One classmate had to speak his lines for him and another had to push his wheelchair into place on stage. But it was still an achievement when Jeron Fox appeared as the ghost this fall in the four performances of "Hamlet" at the high school. Jeron, a 17-year-old with cerebral palsy, has a luminous smile, a quick sense of humor and no control over the drool dribbling down his chin as he and an instructional aide prepare for a world history test on Alexander the Great. Jeron cannot talk or read well. He communicates mostly by pointing to a book of drawings that show the important people, classes, foods and feelings in his life. For formal pronouncements, the laptop computer in his wheelchair tray can use voices. Nationally, most students like Jeron are educated in separate classrooms or separate schools, as are those with mental retardation, autism or emotional disturbances, and many of those in the far larger group of children with less pervasive problems like dyslexia or other specific learning disabilities. But Jeron is very much part of Woodstock Union High School, where he attends some regular classes, spends some periods in one-on-one tutoring and, with his best friend, who has Down syndrome, serves as "12th man" for the football team, cheering from the bench.

LAS CRUCES PUBLIC SCHOOLS January 14, 1994 Mrs. Helen Irlen 5380 Village Road Long Beach, California 90808 Dear Helen, After the completion of the Scotopic Sensitivity Syndrome Project at Onate High School with learning disabled students, the response from not only the parents of these students, but the Las Cruces staff was overwhelming. Referrals appeared from everywhere! Parents of elementary students called; parents of mid-school students called; staff referred themselves and their own children. It was astounding! We trained pre-screeners and the screening process was in full swing! Unable to keep up with the referral demand, four screeners processed as many as they could handle. Students using overlays reported dynamic changes in their abilities to focus on the written page. Parents phoned to say that their children were reading at home, independent of an adult for assistance. Teachers reported their observations of students' motivation to read using their overlays. We have lost one screener. The referrals take up an entire file drawer. We are working on our IDEA-B federal grant to train one individual in each school and three individuals in each secondary school. The goal is to have screeners in all buildings. The Chapter I Reading Lab teachers will also pursue training.

In a six-year study of more than 1,000 school districts in Texas, Cullen found that a 10 percent increase in supplemental revenue generated by a special education student compared with the revenue generated by a regular student leads to a 1.4 percent increase in the student disability rate. The importance of financial incentives in determining the rate at which students are classified as disabled depends on the amount of discretion local officials have in implementing special education programs, Cullen says. Although federal and state mandates attempt to limit local discretion by explicitly prescribing the procedure for identifying and serving students with special needs, local school districts have substantial latitude, she notes. For example, while many eligible students may be severely physically or mentally disabled, many others in special education are difficult to distinguish from non-disabled, slow-learning students, she says. In all, more than 80 percent of special education students nationwide have non-physical disabilities, such as a learning disorder, speech impairment or emotional disturbance.

Texas Department of Health School Lunches The Rehabilitation Act of 1973 and the Americans with Disabilities Act , as well as the U.S. Department of Agriculture's Civil Rights regulations (7 CFR 15b) require schools to make accommodations for children who are unable to eat the school meal as prepared because of a disability. The above laws define a "person with a disability" to mean any person who has a physical or mental impairment which substantially limits one or more major life activity, has a record of such an impairment, or is regarded as having such an impairment. Major life activities covered by this definition include caring for one's self, eating, performing manual tasks, walking, seeing, hearing, speaking, breathing, learning and working. Some disabilities that could commonly require accommodation by the school food service would include diabetes, food anaphylaxis, cerebral palsy, epilepsy, muscular dystrophy and multiple sclerosis. Accommodation generally involves substituting food items, but in some cases, schools may need to make for far reaching accommodations to meet the needs of children. For example, some children may need to have the texture modified or, in extreme cases, may require intravenous feeding. Under no circumstances may the school make an additional charge for these accommodations. In order to make substitutions for items in reimbursable meals, the school must have on file a written statement signed by a licensed physician indicating what the child's disability is, what foods must be omitted from the child's diet, and what foods must be substituted.

Many of these accommodations are granted. The most common modification is extended time for test administration, although large print versions of tests, readers for tests, and other types of accommodations are also provided. When these accommodations are granted, many of those taking the tests with modifications are unaware that the score reports for such testing usually are sent to colleges or universities with a "flag" or other designation indicating that the test was given under nonstandard conditions. This nation currently embraces important social policy goals of allowing persons with disabilities to participate as fully as possible in society without having to face negative bias or stereotypes.
