Superintendent of Public instruction SUBJECT: Virginia Standards of Learning Assessments Passing Scores Established by the Board of Education Attached is a table listing the decisions of the Virginia Board of Education regarding the passing scores for the Standards of Learning (SOL) tests. This is a critical list of decisions in that it sets the standards for passing each of the tests as well as the point at which students attain advanced" status on the test. The first inclination Of us all is to immediately apply these "cut scores" to the spring 1998 raw score information. It would be imprudent to do this at this point in a global manner. Please remember that there were two forms of each SOL test administered in the Spring of 1998. The Board of Education established the passing scores on the predominant form (standard setting form). The Department of Education will now engage in equating the second form to the Board's established standard. Since different test forms may he slightly easier or slightly harder than the standard setting form it is possible that the passing score on the second form of the test will vary slightly from that of the standard setting form.

Virginia Tech Note to the reader Mr. Mark Christie, a member of the Virginia Board of Education, wrote an article for the fall 1999 issue of Virginia Issues and Answers ("Standards of Learning: Why Virginia’s education reform is working," volume 6, number 2) in response to an earlier article of mine ("Are Virginia’s public schools failing? Assessing the assessments," volume 6, number 1) that was critical of the Standards of Learning (SOL) assessments. Rather than address my criticisms of the SOL tests, Mr. Christie contends that what is more important about the SOL tests is not whether they are multiple-choice or some other format, whether they have more items or fewer, but the fact that they count , they have real, not sham, consequences [Emphasis in the original]. I cannot help but wonder if Mr. Christie, a lawyer, would embrace such a cavalier attitude about the Virginia Bar Examination or medical tests that also have real, not sham, consequences. Contrary to Mr. Christie’s assertion, the more important the decisions to be made from tests, the more important it is to have confidence in the tests. Make no mistake about it, the SOL tests are being used to make important decisions about public schools and the children they serve, but the reliability and validity evidence cannot support the intended uses of the SOL test scores.

The SOL’s You hear about them all the time…but what are they? The Virginia Board of Education requires the schools meet the Standards of Accreditation (SOA’s) that were adopted in September, 1997. Part of these SOA’s include requirements that relate to the Standards of Learning (SOL’s). How does this affect your children and Spotswood Elementary? Upon completion of Standards of Learning tests taken each year, each school will be fully accredited, provisionally accredited, accredited with warning, or denied accreditation based on the percentage of students passing the tests. At Spotswood, SOL tests must be administered to students in English and reading, mathematics, science and history and social science in 3 rd grade. Our 4 th graders take a social studies test and our 5 th graders are tested in English and reading, mathematics, science and history and technology. There are Standards of Learning for each grade level even though we only administer tests in grades 3, 4 and 5. In other words, your children should be proficient in the Standards of Learning appropriate for his or her grade level. History of Virginia's new education standards
In 1994, Governor George Allen charged the state legislators to do four things:
  • establish rigorous Standards of Learning (SOL) for students
  • develop a plan of action for meeting the new standards
  • hold school systems accountable for the performance of their students
Henrico County Public Schools has embraced and is well on the way to implementing these new standards of student performance and school accountability.
What's the purpose of these NEW standards?
In an effort to improve public education in Virginia, legislators are eager to hold students and schools accountable for academic performance. Students, no matter where they live in Virginia, must pass the same content tests for core subjects. This concept will ensure consistency in the academic preparation of all students upon graduation from high school.

President, Fairfax County Council of PTAs Good Evening. I am Rosemary Lynch, President of Fairfax County Council of PTAs (FCCPTA). Tonight our guests are Kirk Schroder, President of the State BOE, Suzy Noble and Sen. John Russell, members of the BOE. In the audience are Linda McGinn and Dr. Margaret Roberts from the Department of Education. Mr. Schroder, Ms Noble and Ms. McGinn thank you for joining us tonight. We are pleased that you accepted our invitation to our community meeting. We are excited because we view this event as an opportunity for our community to have an open dialogue with the State Board of Education. The FCCPTA appreciates the adjustments that the State BOE made to the SOLs. Parents and education professionals presented recommendations at public hearings across the state. The Board listened to these concerns and as a result the scores of limited English proficient students will not be reported with school scores for two years. The Board changed the timing of the History SOL tests for grades 5 and 8 so that it more closely matches the time of the instruction. Finally, the Board moved the tests closer to the end of the year. Despite these adjustments, we feel there are fundamental concerns that still need to be addressed. The FCCPTA supports high academic standards and accountability, however, we believe that a solitary assessment is not the best way to get a true picture of the accomplishments of students, teacher, and schools. We advocate a balanced assessment package. With such high stakes we need more than multiple choice questions to determine a child's mastery of the curriculum or the overall quality of a school.

The Roanoke Times No longer will Superintendent Wayne Harris have to point to schools outside Roanoke to support his contention that children from low-income families can score high on Virginia's Standards of Learning tests. He can turn to Fishburn Park Elementary. About four out of every 10 pupils at the school qualify for free or reduced-price lunches because of family income. It is also racially diverse with Asians, blacks, Hispanics and other minorities making up more than a third of the enrollment. Yet, Fishburn Park is one of only five Roanoke schools that became fully accredited this year by reaching the benchmark 70 percent pass rate on SOL tests. "It dispels the myth" that schools with large numbers of poor students can't score high on standardized tests, Harris said. Fishburn Park fell below the 70 percent pass benchmark on only one test - third grade English. But it met the standard for full accreditation because a recent change by the state Board of Education permits elementary schools to combine third and fifth grade English. Because of a high pass rate in fifth grade English (88 percent), Fishburn Park met the 70 percent rate for the combined score for third and fifth grade English.

    I am pleased to speak today on behalf of the Loudoun Education Association and the National Education Association in support of Senator Wellstone’s Fairness and Accuracy in Testing Act. I have been a special education teacher in northern Virginia middle and high schools for 20 years. In the past few years, I have witnessed first-hand the negative impact of the high-stakes testing implemented in conjunction with Virginia’s new Standards of Learning (SOLs). As teachers dedicated to maximizing the achievement of all our students, my colleagues and I do not oppose the development and implementation of standards, nor do we oppose testing students in accordance with such standards. We strongly support high academic standards and believe we should strive to help all our students meet such standards. Valid, reliable tests used in conjunction with other measures of student achievement can provide valuable diagnostic information and can help maximize academic advancement by setting out specific goals for student learning. We do, however, have serious concerns with the use of unreliable tests, often unrelated to the actual classroom curriculum, as the sole criterion for high-stakes decisions. Such testing stifles creativity, impacts the ability of teachers to meet the unique needs of individual students, and provides an incomplete and perhaps inaccurate picture of students’ knowledge and skills.

Our curriculum follows the Virginia Standards of Learning that were established by the Virginia Department of Education. Students, at all grade levels, are provided the opportunity for acceleration in language arts and math. Students, at all grade levels, are also provided the opportunity for remediation in language arts and math. Eligible students with disabilities are provided services to address their individual needs in the least restrictive environment. Too tough a test. That's how many students feel about the Standards of Learning (SOL) program in Virginia. SOL tests are designed to measure how well teachers are teaching and students are learning. Students who don't pass, don't graduate.
For some students, the possibility of having to repeat a grade is scary. "It's a really big test because if you fail you have to repeat the third grade," says nine-year-old Genny Miller. "I want to go on to the fourth grade with my friends and I just want to pass it so it will be over with." The pressure is so intense it's giving some students headaches, stomachaches and other stress-related illnesses.
