    Pauline Rea-Dickins Dr Pauline Rea-Dickins has recently moved to the Graduate School of Education. She has responsibility for the development of TESOL, including the specialist TESOL strand of the EdD programme, introduced in October 2000. On the MEd (TEFL) she co-ordinates the Research Seminar Series: An Introduction to Research in English Language Education and Methods of Investigating Classrooms. She also teaches in areas of Language Planning and Language Education Policy, Language Testing and Assessment, and Evaluation of Language Programmes and Courses. Links with UK Schools Pauline’s research and teaching interests are also linked to the teaching and assessment of learners for whom English is an Additional Language.     Instruction Should be Key in "Standards Movement"

    The most important paragraph in this new publication from the National Research Council is the following: As a result of our examination of the theory of action, the committee concludes that the theory needs to be expanded to make explicit the link between standards, assessments, accountability, instruction , and learning. In our view, standards-based policies can affect student learning only if they are tied directly to efforts to build the capacity of teachers and administrators to improve instruction. [emphasis in the original] In other words: "the standards movement," despite its obvious appeal as a vehicle of instant political gratification, will lead to increased learning only when coupled with painstaking, deliberative, and expensive programs building instructional capacity. The Committee on Title I Testing and Assessment was convened by the Board of Testing and Assessment (BOTA) and charged with a virtually impossible task: (1) assessing research on the use of testing and assessment for accountability, (2) examining the experience of states and districts in this domain, and (3) developing a decision framework that incorporates technical quality, effects on teaching and learning, costs and benefits, fairness, and other criteria for evaluating assessment strategies. Faced with the impossible, the committee chose the merely difficult and declared its goal to be "to produce a practical guide for states and local school districts to use in developing the systems they were creating under the Title 1 law."

    Board on Teacher Assessment of National Academy of Sciences

    The Board on Teaching and Assessment (BOTA) of the National Academy of Sciences is considering the topic of teacher assessment as a future arena of investigation. BOTA has completed a number of studies about student assessmentincluding voluntary national exams and NAEP achievement levelsand now is investigating other areas of obvious importance to policy makers and educators. BOTA's mission is to use the knowledge and tools of the behavioral sciences for analysis of difficult issues in measurement and evaluation. Over 40 states are now involved in teacher testing even thought there is very little understanding of its consequences, so the Board, chaired by Robert Linn, will have little difficulty in concluding that assessment of teachers is a fertile and important topic. An exploratory colloquium on assessment and teacher quality was held on February 3 at the National Academy of Science. Willis Hawley, executive director of the National Partnership for Excellence and Accountability in Teaching (NPEAT) provided an overview of the status of teacher assessment; Kenneth Pearlman, district manager for measurement and selection systems for Lucent Technologies, Inc., and a member of BOTA, spoke from the perspective of employment testing in the private sector. Hawley expressed his concern that, as no test currently in use has been validated against student achievement, one should be cautious with regard to adoption and implementation of testing programs for teachers. He also called attention to the implications of a reduced teacher supplya surefire consequence of testing programs in the short runon the quality of teachers available to low income and minority students.

Since the 1970s, NCTE has repeatedly warned that a preoccupation with large-scale standardized testing leads to the distortion and reduction of curriculum and to unwise expenditure of public funds that could be better spent on teaching programs. This is still NCTE's position today, and it's more relevant than ever. High-stakes tests often fail to accurately assess students' knowledge, understanding, and capability.     In the following section, we provide an overview of some of the issues surrounding assessments and what the assessments should measure "in principle." Then, we suggest how assessments can be implemented "in practice."
    Overview
    Assessments can measure students' content area knowledge, as well as their language proficiency in English or other language(s). The acquisition of vocabulary through students' active engagement with text is critical in helping ELLs approach native speakers' language proficiency and achieve academic success. Thus, students, especially ELLs, can attain high levels of academic language proficiency through extensive interaction with text (reading and writing) and collaborative discussion about text in the classroom ( Cummins, 2001 When used to their full potential, assessments can be extremely useful to both educators and students. Assessments can guide teachers' instructional practice to ensure that students reach academic goals and achieve academic success. Assessments can inform practice through evaluation of instructional strategies and modification of the strategies to meet the needs of individual students. In addition to instruction-related uses, assessments can influence other functions, such as placing students into appropriate programs, exiting students from programs when appropriate, and providing special services to students. Assessments are also important in diagnosing students for academic progress and developmental status, and monitoring their progress in specific content and language areas. Finally, assessments are often used as a measure of accountability for student and school attainment of educational standards or goals (

    What we do
    Teaching on existing SLALS programmes The staff of the TERU contribute to teaching on the MATEFL, MAAL, MA Language Testing and the MTEFL. In addition, they are engaged in teaching on the SLALS PhD programme as well as various short courses such as the Language Testing and Test Development course
    PhD supervision in the fields of language testing and/or evaluation
    Attachment programme in language testing and/or evaluation
      Our attachment programme is designed for the researcher or practitioner in testing and/or evaluation who requires an individualised programme. It is especially appropriate for research students who need a period at a well-equipped centre to carry out a literature review, to develop a research proposal or to analyse and write up data they have already collected. Other visitors may come on attachment during sabbatical leave to work on any aspect of their own testing and evaluation projects. Attachments may last from three weeks to one year.
