The Mindset of the Sri Lanka Government Sri Lankan Identity is a Sinhala Identity Nagalingam Ethirveerasingam, Ph.D. Identity Those who design, approve, reproduce and issue Sri Lanka’s National Identity Card (NIC) and passports have a mindset that precludes them from accepting that the Tamils living in Sri Lanka have equal rights, and that they have an identity of their own. The NIC has no inscription in Tamil. This assumes that the identity card is for perusal by those who can read the Sinhala language only - that is the police and the army. It also reminds the holders of the NIC, and who demand it to be shown that in the opinion of the government, the Sri Lankan identity is the Sinhala identity. The Sri Lanka’s Identity Card

's separatist Tamil Tiger rebels are irked by the air force reconnaissance flights over the north and east of the country, claiming that it is a violation of a truce agreement signed between them and the government.
In a letter to the Sri Lanka Monitoring Mission(SLMM) head, retired Norwegian Major General Trond Furuhoved, Tamilchelvam, head of the political section of the Liberation Tigers of Tamil Eelam (LTTE) said it is a negation of the confidence building exercise undertaken by the government.
He urged the SLMM to prevail upon the government to desist fromaerial surveillance which is violation of the spirit of the truce agreement.
Government forces, however, said that they will continue routine surveillance activity which they consider are not in violation of the ceasefire agreement.

Sri Lanka government takes steps to grant private ownership rights over water
Listen to the special report from the BBC Columbo correspondent Frances Harrison

International Water Day has been marked in Sri Lanka by protests against plans to grant private ownership rights over water.
Farmers, Church leaders, environmentalists and leftist parties marched to the south of the country to argue that water is not something that should be turned into a commodity to be bought and sold.
But the government and aid donors say the new water policy will benefit the poor.
Environmental activists want to warn people about what they say is a World bank-inspired plan to sell off Sri Lanka's natural resources by giving out water entitlements which can be bought and sold.
Sarath Fernando from the Alliance for the Protection of Common Water Rights is the organiser:
"Water is given by nature to humans, animals and plants."
"If you start marketing water, rich people will have it put poor people - more than half of the population, will have the added problem of not having water because they do not have the money," Ms Fernando said.

U.S. Welcomes Peace Talks Between Sri Lanka Government and Rebels
State's Reeker praises Norwegian mediation The United States welcomes the announcement that the Sri Lankan government and rebel Tamil Tigers will hold peace talks in Thailand in mid-September, Deputy State Department Spokesman Philip Reeker told reporters August 15.
"We strongly support the process underway in Sri Lanka with the help of Norwegian mediation to restore peace in the country," Reeker said at the regular State Department briefing. "A political solution to the conflict in Sri Lanka, which maintains the country's territorial integrity, would be welcomed by the international community, including the United States."
Following is an excerpt from the State Department regular press briefing August 15, 2002.
QUESTION: I asked you yesterday, Phil, about the Sri Lankan talks with the Tamil Tigers. Do you have something new on that today?
MR. REEKER: Yes, I checked into the latest developments, and I would say that the United States welcomes the announcement by Norway that talks between the Sri Lankan Government and the Tamil Tigers will take place in Thailand in mid-September. We strongly support the process underway in Sri Lanka, with the help of Norwegian mediation, to restore peace in the country. After almost 20 years of conflict with the Liberation Tigers of Tamil Eelam, a ceasefire has been in effect for several months, and a political solution to the conflict in Sri Lanka which maintains the country's territorial integrity would be welcome by the international community, including the United States, and we urge all parties to continue to work toward that goal.
