Swedish government mulls Linux By Andrew Orlowski in London Posted: 08/22/2002 at 07:15 EST
Despite signing a recent deal with Microsoft, Sweden has become the latest country to investigate the benefits of free software.
In a report entitled "The state wants to save money" in Swedish magazine Ny Teknik , the Statskontoret , (Swedish Agency for Public Management) is setting up a working group to investigate the value Linux could provide.
The work is in the initial stages and it is too soon to see what the actual result will be, according to Irene Andersson, who is responsible for all software at the purchasing department in "Statskontoret".
Contributors to the working party include the police, the unemployment agency and the tax office.
Sweden recently signed a half-billion kronor deal with Microsoft to run two years. This encompasses central government and local authorities. (Thanks to Tomas for the translation - we thought about asking Linus, as his first language is Swedish, but he's very busy. Yes we *know* he's a Finn).
Earlier this year Denmark announced it was considering moving 55,000 desktops to Linux, and the Norwegian government - a supporter of its indigenous Opera browser - recently cancelled a public sector Select contract with Microsoft.

Advanced Search A political society Sweden is a constitutional monarchy, in which King Carl XVI Gustaf is head of state, but royal power has long been limited to official and ceremonial functions. The nation's legislature is the Swedish Parliament (Riksdag), with 349 members. Parliamentary elections are held every four years. With few interruptions Sweden's largest political party, the Social Democrats, has been in government since the 1920s, including the past eight years - a dominance that is unique in modern Western European political history. In the September 2002 parliamentary election, the Social Democrats won just below 40 percent of the votes and were once again able to form a government under Prime Minister Göran Persson. The largest opposition party is the Moderates (formerly Conservatives), who suffered sharp losses in the last election, however. The other non-socialist opposition parties are the Liberals, Center (formerly Agrarians) and Christian Democrats. In Parliament, the Social Democrats enjoy the support of the Left Party (ex-communists) and the Green Party. After the latest election, the Riksdag set a new "world record" because 45.3 percent of its elected members are women. Sweden has a history of strong political involvement by ordinary people through its "popular movements" - trade unions, the women's movement, the temperance movement, the sports movement and many more. Election turnout in Sweden has always been very high in international comparisons. In Sweden it is often portrayed as a serious democratic problem that this political involvement has declined in recent decades. Voter turnout has fallen, though only to 80 percent, which is still a high figure in international terms.

GOVERNMENT
Popular government in Sweden rests upon ancient tradition. The Swedish parliament (Riksdag) stems from the ting (tribal courts) and the election of kings in the Viking age. It became a permanent institution in the 15th century. Sweden's government is a limited constitutional monarchy with a parliamentary system. Executive authority is vested in the cabinet which consists of a prime minister and 19 ministers who run the government departments. The present Social Democratic government, led by Prime Minister Goran Persson, came to power in 1994 after losing power briefly in 1991. King Carl XVI Gustaf (Bernadotte) ascended to the throne on September 15, 1973. His authority is formal, symbolic, and representational.
The unicameral Riksdag has 349 members, popularly elected every 4 years and is in session generally from September through mid-June.
Sweden is divided into 22 counties and 288 municipalities. Each county (lan) is headed by a governor appointed by the central government. Each has a popularly elected council with the power of taxation, and each council has particular responsibility for education, public transportation, health, and medical care. Elected municipal councils are headed by executive committees roughly analogous to the boards of commissioners found in some U.S. cities.
Swedish law, drawing on Germanic, Roman, and Anglo-American law, is neither as codified as in France and other countries influenced by the Napoleonic Code, nor as dependent on judicial practice and precedents as in the United States. Legislative and judicial institutions include, in addition to the Riksdag, the Supreme Court, the Supreme Administrative Court, the Labor Court, Commissions of Inquiry, the Law Council, District Courts and Courts of Appeal, the Chief Public Prosecutor, the Bar Association, and ombudsmen who oversee the application of laws with particular attention to abuses of authority.

Sweden's government: Socialist
“The most important thing to me is to open up the welfare system to more people… Those of us who are well off must stop complaining about taxes.” Can you imagine an American politician saying that, even if that was what he was thinking? Probably not, but Lars Engqvist, Sweden’s Minister for Health and Social Affairs, says it loud and proud on the Swedish Government’s website, and most Swedes probably wouldn’t want it any other way. bodyOffer(25419) Sweden is a constitutional monarchy. Technically, the King (or Queen) is head of state, but his only duties are ceremonial and he has no control over public policy. Sweden has a Prime Minister and 19 other Ministers. Its parliament is called the Riksdag. In the United States, there was furious debate over government funding of the National Endowment for the Arts, but in Sweden, there is a Ministry of Culture that promotes cultural heritage, radio and television, press and periodicals, and even ecclesiastical matters. As it did in many other countries, the labor movement became very powerful in Sweden in the late1800s. The first social democrats were elected in 1917, and after World War II, a purely Social Democratic government was introduced under the leadership of Per Albin Hanson. Other influential socialist prime ministers over the years have included Tage Erlander and Olof Palme, who was assasinated in 1986. In the late 1980’s and early 1990’s, industrial production fell, unemployment skyrocketed, and the national debt grew at an alarming rate. Many economists blamed a bloated welfare system that seemed out of control.
