Regional Outlook:
Tajikistan, Turkmenistan, and Uzbekistan entral Asia boasts a complex history of religion, culture, politics and trade that is more than 2000 years old. As the countries of this region struggle now to integrate themselves into the global economy, these ancient traditions and history continue to have a profound effect on the present pace and the future path of reform. It is the mission of the Tashkent Regional Office to ease the burden of this transition in three countries - Tajikistan, Turkmenistan, and Uzbekistan – by assisting the development of local institutions that aid the growth of civil society and the private sector. Since gaining independence in 1991, the five countries of former Soviet Central Asia have faced many issues tied up with the legacy of their common and complicated past – for example, the need to divide the previously unified grids of utilities, transport, and water. The new governments dispute prices and debts, which they settled through barter in the past, and regularly cut off deliveries of gas, coal, and water to each other. Dr. Frederick Starr

News ICRC News Russian Federation : Regional conference on mines and explosive remnants of war The ICRC held a two-day conference in Moscow this week on the impact and problems in humanitarian terms of anti-personnel mines and explosive remnants of war. The aim was to raise awareness among experts and policy makers of the importance of international law instruments in this area and to promote national accession and implementation efforts in Russia and other member States of the Commonwealth of Independent States (CIS).
    This was the first time the ICRC had organized such a large-scale event in Russia. The conference brought together officials from the foreign and defence ministries of CIS countries, representatives from the Russian Federation's Ministry for Civil Defence, Emergencies and the Elimination of the Consequences of Natural Disasters (EMERCOM) and national mine-action agencies, and other senior diplomats and international experts.
    According to ICRC Vice-President Jacques Forster, "The key characteristic of the 1997 Ottawa treaty, which bans the production, transfer, stockpiling and use of anti-personnel mines, is the spirit of genuine cooperation and mutual assistance in eliminating the peril of mines and unexploded ordnance. Moreover, owing to its dual nature as an instrument of disarmament and of humanitarian law, the treaty is a unique international agreement. Its implementation is supported not only by governments, but also by a broad spectrum of civil society groups and international organizations."

    December 10, 2002 Joint Statement by President Bush and President Rahmonov on the Relationship Between the United States and the Republic of Tajikistan
    We declare our commitment to continue the development of our long-term strategic partnership and cooperation between our nations, based on our common goal of promoting peace, security, economic development, and democracy in the Republic of Tajikistan and in Central Asia. We note the deepening relationship between our two countries, demonstrated by the appointment of the first Tajik Ambassador in Washington and the beginning of construction for a new U.S. Embassy in Dushanbe. This growing relationship is based on our common goals of security, prosperity, and liberty for the citizens of our nations. We will continue to work together to advance these goals through cooperation on economic and political reform and poverty reduction in Tajikistan, with the aim of more fully integrating the Republic of Tajikistan into the global economy and raising the standard of living and respect for human rights. Further, we will maintain our security relationship, working together to combat threats to peace worldwide while further developing Tajikistan's independent ability to address these threats.

      < BACK TO HISTORY CONTENTS The post-World War II era saw the expansion of irrigated agriculture, the further development of industry, and a rise in the level of education in Tajikistan. Like the rest of the Soviet Union, Tajikistan felt the effects of the party and government reorganization projects of Soviet leader Nikita S. Khrushchev (in office 1953-64). Especially in 1957 and 1958, Tajikistan's population and economy were manipulated as part of Khrushchev's overly ambitious Virgin Lands project, a campaign to forcibly increase the extent of arable land in the Soviet Union. Under Khrushchev and his successor, Leonid I. Brezhnev (in office 1964-82), Tajikistan's borders were periodically redrawn as districts and provinces were recombined, abolished, and restored, while small amounts of territory were acquired from or ceded to neighboring republics. During the Soviet period, the only Tajikistani politician to become important outside his region was Bobojon Ghafurov (1908-77), a Tajik who became prominent as the Stalinist first secretary of the Communist Party of Tajikistan in the late 1940s. After Stalin's death in 1953, Ghafurov, a historian by training, established himself as a prominent Asia scholar and magazine editor, injecting notes of Tajik nationalism into some of his historical writings.

    11-11-02: News Abroad Has the Pentagon Consulted Enough Middle East Experts About Iraq?

    Mr. Beeman is director of Middle East Studies at Brown University. He has lived and conducted research in the Middle East and Central Asia for more than 30 years. U.S. interventions in Afghanistan and its contemplated interventions in Iraq will demand a depth of non-military historical, social and political expertise that the United States currently does not have. The author reports from an international conference in Tajikistan. No topic was more important in the hallways of the conference than the possible invasion of Iraq by the United States. The general opinion was that although Saddam Hussein is an unworthy national leader, the U.S. government is far off base in its assessment of the dangers of such an invasion to the stability of the region. Moreover, Washington does not have the competence to manage internal Iraqi politics and a possible civil war in a post-invasion period.
    Both sociologists noted, however, that Iranians are sick of violence and war and would be unlikely to participate in a fight to defend Iraq.
