Dallas/Ft. Worth

Homebuilding in Dallas was particularly strong in 2000. Single-family building permits have increased 18.3 percent in the first 10 months of 2000.[3] An oversupply in the multifamily market squelched apartment building however. Multifamily permits dropped off 55.2 percent through October. While increased energy prices translated into statewide growth in mining employment, these jobs did not show up in Dallas. Mining employment declined 4.1 percent on the year due to industry consolidation and firm relocations to Houston. The Dallas labor market was among the tightest in the state. The unemployment rate dropped to 3.1 percent in October. El Paso
Spurred by steady growth in the maquiladoras, increases in the number of call centers and high levels of construction activity, El Paso's economy continued to chug along at a fairly strong pace. Overall nonfarm employment grew 2.6 percent (5,400 jobs) in the first 10 months of 2000. Much of this growth was fueled by firms tied to the maquiladora industry as service jobs in transportation, warehousing, finance, accounting and customs were rapidly added to the economy. TCPU employment rose 9.5 percent through October, while services employment increased 4.4 percent over the same period. The apparel industry in El Paso continues to suffer in NAFTA's wake, but many displaced workers have been absorbed by emerging maquiladoras.

FAX (512) 471-5812 The traditional send-offs provide UT Austin-bound students and their parents an opportunity to talk with University officials about the transition to campus life. Traveling with Faulkner were representatives from the offices of admissions, student financial aid, housing and community service as well as from the Texas Ex-Students' Association. Faulkner and his team honored about 200 students in the Rio Grande Valley in two separate celebrations for about 75 students in Brownsville on June 6 and 125 students in McAllen on June 7. During that Valley trip, Faulkner also was the luncheon speaker at the Rio Grande Valley's Annual Summer Academy for School Superintendents, which was held at the Sheraton Fiesta Hotel on South Padre Island. On June 12 the president and delegation honored about 60 students in Laredo. Later this summer, they also plan to visit incoming freshmen and their parents in El Paso, Dallas and Beaumont.

Forecasting Water Use In Texas Cities
Principal Investigator : David R. Maidment, University of Texas, Austin, TX. Project Duration : May 1985-August 1987 Funded by Problem : Water utilities serving cities in Texas need the ability to make short-term forecasts of water use. The need is especially pronounced during droughts when water managers need to know the impact of temporary water use restrictions. Objectives : To develop a method for estimating the parameters needed for a daily water use model which would be self-calibrating as changes occur in population, season and water policies. Methodology : A waler demand forecast model (WATFORE) was modified using a new microcomputer package (WATCAL) that was developed in this project. WATCAL takes historical data on water use, rainfall and maximum air temperature and determines parameter values for a given city. The WATCAL file is then passed to WATFORE and is used together with current data on water use and weather variables to make water use forecasts. Results : Conservation programs involving water use restrictions were evaluated with the modified WATFORE model. Voluntary conservation programs did not significantly reduce water use, but mandatory programs reduced usage by 10% in Austin and by 30% in Corpus Christi (proportional to the severity of the program). There are also indications that the water use pattern is weather dependent but independent of city size and location within a region. The WATFORE model is being used in Texas by the cities of Austin, Corpus Christi and Longview, and the Lower Colorado River Authority, and the Metropolitan Water District of Southern California. The modified WATFORE model is being used in short courses and workshops and may be marketed to the general public through commercial software manufacturers.

By RIC JENSEN Information Specialist, TWRI Much of the water produced at municipal treatment plants never reaches its intended final destination.
Water leaks, unmetered uses, and inaccurate meters all contribute to unaccounted-for water, which is the difference between the amount of water produced by the utilities and the amount purchased by consumers. Nationally, unaccounted-for water losses range from 10 to 40 percent of the water produced.
It's not just water that's lost however. Every gallon that disappears represents lost revenues and increased costs. Obviously, water that doesn't get to the customer can't be used and sold. On the other hand, unaccounted-for water losses ma. create the impression that additional water supplies and/or distribution systems are needed when all that's really required is reducing waste in the system. Unaccounted-for water losses may increase the infiltration of outside water into wastewater treatment plants, resulting in greater volumes to process and therefore increased costs to pay.
Many Texas cities, however, are working hard to round up this lost resource. Supply management strategies to increase efficiency of water distribution systems are being incorporated into the water management plans of many areas. New technologies, particularly computerized "leak correlators," can pinpoint leaks with surprising accuracy, reducing unnecessary excavations and preventing minor leaks from developing into major headaches.

OBJECTIVES:
Local governments in Texas, as elsewhere in the country, face structural problems caused by a gap between the needs of their residents for services and the government's ability to raise adequate revenue. This gap may be exacerbated by the current policy of federal and state governments to mandate local governments to perform a growing number of functions. Although many Texas communities enjoy strong economic growth, their principal sources of local revenuethe property tax and sales taxmay not reflect this growth. This PRP will examine the fiscal capacity of local governments in Texas, including cities, counties, school districts, and transit authorities. Special attention will be paid to the potential for growth in local government tax bases and the relation between local government fiscal capacity and shifting demands for public services.

(210) 710-3687 (cell) San Antonio – Proving the skeptics wrong, the North American Free Trade Agreement (NAFTA) has been a boon to Texas cities according to an analysis released today by the Texas Public Policy Foundation (TPPF). U.S. Senator Phil Gramm joined the foundation in its release of the study at the historic San Antonio German School – site of the NAFTA treaty signing by President George Bush, Mexican President Carlos Salinas de Gortari, and Canadian Prime Minister Brian Mulroney in 1992. According to the TPPF analysis, Texas has increased exports to Canada and Mexico by up to $16 billion since 1993 when NAFTA was enacted and, according to the U.S. Department of Commerce (DoC), NAFTA has created over 190,000 export related jobs. U. S. Senator Phil Gramm said, “These numbers show that pulling down barriers and encouraging trade is generating an economic boom in Texas, and works to the advantage of all three nations. Nations which practice protectionism are forced to slice their economic pies into smaller and smaller pieces and to cheat their own people by denying them better goods at lower prices.” The Texas Public Policy Foundation is a non-profit, non-partisan research institute established in 1989, headquartered in San Antonio, and dedicated to the principles of limited government, free enterprise, private property rights and individual responsibility.
