Ministers, Senators, Members, Ambassadors, High Commissioners and distinguished guests. The commencement of broadcasting of this service on 31 December last year has fulfilled a personal goal of mine as Foreign Minister. As the Prime Minister recently stated, the Asia-Pacific is at the forefront of our foreign affairs and trade policies. When we came to government, we said we were committed to the Asia-Pacific. We said we would reinvigorate relations with key partners. We said we should be confident about our ability to shape our future abroad - underpinned by institutional, economic and political strengths at home. And we said we had to get away from debating whether or not we were part of the region. The region has changed enormously.

The following addresses some of these issues. Q. Can you predict DTTB coverage? A. Yes. ntl has significant experience with field strength predictions across both VHF and UHF bands in a range of environments. Many years of analogue experience in comparing field survey data with predictions have allowed the most appropriate prediction system to be used for each situation. Q. What about adjacent channel DTTB interference to analogue television services? A. The transmission of adjacent analogue television and DTTB channels from the main transmission site minimises the differential in received signal variation between the analogue and DTTB services. The ABA DTTB Planning Handbook (July 1999) nominates the required adjacent channel interference protection ratios. Providing these are observed, interference will not occur on typical receive systems.

TELEVISION BROADCASTING GIVEN A MAJOR BOOST
WITH THE ADOPTION OF TWO LANDMARKS STANDARDS:
strong signals sent to the industry
Geneva, 30 May 1997 — The International Telecommunication Union has defined two major standards that might revive the TV industry for years to come.It has agreed on a new global standard for digital terrestrial television broadcasting (DTTB) which will result in end-to-end digital TV with high-definition quality, and will unify television broadcasting systems worldwide. It has also unanimously agreed on the convergence toward a single HDTV production standard based on the High Definition Common Image Format (HD-CIF).
Global standard for digital terrestrial television broadcasting
This unprecedented move in the field of television broadcasting gives the go-ahead for equipment manufacturers to start delivering TV sets anywhere in the world thus providing economies of scale never available before as well as worldwide portability for consumers and vendors. The standard describes a revolutionary technique which will provide almost twice the resolution of standard colour television systems. In addition, a totally new colour system will prevent ‘artifacts’ (colour and image distortions) which are sometimes experienced with today’s systems.The resolution supported by the new system is equal to or better than that of a standard 35mm film. In addition, the system can support 16-channel sound, of the quality normally expected from a home stereo sound system. In addition to offering improved quality, the number of channels may mean that broadcasters can transmit a programme with several different language tracks.

SECTION II THE PUBLIC INTEREST STANDARD IN TELEVISION BROADCATING The federal government's oversight of broadcasting has had two general goals: to foster the commercial development of the industry and to ensure that broadcasting serves the educational and informational needs of Americans. In many respects, the two goals have been quite complementary, as seen in the development of network news operations, and in the variety of cultural, educational and public affairs programming that has been aired over the years. In other respects, however, Congress and the FCC have sometimes concluded that the broadcast marketplace by itself is not adequately serving public needs. Accordingly, there have been numerous efforts over the past seventy years to formally encourage or require programming or airtime to enhance the electoral process, governance, political discourse, local community affairs, and education. Some initiatives have sought to help underserved audience-constituencies such as children, minorities and the disabled. In essence, the public interest standard in broadcasting has attempted to invigorate the political life and democratic culture of our nation. Commercial broadcasting has often performed this task superbly. But when it has fallen short, Congress and the FCC have developed new policy tools that try to achieve those goals. Specific policies try to foster diversity of programming, assure candidate access to the airwaves, provide diverse views on public issues, encourage news and public affairs programming, promote localism, develop quality programming for children, and sustain a separate realm of high-quality, noncommercial television programming.

  • Keen competition is expected for many jobs due to the large number of jobseekers attracted by the glamour of this industry. Many entry-level positions are at smaller stations, where an employee may perform several different job functions. Except for news, relatively few workers in this industry are involved in the production of television programs because most are pre-recorded by the motion picture industry.

The Telecommunications Act of 1996 relaxed ownership restrictions, resulting in an increased number of consolidations among broadcast stations. The Federal Communications Commission (FCC), the government agency responsible for regulating the broadcast industry, also is encouraging the development of low-powered broadcast stations. These stations are relatively inexpensive to establish, making it easier for community, religious, and educational groups to broadcast in their local areas.
