santiago surrendered.

The United States defeated the Spanish forces in naval and land battles in the Philippine Islands, in Cuba, and in Puerto Rico. In many ways, the war was a comedy of errors and a "lark" for Americans, who saw the war as a romantic adventure to save the native Filipinos and Cubans from the oppressive Spanish government and to defend the honor of the United States.
    The service rendered by each of these units varied: some saw military action; others were stationed in areas of the United States and Hawaii. Batteries A and B, Utah Light Artillery, were mustered in on 9 May 1898 and proceeded to the Manila campaign in the Philippines. The officers appointed to lead these units were Captain Richard W. Young (a West Point graduate, former regular army artilleryman, and a son of Brigham Young), and Captain Frank Grant (who had served in the Utah National Guard as a colonel). In the Philippines, these units fought as the 2nd Brigade, 2nd Division. The American campaigns resulted in the capture of Manila and the surrender of the Spanish troops on 14 August 1898.
    After the defeat of the Spanish troops, the war moved into the Philippine Insurrection phase, in which the Americans fought against the Filipinos who were trying to gain their independence. American troops, assisted by the Utah Artillery until 1899, continued to fight until the insurrectionists were defeated in 1901. Utah A and B batteries left the Philippines on 24 June 1899, having fought in more than one hundred engagements and suffering casualties of fifteen men killed by fighting or disease and fourteen others wounded.
