Foster family applicants form the pool from which caregivers are selected for 75% of the 568,000 children in foster care (statistics from DHHS website ). These families make up a critical national resource that is in short supply, but we know very little about them. This lack of knowledge limits our understanding of how best to recruit, assess, train, and support foster families.
It has been known for many years that what is needed to assess foster family applicants are standardized measures that have been demonstrated to measure the important factors consistently and validly, but those measures do not exist. This is a remarkable gap in our knowledge given the millions of vulnerable children placed in family foster care over the last century. To meet this need our multidisciplinary team from the University of Tennessee ( College of Social Work and Department of Child and Family Studies ) is working in collaboration with

How can you better serve children in foster care and foster families?
The overall goal of the Foster Family Assessment Project is to improve recruitment and retention of foster parents in order to improve outcomes for youth in foster care. The specific goals are to develop standardized, reliable, and valid Foster Family Assessment tools which will assist in providing quality assessments of potential foster parents. The tools will assist social workers to assess foster families and identify foster families with high potential for success. The tools will also identify their strengths and training needs.
The project believes that use of the tools will result in the following:
  • Improved identification of foster family training.

We are seeking public and private child welfare agencies to pilot test the tool. Being a part of the pilot test involves having workers and potential foster parents complete the inventory during the foster family assessment process. The form will take about 30 minutes to complete. When the pilot test is complete, the tool will be available to agencies at no cost. What's in it for the Children and Families?

First Tennessee Named to Working Mother Magazine List of the 100 Best Companies for Working Mothers
MEMPHIS, Tenn.Sept. 15, 1997For the third consecutive year "Working Mother" magazine has named First Tennessee Bank to its list of the 100 Best Companies for Working Mothers. On Sept. 8 "Business Week" magazine announced that First Tennessee had received a second consecutive first-place ranking in its category in the magazine's rating of family-friendly companies. How does First Tennessee earn such notoriety from the national media? "For us it goes far beyond programs; it's a matter of culture," said First Tennessee Chairman and CEO Ralph Horn. "Our own employees tell us, and 'Business Week' and 'Working Mother' research confirms, that programs and policies alone are not enough to let employees know they are valued. At First Tennessee, teamwork and flexibility for everyone make this a special place to work. We have work-family programs as good or better than anyone's, but it is the buy-in of our managers and their team members that makes Family Matters a national stand-out." First Tennessee's Family Matters work-family program includes flextime, telecommuting, job sharing, prime-time schedules (reduced hours with benefits), subsidies for day care through company-provided flexible benefits dollars, near-site and sick child day care in some locations, family-issue referrals which are primarily used by employees for child and elder care issues, and other programs.

    Introduction
The 95 Tennessee counties are grouped into 12 regions for purposes of service delivery. During the study period, there was a family preservation coordinator who was responsible for overseeing the administration of the family preservation programs, including setting standards, contracting with private providers throughout the state, and providing training and technical assistance. Direct services were delivered by private providers under contract to the state. Shelby County (Memphis) participated in the evaluation. Study enrollment began in November 1996 and concluded in May 1998. Frayser Family Counseling provides the HomeTies Program in Shelby County. The sources of material for this chapter are reports and documents produced by the state and interviews with personnel at the DCS and HomeTies program. This information is presented to help understand the context in which services were provided, and to identify any changes that occurred during the implementation of the evaluation. The observations only reflect the perceptions of the individuals we interviewed.
