Developing Parent Partnerships in Education: The Community Education Philosophy in Action by Chantelle Whatley Elliott Once upon a time there was a town that happened to have a playground located at the edge of a cliff. Every so often a child would fall off this cliff and be seriously injured. At last the town council decided to take action but was immediately deadlocked on what to do. Should they put a fence at the top of the cliff or an ambulance at the bottom? Parent Involvement and Home Environment During the 1974-75 school year a study was done in the Washington D.C. area to learn whether sending home a series of Home Learning Lab Activities would increase student achievement in reading and math. Two hundred eighteen first-grade students participated and were compared to a control group of students who did not receive the activities. Following are the results as summarized by Mattox and Rich (1977): there was evidence of a significant rise in children's reading achievement; families willingly participated in the activities with their children; and

Texas ROPER was developed in response to a survey of parent educators conducted by The Children’s Trust Fund in 1996. The University of North Texas, the Children’s Trust Fund of Texas and The Hogg Foundation provided initial funding for the project. In addition, during 1999-00, the Texas Department of Protective and Regulatory Services provided funding.
