What's New
The State Board of Education is the governing and policy making body for the Tennessee system of public elementary and secondary education. Its work touches all facets of education from accountability and evaluation to curriculum and teacher education. The General Assembly created the current State Board of Education in 1984 when it adopted the Public Education Governance Reform Act. The legislation restructured the board, gave it increased independence, and expanded its duties. Although the Board works very closely with the State Department of Education, it is a separate full functioning state agency. The State Board of Education has a professional staff of research associates to provide ongoing policy research and analysis of public education issues including instruction, student assessment, and funding. The Board also works closely with the Tennessee General Assembly to secure legislative support for education. Through its annual report on student, teacher, and school performance, the Board provides the legislature and the general public with information about the status of education in Tennessee. The Board has developed specific strategies to accomplish its mission in the Master Plan for Tennessee Schools 2003 (in.pdf format)

It's about our children
The General Assembly is poised to take $373 million from the school children of Tennessee for this year. Every time they take money from school budgets instead of paying what communities really need to make schools better, every child in Tennessee's loses...and so do we.
Things are so bad in fact that today only six states value their children less than we do. Where's the proof? Well, other states prove it by what they do, not what they say. Every other state but six pays more to educate each child than Tennessee does. TEA believes our children are worth more than that and so do the voters of Tennessee.
In a recent statewide survey, the results were strong and clear. Tennessee voters want better schools, and they want them now
  • 87 out of every 100 people said the biggest school improvement we need is our school funding. 86 out of every 100 said Tennessee needs to raise teacher salaries so that we can attract and keep high quality teachers. 85 out of every 100 believe we don't do a good enough job making sure every child has a chance to learn regardless of family income or where someone lives.

    Introduction
    Teachers in the New Haven high schools have used this unit in the Law Course offered to seniors, and to juniors taking United States History. I am aware of at least one ninth-grade teacher who has excerpted parts of this unit for use in teaching principles of the U.S. Constitution. Apparently, the materials contained here are readily adaptable for a variety of interest and ability levels. This teaching unit explores an issue which should be of great interest to both students and professional educators: intellectual freedom. What are the legal boundaries of what may and what may not be taught in public schools? What is the constitutional nature of this question? Besides educators, there are many individuals and groups which have input into the schools: students, parents, and local and state Boards of Education.

Back Issues Site Map What the scores say The 2002 Report Card released by the state Department of Education grades schools and school districts on student progress. These charts show how local districts measure up. The district charts show statistical information about students, finances, and the overall achievement and value-added grades in reading, language arts, math, science, social studies and writing. The achievement grade ranks students against a national average; the value-added mark shows whether students learned more or less than they should in a normal year. In general, a grade of C equates to the national average. Gateway tests Tennessee high school students took the new Gateway exams in algebra and biology for the first time during the 2001-02 school year. The Gateways are end-of-course tests, so students take them when they finish the appropriate class, not in any particular grade. Most students took the tests in the spring, but these scores include those who took them in the fall as well. This chart shows how many students took each test and what percentage passed. Beginning with the Class of 2005, students must pass the tests to graduate. Those who fail the first time can retake a test up to three times a year until they pass.

For specific dates and times, click here.

To find out what school your child is zoned for, parents can call the Transportation Department, at 893-5812.
It is important that parents register their children for kindergarten during pre-registration if possible because if the schools know in advance how many children to expect for kindergarten, then they can be well prepared on the first day of school. This ensures a good start to school for students, parents and teachers.
Parents need to gather several important documents for registration:
Birth certificate, Social Security card and proof of residence are required for pre-registration in the spring. All other documents must be presented at the school by the first day of school.

General Information:
The services provided by Knox County (the County) are made available as a result of revenues collected. By far, the greatest amount of revenue received is from property taxes. The assessed value of property is established by the Property Assessor. The County Commission approves the property tax rate based on the needs presented in the budget. Taxes for the 2002 fiscal year are levied at a rate of $2.96 per $100 of assessed value. The 2002 tax rate is divided between General Government and the Schools as follows:

Position Statement: Tax Reform
The Tennessee PTA Board of Managers urges the General Assembly to reform Tennessee's tax structure and take the appropriate measures to ensure sufficient revenue to provide equitable and adequate educational services for the children of the state. Position Statement: Governor's School Program Because the Governor's Schools main objective is to teach those skills necessary for success in college and to encourage students to go onto higher education, the Tennessee PTA Board of Managers urges the General Assembly to restore funding for the Governor's School Program. This is a relatively inexpensive program that is beneficial to students in a wide range of academic and fine arts skills. This is a recent resolution passed by the convention body at the April 2002 Tennessee PTA Convention and can serve as an example of how a resolution is written. Background information must be provided when submitting a resolution.

New Study Shows Cost of School Modernization Has Reached $322 Billion

Kathleen Lyons 202-822-7213 ( klyons@nea.org WASHINGTON, D.C. - A study released today by the National Education Association (NEA) shows it will take an estimated $322 billion to repair and modernize America's public schools, and to provide them with adequate educational technology. The report - "Modernizing Our Schools: What Will It Cost?" - is the first-ever state-by-state estimate of the potential cost of school modernization. (NOTE: The entire report is available at www.nea.org/lac/modern In 1995, the U.S. General Accounting Office (GAO) estimated that America's public schools needed $112 billion for repair and updating. The NEA study goes beyond the GAO study in scope, and is based on a more comprehensive set of criteria than those used by GAO. It also includes two components - $268 billion for infrastructure (repair and construction) and $54 billion for educational technologies (including wiring and networking for Internet access) - in reaching the $322 billion estimated cost. Estimated individual state school modernization costs - comprising both infrastructure and technology - range from nearly $51 billion for New York to $333 million for Vermont. The top 10 states are New York, California ($32.9 billion), Ohio ($25.1 billion), New Jersey ($22 billion), Texas ($13.6 billion), Illinois ($11.3 billion), Pennsylvania ($10.4 billion), Massachusetts ($9.9 billion), Michigan ($9.9 billion), and Utah ($9 billion).
