BACKGROUND PAPERS PRESENTED TO THE CONFERENCE A NEW POLITICAL STRUCTURE FOR THE SUDAN Ahmed Ibrahim Diriage A new political structure for the Sudan Since its independence in January 1956 the Sudan has failed to secure political stability and peace to its people. Civil war between the South and the North had already broken out months before the country celebrated its independence. The war continued for seventeen years thus distorting our national resources by diverting them from development and services to the purchase of war machinery and paying for the cost of war. The war was brought to a halt in 1972 by the Addis Ababa Agreement signed between the Southern combatants and the government in the North. Yet in 1983 it started again as a result of arrogant and irresponsible decisions taken by the Government in Khartoum. Since independence the Sudan has experienced different types of governments and different types of political ideologies. We started with a democratically elected Government in 1953 and it was subsequently overthrown by a military dictatorship in 1958. In 1964 the military dictatorship was overthrown by a popular civil revolution. A short-lived civilian intellectual government was formed which was in turn overthrown by the political party leaders in less than a year. National elections in 1965 brought a second democratically elected partisan government. It lasted less than five years and it was in turn overthrown by a second popular revolution in which the armed forces stood by the side of the people. An interim government composed of a military council and a Civil Cabinet was formed.

Thematic Workshops, Conferences, and Congresses National Workshops Discipline-Focused Workshops Regional and International Thematic Conferences OSSREA Congress One of the approaches followed by OSSREA to realize its aim of promoting dialogue and interaction between social scientists, on the one hand, and between the scholars, development practitioners, and policy-makers, on the other hand, is the creation of public forums for the discussion and dissemination of research findings that are pertinent to development. Such forums have taken the form of national workshops, discipline-focused workshops, regional and international thematic conferences and the OSSREA Congress. These workshops and conferences have resulted in important publications. National Workshops Initially, OSSREA had been organizing the National Workshops in collaboration with institutions in member countries. After the formation of the National Chapters, however, each one began to select a topic that is timely and relevant for that country and organised a national workshop in which members of its constituency and other experts in the field can presented papers and participated in the deliberations. This tradition has continued to-date although the timing of the workshops is irregular. So far the following National Workshops have been organised in various member countries: The Indigenization of the Zimbabwe Economy: Problems and Prospects. (18-19 August 1994)

The Islamic Republic of Iran and the Syrian Arab Republic were the first countries in the Region to start iodizing salt. The MENA Regional IDD Workshop was held in Dec. 1994 in Tehran, I.R. Iran by UNICEF. A joint CO/UNICEF/WHO workshop on the elimination of IDD was conducted in June 1994 in Ashkhabad, Turkmenistan. The first regional meeting on universal salt iodization for salt producers in the Eastern Mediterranean Region, held in Jordan in 1995, in which a number of technical consultancies were conducted, led to the establishment of a Regional Association of iodized salt producers. A symposium workshop on assessment and monitoring of IDD in countries of EMR was held by WHO, September 1999 in Tehran.

CARE International, the International Rescue Committee (IRC), Oxfam, Save the Children and Tearfund called upon influential governments and the United Nations to encourage the Sudanese parties to work towards a comprehensive and workable peace deal and to respect the cessation of hostilities agreement, which remains in force until March 31, 2003. They also asked both sides to extend the cessation of hostilities further - until the end of the negotiating process. "You can't make peace at the negotiating table and make war in the bush," says Kees Groenendijk of IRC. "A suspension of military activities is crucial to building confidence on both sides so that a lasting peace can work. The GOS and the SPLM must make every effort to contain military action throughout the country at this critical time." The humanitarian agencies also called upon all donors and international actors to speak with one voice in urging both sides toward a peaceful settlement of Sudan's two-decade long civil war. They noted that governments represented by the Intergovernmental Authority on Development (IGAD), the governments of the United States, United Kingdom, Norway, and Egypt, as well as representatives of the European Union and the Arab League, are key to the process of peace and should maintain their support throughout the negotiations. Donors in particular must be prepared to develop well-coordinated plans for reconstruction assistance for all parts of Sudan following a peace deal.
