Web posted at: 9:30 p.m. EDT WASHINGTON (CNN) Congressional efforts to draft new anti-terrorism legislation before the August recess at the end of the week collapsed Thursday night in a partisan stalemate. But lawmakers said there is hope for agreement after the monthlong break. Key members of the Senate blamed House conservatives for the failure, saying they had insisted on linking proposed new wiretapping authority for the FBI to an expansion of privacy laws. "There's no possibility of anything to be signed before the recess," Sen. Joseph Biden, D-Delaware, said after the last series of meetings on the issue broke up. "It's over," said Rep. Charles Schumer of New York as the sixth meeting between White House and congressional negotiators ended. The House Republican leaders "have come up with this smokescreen called privacy," said Schumer, the senior Democrat on the House Judiciary subcommittee on crime. Although Senate Judiciary Committee Chairman Orrin Hatch, R-Utah, and Biden, the panel's top Democrat, said there no longer seemed to be a possibility of passing a bill before the recess, they thought it could be done before Congress adjourns for the year.

Part 3 of 3 Introduction to the Bibliography Since the founding of the United States, we, the people and our elected representatives, have participated in an ongoing debate about the nature and responsibilities of federal government. But regardless of political leanings or opinions about the role of government in our daily lives, few would dispute the proposition that at its very core, preparing for and responding to events such as those of September 11 are two of the most essential purposes of government. Just as the first societies, we exist as a collective because we cannot live as we do otherwise. We band together for the common good, and more fundamentally, for the common defense. Before the attacks occurred, before they were planned, before some of the participants were even born, chains of events leading to the present situation were already in motion. Officials and strategic advisors over the years have predicted that some day events such as the September 11 attacks would occur, and the federal government responded to those predictions by evaluating, planning, and training. As the documents included in this bibliography attest, that work continues, and will continue into the foreseeable future.

    Oct 2, 2000 - Wichlav Zalsevsky , 24, of Ashdod, was shot in the head in the village of Masha on the trans-Samaria highway.

    AFTER A YEAR OF GRIEVING, THERE IS little that hasn't already been said about the emotions raised by the Sept. 11 terrorist attacks. The worst act of terrorism in modern history claimed 3,000 lives, people who entered office buildings or boarded airliners just as millions of others do every day. The world was horrified, and remains horrified.
    About the decisions that face us in fighting terrorism, there is much more to say. Some are purely practical choices; others have implications for who we are as a nation. While much has changed, the "war on terrorism" debate boils down to a single theme: What are we willing to do? How much are we willing to spend in money, prestige, lives? What bargains are we willing to make? Will tighter security only be an inconvenience to the average American, or will we have to give up some rights to prevent further attacks?

    Before September 11, Cato Institute scholars addressed a variety of issues related to terrorism now under discussion among policymakers. A sampling of this work is listed below. Did U.S. Intervention Contribute to September 11?
    In 1998, Cato's Ivan Eland wrote a Briefing Paper entitled "Does U.S. Intervention Overseas Breed Terrorism? The Historical Record." In it, he argued that U.S. policy concentrates too much on apprehending and retaliating to terrorism instead of examining its motivation and root causes. He concluded that "the United States could reduce the chances of such devastatingand potentially catastrophicterrorist attacks by adopting a policy of military restraint overseas." Wrong Emphasis?

    Preventing War and Terrorism
    Prevention is the easiest way to avoid the perils of war and terrorism. Defence experts predict that the nature of future warfare and terrorism will change due to the easy availability of weapons of mass destruction. These weapons nearly impossible to defend against. The source of war and terrorism is collective social stress. To permanently sustain peace, war must be addressed at this level. India could prevent war and end conflict by reducing social stress through the Transcendental Meditation (TM) programme. Perhaps India could learn from Mozambique's example. Mozambique is an African success story. Its civil war ended seven years ago and peace has been sustained. The economy booms as foreign investments surge and new hotels rise. Freshly paved roads span across the country. Inflation dropped from a high of 70% in 1994 to only 2% this year. New schools have opened and the crime rate is down. Although littered with landmines, the once drought-ravaged and war-torn countryside now produces abundant mangoes, cashews and corn. In the past, Mozambicans subsisted largely on donated food, yet now they almost grow enough to feed themselves. Angola had a similar situation to Mozambique but a different outcome. Both nations suffered civil wars following independence from Portugal. Yet war continues to smolder in Angola. Angola's peace accord shattered last year, and violence continues.

    Web posted at: 1:20 a.m. EDT NEW YORK (CNN) Two parallel investigations one aviation and the other criminal are under way into the explosion and crash of TWA Flight 800. All 230 people aboard were killed. The FBI will continue its probe into the Wednesday night crash until the possibility of criminal activity is ruled out as a cause, said Jim Kallstrom with the agency's Anti-terrorism Task Force. Kallstrom, at a news conference Thursday night, would not discuss any findings by his agents, but he didn't rule out terrorism as the cause. "We will get to the bottom of this, whatever the bottom is," he vowed. The Boeing 747 exploded over the Atlantic Ocean, minutes after takeoff from New York's JFK International Airport. National Transportation Safety Board Vice Chairman Robert Francis said the FBI joins crash investigations any time there is a possibility of criminal activity. The CIA's Counter-terrorism Center also has begun a worldwide search for any clues that terrorism may have been involved in crash. But so far, a CIA official said, "We have nothing that points us in one direction or another." A 30-foot-long section of wing is the largest piece recovered so far from the wreckage, Francis said. The Coast Guard, which has 400 people working on the scene, is in charge of the surface search for bodies and wreckage, while the U.S. Navy will conduct the underwater search.
