Government Violates Agreement to Protect Citizens
(Washington, DC - May 22, 2002) Sources in Southern Sudan report that at least 11 people were killed and more than 40 others seriously injured in an early morning air raid today that was carried out by the Government of Sudan's (GOS) National Islamic Front (NIF). Russian-made Antonov bombers dropped a total of sixteen shrapnel bombs on the Western Upper Nile village of Rier in Mankien county. Eyewitnesses report that the carnage was horrendous, with body parts littering the ground as molten pieces of steel ripped through the bodies of the helpless victims. The area targeted by the GOS bombers served as a relief center for the many thousands of displaced people of the region. The militant Islamic regime in Khartoum had agreed to protect the civilian population of the Upper Nile region as part of a mutual agreement signed in March between the GOS and the southern rebel forces of the SPLM/SPLA. This latest attack serves as another setback for the Bush administration, which has been attempting to negotiate a peaceful settlement to the 19-year-old bloody conflict that has taken the lives of nearly two million people, mostly Christians and others of indigenous religions. So far, the GOS has repeatedly violated confidence-building measures that were presented by US Special Envoy, Senator John Danforth, which included a humanitarian ceasefire to allow for immunization programs for children and an end to slave trading. Today's attack further violates an agreement brokered by the U.S. that was to effectuate a ceasefire between May 19-25. The ceasefire was to allow time for a US humanitarian delegation, led by President Bush's Humanitarian Coordinator for the Sudan Andrew Natsios, to travel to the areas of the Western Upper Nile, the Nuba Mountains, and Bahr el Ghazal to assess the humanitarian needs. Mr. Natsios is scheduled to be traveling to these areas on May 23.

GOVERNMENT OF SUDAN BOMBS MORE CIVILIANS
The following appeal was released today by Dr. Samson L. Kwaje, Commissioner for Information and Official Spokesman for the SPLM/SPLA.
The Government of Sudan (GOS), true to its character of habitual lying has deliberately carried out another aerial bombardment of a relief centre of Bieh in Western Upper Nile. The Bieh relief centre is situated 13 miles north of Leer town. Bieh is the relief centre where SCM/MSF and WFP operate from. Yesterday, February 20, at about 16.20hours, four GOS helicopter gunships targeted a huge civil population during food distribution by the WFP. Initial reports from RASS/SRRA and International NGOs as well as UN workers have confirmed that 17 people mostly women and children were killed on the spot and very many others wounded. However, it is reported that more people may die due to severe injuries. It will be recalled that a few days ago the GOS bombed the relief centres of Akuem, Koch and Nimni killing several people including children. Due to pressure from the international community, Khartoum issued varied statements on these bombings. These statements ranged from initial outright denial, claims of technical error and finally, an acceptance with apology. In their apology the NIF war mongers lied that they will not again bomb civilian targets. Yesterday's helicopter assaults prove that the regime's leadership cannot be trusted. They are determined to derail the peace efforts of the Government of the USA led by Senator John Danforth. An apology from the Government may be accepted, but it is not a remedy; what is demanded of Khartoum is total observance of the articles of the cease-fire.

Sudan Government Must Immediately Release the Prisoner of Conscience Dr. Toby Maduot July 17, 2002 On June 22nd, 2002, the Sudan Human Rights organization Cairo Branch (SHRO-Cairo) issued a statement condemning Sudan Government for harassing, arbitrarily arresting, and unlawfully detaining Dr. Toby Maduot, the well-reputed political leader of the Sudan African National Union (SANU), and distinguished member of the Sudanese Group for Human Rights (SGHR). The Sudan Historical Dictionary (Fluher-Lobban et al, 2002) informs that Dr. Maduot was born in 1939. He became a doctor, human rights activist, and political leader in The Sudan. He was elected to Parliament for a Bahr al-Ghazal district in 1968. He was an active member of the Khartoum-based SANU, working closely with his brother-in-law, William Deng, one of Sudan's most important nationalist leaders in the post-independence Sudan. After the 1969 October's Revolution, Dr. Maduot served in the cabinet and then was named Commissioner for Bahr al-Ghazal province (1971). After the Addis Ababa Agreement of 1972, Maduot became a member of the Southern Region High Executive Council and was elected to the Regional Peoples Assembly. With the April's Uprising that overthrew the Nimeiri's repressive regime, Dr. Maduot figured out as a political leader and human rights activist. He became leader of SANU - a constituent of the Union of Sudan African Parties (USAP) that is member of the National Democratic Alliance (NDA), the main opposition body of the Sudanese nation versus the NIF terrorist rule.

As a result, the role and influence of the State gradually diminished in the eyes of the citizens. Its presence could only be felt in the urban centers. Anarchy and instability started to take hold and the citizen found himself in the grip of fear and terror. As would be expected, the citizen had recourse to the
tribe for protection and collective security. The situation was made worse when the government of the former dictator Ja'far Nimeiri abolished the system of native administration in northern Sudan. The Chadian civil war right across the border complicated the situation further by throwing the region wide open for weapons trafficking and turning it into a haven for some of the Chadian insurgent groups. The introduction of the regional government system in 1980 accentuated ethnic and racial sensitivities, so that the mutual reference to the various ethnic groups as "Arab" or "Blacks"
became common, further inflaming tribal animosities.

Sudan government ceases fire at al-Nouba mounts
Sudan, Politics, 3/26/2002 The Sudanese government has started to implement the cease fire agreement in al-Nouba mounts in the southern Kurdvan state and set four centers to be monitoring centers for the cease fire. These are Kadiqli, Leibri, Um Surbah and Kasouh.
The secretary of the Sudanese foreign ministry and the chairman of the Sudanese side to the agreement Mutraf Saddiq met on Sunday with the delegation representing the European Union and visited al-Nouba mountain area.
The delegation made a preliminary survey to the land mines that exist in the area in order to submit its final report and start dismantling land mines from the roads and water areas. Previous Stories:

Sudan, Politics, 7/19/2002 The Sudanese al-Anbaa official daily issued on Thursday said that the ruling national congress party in Khartoum has reached an agreement with a split-group from the Umma party on participating in the governing authority, according to a national program.
The paper said that the presidential advisor Qutbi al-Mahdi and Mubarak al-Fadel al-Mahdi who recently split from the Umma party chaired by al-Sadeq al-Mahdi on Wednesday issued a joint statement on a national program that includes the foundation of a democratic state in which "citizenship to be the base for duties and rights." The program states of recognizing and honoring "of all religions and beliefs, tolerance, preventing of religious harassment and any act that provokes ethnic or religious difference."
The program considers that the implementation of the Islamic Sharia is a duty on Muslim, but simultaneously it recognizes "the special status" of southern Sudan in the legislation.
The paper quoted Qutbi al-Mahdi as saying that the two sides agreed to share the authority within the national program. He said that separatists from the Umma party will take part in all government's establishment, including the cabinet and the local councils.

    Tells Senate subcommittee tens of thousands risk starvation Full access for aid agencies to deliver life-saving humanitarian assistance in the Western Upper Nile region of Sudan is the "number one priority" of the U.S. Agency for International Development, a senior USAID official said in testimony before the Senate Subcommittee on African Affairs July 11.
    Roger Winter, assistant administrator for democracy, conflict and humanitarian assistance, said that is the "area where the fiercest fighting is taking place," and where "the government of Sudan has prevented aid agencies from delivering life-saving food and other commodities."
    He said that "up to 100,000 people died" in 1998 in the Bahr el Ghazal region, partly because of "denial of access that created a famine."
    Because the government of Sudan "continues its manipulation of food and other assistance, such as the limitations ... placed on flight access in the month of July, there is a strong risk that we will again witness the unnecessary deaths of tens of thousands of innocent Sudanese," he said.
    Another USAID priority, Winter said, "is to promote stability among different ethnic groups along the line of conflict so that an eventual just peace is not engulfed by tribal warfare."

    The government of Sudan Thursday (May 24) pelted Tonj in Bahr el Ghazal region with 14 bombs, as it announced a cessation of air raids on rebel positions in south Sudan and the Nuba Mountains.
    A Catholic priest at Tonj, Fr James Pulickal, said the bomber aircraft struck in the morning and in the afternoon.
    The morning incident, said the Salesian of Don Bosco priest, occurred at around 10 a.m as Catholic faithful dispersed after the morning mass. The bombs fell on the road to Wau near the mission s dispensary and filled the entire area with smoke and debris.
    People scampered in every direction in a desperate attempt to save their lives, he said
    The bomber aircraft returned in the afternoon and dropped more bombs near Tonj River.
    At least two cows were killed in the Thursday incident that came barely a month since a government bomber raided a Church facility at Narus in eastern Equatoria near the Kenya border. The April 22 Narus incident claimed one life and destroyed part of the school run by the Catholic Diocese of Torit. The head of the see, Bishop Paride Taban, was at Narus when the incident occurred.
    A week earlier, the Bishop of El Obeid in the Nuba Mountains, Max Macram Gassis, escaped death narrowly when a Khartoum bomber struck the Kauda airstrip in his see as his plane prepared to take off.

    Washington, DC The government of Sudan and the rebel Sudanese Peoples Liberation Movement and Army (SPLA/M) signed off on an agreement banning deliberate, targeted attacks on civilians, Tuesday. Both the government and SPLA say they will refrain from using human shields and "take all precautions to prevent the loss of human life." The two parties have also agreed that two "verification missions" will be established. One will be in Khartoum and the other will be in Rumdek in southern Sudan.     forces have burned 14 villages in the Nuba Mountain region
