Food For Thought Parents Just Say No to SOLs

Each semester my educational research class, composed of graduate students, conducts studies on important educational issues as part of their course requirements. This semester the student project centered on parental views of the Standards of Learning (SOL). An optical scan survey instrument was designed containing 19 questions. The results of the most pertinent questions in the survey are discussed here. A population sample of 373 parents completed the survey. The responses from Northern Virginia parents provided both quantitative and qualitative data, which were statistically analyzed by the class. The following is an abstract report of the findings.
Graph: Question 1 The graph also illustrates that females and males negatively responded to this question with female responses being significantly more negative than males. Data from other demographic factors not illustrated on the graph showed that Caucasians and non-Caucasians also negatively responded to this question, but Caucasian responses were significantly more negative. Those parents with a college education were significantly more negative than non-degreed parents when responding to question 1. Question 2: The SOL tests measure the most important information that every student should know.

Robert E. Lee, Thomas "Stonewall" Jackson, and J.E.B. Stuart will be glossed over until the fifth grade as Helen Keller and Pocahontas become Virginia's new classroom heroes. A state Board of Education committee believes turning away from the South's three most beloved political and military heroes will make it easier to teach fourth graders about the Civil War, possibly by removing sentiment and emotion from the still-politically-charged struggle. Fourth graders should get a "simplified" version of Virginia history, the committee said in issuing revisions to the state's Standards of Learning for History. The recommendation has drawn fire from those who see it is an effort to water down the state's Confederate tradition. "Board members shouldn't worry that students have to memorize too many names in lower grades", said Steve Hunt, president of the group PASS-SOL, a pro-SOL group of parents and students in Virginia. "They master the entire English language before they start school," he said. Simplifying things will "lead to removing elements of history from the curriculum," Mr. Hunt said. He called it "inappropriate" to "leave out the names of people associated with the American Civil War and American history." J. Brandon Bell, a Board of Education member who co-chaired the Review and Revision Committee for the History and Social Science tests, said, "We did debate back and forth; we wondered if we should have any names at all." ( now isn't that a smart and intelligent idea?) Mr. Bell added: "When you have 80 people in a committee, you have trouble agreeing what names to use." Members included Virginia politicians, teachers and local school officials.

The Standards of Learning for Virginia Public Schools contain the knowledge and skills students will be taught in English/Language Arts, Math, Science, and Social Studies as they progress through school. This knowledge is now considered the essential curriculum in each of these areas. Starting from the spring of 1998, students in grades 3, 5 and 8 will be taking a test on the SOL's in each area. Students in the high school will be taking a test in those courses requiring an SOL test. These tests are considered "high stakes." This means, beginning in the 1998-99 school year, the results will have an impact on decisions regarding promotion and retention, remediation, and even school accreditation status. Beginning with students who are in the 7th grade during the 1998-99 school year, these tests will be used to determine the kind of diploma a student will receive or possibly whether or not a student will receive a diploma if the student does not pass the required high school tests. Each staff member in the Orange County Public Schools is working very hard to ensure that our students learn these SOL's at each level. With the support and encouragement of parents and community members, we are confident we will succeed in meeting these high academic expectations.

Discontinuation of Standards of Learning Computer Technology Test
The state Superintendent has announced that the Computer/Technology SOL tests for grades 5 and 8 will be discontinued. (The Informational Memo may be found at http://www.pen.k12.va.us/VDOE/suptsmemos/2002/inf128.html .) School division Directors of Testing were notified this week by Shelley Loving-Ryder, Assistant Superintendent, Division of Assessment and Reporting, that the tests were discontinued, effective this fall.
It is important to note that while the tests will no longer be administered, the SOLs for grades 5, 8, and 12 remain in effect, and teachers are required to provide instruction in the content of the SOLs, as appropriate. Albemarle County's K-8 Media, Research, and Technology Curriculum is a Board approved curriculum that is designed to meet this requirement.
It is unclear if the discontinuation of the tests will affect the revision schedule for the Standards. The current schedule calls for all of the Computer/Technology SOLs to be revised by June of 2005. Some of the technology specifically mentioned in the SOLs seems dated today and will almost certainly not be in use in 2005! These issues are addressed in the current revision to the K-8 Media, Research, and Technology Curriculum.
The Grade 12 Computer/Technology SOLs are being addressed as each of the curricula for grades 9-12 are revised. Curriculum writing teams are integrating the SOLs into each of the core content curricula, as appropriate. Legislators are always going back to school on SOLs By Geoffrey Rowland It is an issue that will not disappear. Every year, it seems, the General Assembly struggles with the state's Standards of Learning the basic skills tests that determine whether students may graduate and whether schools are accredited. This year turned out to be no exception. And the legislators have already insured that the SOLs will be on their agenda for the 2003 session. The specific issue, to be considered next session, is a bill that would reduce the value of the SOL tests on gaining accreditation. This bill would allow the commonwealth to consider other factors, such as the dropout rate, when determining whether a school should be accredited. Delegate L. Karen Darner, D-Arlington, is sponsoring the proposal, one of many SOL bills before the House and Senate this session. Darner has asked that her legislation be continued to the next session. "There is a new federal law that has a large portion on accreditation of schools," Darner said. "This law does not go into place until next year, so we feel that it is probably better to wait until next years session to try the bill again." The bill is designed to help schools that may have lower Standards of Learning test scores than other schools have a possibility of receiving accreditation by doing other things. Right now, the decision on whether or not a school in the state of Virginia is accredited is completely correlated to the scores that the students of that school receive on the Standards of Learning tests.
