Before he could get surgery, he fell down trying to reach his crutches and broke his left hip in the process. "I almost lost my legs," said Diondre, now a rising senior. "This happened during ninth- and 10th- grade year. It really affected my grades." Despite facing these physical challenges, Diondre scored a 398 just two points shy of passing on the geometry Standards of Learning test as a sophomore. "I liked the SOLs because in the beginning, the teachers gave us a lot of energy. Teachers would stay back as long as two hours and help kids who needed it," said Diondre. After retaking the class and test as a junior, he scored 421. Diondre's struggles show how tough it can be for students trying to meet Virginia's higher academic standards. Williamsburg-James Take SOL to the Community The Williamsburg/James City Education Association recently committed to helping parents help their children with the new Standards of Learning. More than 20 teachers and administrators were available to offer very specific help in numerous subjects at a supper meeting in mid February. The panel of experts that met prior to those small classes stressed that having high standards is good but in the words of dean of education at the College of William and Mary Dr. Virginia McLaughlin - "the danger is that we are over-attributing importance to the SOL scores." Trying To Make the SOLs the Best They Can Be "We felt we could be helpful with such a forum," explains Maru Torchik, president of the Williamsburg/James City Education Association and one of the key organizers of a recent community forum on the Standards of Learning - including what they mean philosophically, where they came from and how parents can help their particular children. Teachers teaching parents February 16 was indeed an evening of teachers teaching - not children, but parents. Some 25 teachers and administrators volunteered to share their particular knowledge with parents. However, we also believe that the current State-led education reform movement centering on the Standards of Learning (SOLs) actualized through a sole reliance on high-stakes standardized testing is seriously flawed, and that the accreditation system for schools which relies on student performance on these questionable tests should be reconsidered. Rather than labeling schools as failures and creating an upheaval in local school divisions, the state's policymakers should set aside the current approach to accountability and engage in a more inclusive and public discussion of ways to improve the education of children in Virginia's schools through incentives and assistance. At stake are students and schools that must succeed if Virginia is to maintain the vibrant, intellectual environment for which it has historically been known. We have many concerns. They range from the setting of the SOL cut-scores to the manner of reporting these scores which provide no diagnostic information that schools, teachers and parents need for helping children learn to the disregard of the wide-ranging socioeconomic differences among local school divisions. Congratulations Patti! We made a proposal to our state delegate to have a study done that would look at this issue. We wanted the State to agree to modified testing for kids who follow a modified curriculum (this would include quite a few kids in special ed). That way, they wouldn't have to opt out. They would take tests based on the curriculum they're studying. The teachers would be accountable and the parents would have something to measure their children's progress by. We would also like to see another kind of diploma added to the system to go along with the "Modified SOLs". Schroder, President, Board of Education Last year I provided a summary of requirements for students to earn a high school diploma as provided in the Standards of Accreditation (SOA), including testing requirements, to members of the House Education Committee and the Senate Education and Health Committee. The state is trying to dismiss the criticisms of those who question what is being imposed on our children. Is it good enough to use fifty items to measure from one to four years of learning? The fifth grade science SOL test this year will have fifty items for the 67 Standards, including the bullets, in fourth and fifth grade science. If a child passes, does it really mean he knows all 67 Standards? The Department of Education acknowledges that the tests do not cover all the standards, and test experts say the tests do not really assess "proficiency" in them. Are the tests, then, good enough for us to over-rely on the results to "verify" student achievement? Is it good enough to use questions like "what is a cartouche?" to measure a student's learning of "the contributions of ancient Egypt and China which have had an impact on world history, with emphasis on written language, laws

The Truth About the SOLs The Virginia Board of Education says that: The SOL program will improve public education by holding everyone to high standards through high-stakes testing. TRUTH: It is a common, but untrue, assumption that high-stakes testing produces improved learning and student achievement. Test scores rise, in large part, because of more focus on expected test content and more familiarity with the tests. The SOL program will narrow instruction and undermine education quality as teachers are forced to teach to the tests and short-change the rest of the curriculum simply to raise test scores. Low-income, minority, limited English, and special needs students are especially subject to getting drill and test practice instead of rich and varied education programs. That the school system works hard to teach students what they need to know and students are responding with phenomenal results on state-mandated tests. Of the 13 schools in Scott County, all but one earned full accreditation with many scores topping the perfect mark. Rye Cove Intermediate School received a provisional accreditation while the other 12 were fully accredited. Duffield Primary, Fort Blackmore Primary and Hilton Elementary each posted perfect scores on one part of the test. Duffield and Fort Blackmore students aced the English portion of the SOL while Hilton students achieved the highest mark on the mathematics part. A perfect score means every student that attempted the SOL test passed it with a 70 % or higher average.

A reported 29 percent of CCHS students passed the Algebra I SOL test in the spring. The state benchmark for the subject is 55 percent. The schools have implemented a number of programs that are expected to raise SOL scores, from multiple-choice tests at the kindergarten level to lunch-time math tutorials offered three times a week at the high school. Eberhardt said rather than going over SOLs extensively at the School Board meetings, they have been dealing with the issues on a school-by-school basis at PTO meetings, faculty meetings, and by communicating with parents.
