Education Minister Rejects Teachers' Proposal
Government attempts to extend school year by two weeks
Teachers are considering taking industrial action over government plans to extend the school year by two weeks if there is not a guarantee that there will be a compromise by the next academic year. The Ministry of Education decided at the beginning of the 1999 academic year to extend the school year as part of its Education Development Plan so that students could have more tutoring time. At that time teachers voiced their objection to the ministry's decision and concerns that they were not involved in the decision making process. Public relations officer for the St Lucia Teachers Union, Kentry Jn Pierre said that teachers were still not satisfied with the way the decision was taken and feel as though they have been left out of the loop despite being major players in the education system.

History Archaeological finds on the island indicate that St Lucia was settled by Arawaks between 1000 and 500 BC. Around 800 AD migrating Caribs conquered the Arawaks and established permanent settlements on the island. St Lucia was outside the routes taken by Columbus on his four visits to the New World and was probably first sighted by Spanish explorers during the early 1500s. The first attempt at European colonization wasn't made until 1605, when a party of English settlers was quickly routed by unreceptive Caribs. A second attempt by British colonists from St Kitts was made in 1638, but the settlement was abandoned within two years after most of the settlers were killed in attacks. After the British left, the French laid claim to the island and attempted to reach an agreement with the Caribs. In 1746, the French established the island's first town, Soufri¨re, and began developing plantations. The British successfully invaded in 1778 and established naval bases at Gros Islet and Pigeon Island, which they used as staging grounds for attacks on the French islands to the north. St Lucia seesawed between the British and the French until 1814, when the Treaty of Paris finally ceded the island to the British, ending 150 years of conflict during which St Lucia had changed flags 14 times.

History
St. Lucia was a stronghold of the Carib Indians, the early inhabitants of these islands. They did not surrender this island paradise easily and their culture can still be seen in the local crafts. The European colonization period was marked by squabbles between the British and the French. Both left their mark on the St. Lucian culture of today. St. Lucia declared its independence from the British Commonwealth on February 22, 1979. Top
Climate and Geography
THE LAND - St. Lucia is one of the Windward Islands with a land area of about 240 square miles (27 miles long and 14 miles wide). Its dramatic topography causes St. Lucia to be frequently compared to the islands in the South Pacific. The 2000-foot tall green twin peaks of the Pitons (volcanic cones) dip down to tropical valleys and banana plantations cover the rolling green hills. The tropical vegetation gives way to beautiful wide beaches. Streams, including those fed by hot springs, are abundant. THE BEACHES - All beaches on St. Lucia are public. The best beaches are on the calmer Caribbean side. The beaches around Soufriere and the Pitons have black volcanic sand. Some of the more popular beaches are Vigie Beach, La Toc, Anse Chastanet and Reduit Beach.

    The Board of Directors of the Caribbean Association of Electric Utilities (CARILEC) is pleased to announce the appointment of Victor Poyotte to the post of Executive Director. Mr. Poyotte, a St. Lucian national has a long history of service in the public and private sectors and most recently served as Cabinet Secretary and Permanent Secretary in the Office of the Prime Minister with the Government of St. Lucia. He has served over twenty-five (25) years in public administration in the St. Lucia Public Service and seven (7) years in regional project management with the Canadian International Development Agency (CIDA). Mr. Poyotte is no stranger to CARILEC. He served as the Regional Training Coordinator for a period of 3 years from June 1990. In his new position as Executive Director, he will be looked upon to steer the organisation through a new strategic phase.
