Prospects for peace in Sri Lanka are apparently at their brightest turn since the Liberation Tigers of Tamil Eelam ( LTTE ) launched its bloody war against the government 18 years ago. The LTTE leader Velupillai Prabhakaran and Prime Minister Ranil Wickremasinghe signed the Norwegian-brokered Memorandum of Understanding (MoU) on the Permanent Cessation of Hostilities, on February 22, 2002. Ahead of signing the MoU, the LTTE announced in December 2001, that it would observe a month-long cease-fire beginning December 24, 2001; the government subsequently reciprocated the gesture. Teams comprising representatives from Scandinavian countries, the Sri Lankan government and the LTTE will monitor the implementation of the February 22 truce, even as preparations would be made for formal talks, the date and venue of which are yet to be determined. During 2001, the peace process failed to take-off largely because both the SLFP-led government and the LTTE perceived, at different points in time during the year, the other side to be on a ‘weak footing’, when each had called for a resumption of talks to resolve the ethnic conflict. The LTTE continued to extend the cease-fire, initially declared in December 2000 for a month, by one month at a time, first on January 23, 2001, second on February 22 and for the third and last time on March 21.

And members of his administration said there was no immediate indication of terrorist involvement.

"We have no evidence that would indicate the cause of this accident," President Clinton told reporters at the White House late Thursday morning. He asked the public not to jump to conclusions about the cause of the crash. (170K AIFF or WAV sound) "Let's wait until we have the evidence," he said during a brief news conference carried live on CNN. Clinton also thanked the hundreds of people involved in the search and rescue effort. About 140 bodies have been recovered from TWA Flight 800, which carried 230 people, airline spokesman Mark Abels said in New York, citing 212 passengers and 18 crew members. He said earlier reports of 228 people on board had been incorrect. There were no signs of survivors. A total of 35 people on the flight were airline personnel, Abels said, telling reporters that some of those listed as passengers were TWA flight personnel on their way to assignments in Europe.

FOREWORD
Six months ago, the National Commission on Terrorism began its Congressionally mandated evaluation of America's laws, policies, and practices for preventing and punishing terrorism directed at American citizens. After a thorough review, the Commission concluded that, although American strategies and policies are basically on the right track, significant aspects of implementation are seriously deficient. Thus, this report does not attempt to describe all American counterterrorism activities, but instead concentrates on problem areas and recommended changes. We wish to note, however, that in the course of our assessment we gained renewed confidence in the abilities and dedication of the Americans who stand on the front lines in the fight against terrorism. Each of the 10 commissioners approached these issues from a different perspective. If any one commissioner had written the report on his or her own, it might not be identical to that which we are presenting today. However, through a process of careful deliberation, we reached the consensus reflected in this report.

Congressional leaders, flanked by survivors and relatives of victims of the Oklahoma City bombing, unveiled compromise legislation Monday to increase federal powers to fight terrorism and limit appeals by death-row inmates. As the trial nears for the accused, those who lost relatives in the bombing say the proposed law should put the concerns of victims above those of terrorists. "We have forgotten that anyone who murdered has relinquished rights for compassion," said Diane Leonard, the widow of a Secret Service agent killed in the bombing.

Terrorism threatens a society by instilling fear and helplessness in its citizens. It seeks to hold a society or government hostage by fear of destruction and harm. When terrorist acts occur, people generally look for ways to cope with the acute stress and trauma. Terrorism evokes a fundamental fear of helplessness. The violent actions are random, unprovoked, and intentional, and often are targeted at defenseless citizens. Trying to cope with the irrational information that is beyond normal comprehension can set off a chain of psychological events culminating in feelings of fear, helplessness, vulnerability, and grief. Who Is Affected? After a terrorist attack, many people are impacted. People who have experienced the trauma often fall into the following categories:
  • Survivors of past traumatic events (e.g. refugees of wars, terrorism, or torture, and survivors of domestic violence, child abuse, or street crime). These individuals may have a heightened sense of vulnerability.

(230K AIFF or WAV sound) "Anyone who attacks one American attacks all Americans," the president said in a speech before departing for an economic summit in Lyons, France. Clinton said he would make the fight against terrorism the main topic at the G-7 summit of industrialized nations: "My first order of business will be to focus the strength and the energy of the G-7 on the continuing fight against terrorism," he said.
The president warned that terrorist attacks jeopardize the economic security of a world economy and urged G-7 members to combat such attacks. (196K AIFF or WAV sound) "We expect the allies to walk with us hand in hand. We cannot tolerate this kind of conduct," Clinton said. At least 19 Americans died when a truck bomb exploded outside a military compound in Saudi Arabia. Sixty-four other Americans were seriously wounded. In memory of those killed and wounded, the president ordered all flags on U.S. government buildings flown at half-staff.
