ANTHONY Official Opening Of The Regional Headquarters Of THE EASTERN CARIBBEAN TELECOMMUNICATIONS AUTHORITY (ECTEL) St. Lucia, June 03, 2002 Salutations… INTRODUCTION In the history of nations, as in the lives of everyday people, there are milestones that demand formal attention. There are events that require a measure ceremony to celebrate their significance. This is one such occasion, and I am honoured that the Government and People of St. Lucia are partners in this particular achievement. This milestone underscores, St. Lucia’s commitment to processes of unification within the OECS region and our tangible endorsement of the regional approach to liberalisation in the telecommunications sector. There are 2 airports: International services from North America and Europe operate to and from Hewanorra International Airport in the South of the island. Regional services (for the most part) operate to and from George Charles Airport in Castries in the northwest of the island. These two airports are about 45 minutes to 1 hour apart so if you are making connections between them, please allow for your transfer time . St. Lucia Helicopters offer a charter transfer service between the two airports, significantly cutting transfer times.

Mr. Chairman, I was very happy to receive the invitation to address this luncheon. If I might be permitted a culinary pun, I should like to emphasize that I shall not be serving you warmed-over soup and then tell you why it is important that I should say so.
Recently, over a very short span of time, I have been invited by various groups in three separate CDB borrowing member countries (BMCs) to talk to similar audiences about the financing requirements of Caribbean business on the eve of the new millennium. I think that this is too strong a coincidence to be ignored. And I prefer to believe that there is some geist at work which we should try to understand.
Whatever we might think about the actual importance of the end of a decade, coinciding with that of a century and millennium, it is clear to me that the impending event has galvanized the thoughts of Caribbean people about their destiny in a way that no event in my lifetime hitherto, has. It so happens that this coincidence takes place at a time of very serious challenges to the prospects of Caribbean well-being. And that is not least so in the Organisation of Eastern Caribbean States (OECS) sub-region of our economy. Take for instance, the banana industry on which very much of the progress of this country's welfare up until now, has been grounded. Although in a technical sense, the nature of the market that will confront us in the new century is still uncertain, sufficient can be gleaned about the state of negotiations between the United States of America and the European Union to lead to the expectation that the only form of preference that will be afforded regional farmers, will be a tariff. And it is unlikely that a realistic magnitude for such a tariff could provide any, but minimal, protection for our farmers. This is bound to have serious implications for investment in this sub-region.

St. Lucia History
THE WINDWARD ISLANDS consist of Dominica, St. Lucia, St. Vincent and the Grenadines, and Grenada. The name Windward dates back to the 1700s, to the time when English ships bound for Jamaica followed the trade-wind passage, stopping at islands along the way. The islands constitute a north-south chain in the southern section of the Lesser Antilles and share a volcanic rock formation. These nations also had highly similar political and economic systems in the late 1980s. Despite these parallels, the Windwards were much more heterogeneous than other Commonwealth Caribbean island groupings. These differences prevented the establishment in the nineteenth and early twentieth centuries of a common government along the lines found in the Leeward Islands. A French legacy distinguished the Windward Islands from their Commonwealth Caribbean neighbors. The French established permanent settlements on the four islands in the 1600s and controlled them until the islands were seized by the British in the 1760s. Even after the British takeover, France continued to compete with Britain for authority over the Windwards, regaining control over St. Lucia, for example, on several occasions. France did not relinquish its claim to St. Lucia until 1815.
