Welcome to the Board of Vocational Nurse Examiners' web site! It's purpose is to keep nurses, employers and consumers informed about the law, rules and regulations governing the LVN. It is a work in progress. We welcome your comments and suggestions.
Our Mission
The mission of the Board of Vocational Nurse Examiners (BVNE), defined by the Vocational Nurse Act, is to protect the health and safety and to enhance the well being of the people of Texas. We ensure that Texans are served by a qualified safe practitioner of vocational nursing through the establishment and implementation of educational standards, licensure requirements and disciplinary processes.
Philosophy
COMPACT WITH TEXANS The Board of Vocational Nurse Examiners (BVNE) regulates the approximately 75,000 Licensed Vocational Nurses (LVNs) in Texas through education, licensing and disciplinary action. The BVNE believes that our customers deserve the best, and we value the principles of trustworthiness, truth telling, fairness, and respect. To assist in accomplishing its Mission, the BVNE has established the following Compact with Texans. The Compact addresses the Board’s four major customer groups: (1) educational programs, including graduates, (2) licensees and employers, (3) complainants and LVNs related to disciplinary action, and (4) other consumers. The Nautical Know How Basic Boating Course is a NASBLA approved course. Successful completion of this course meets the Texas requirement for boating safety education. This section contains information on Texas Boating Regulations that are in addition to the Federal Requirements covered in the Basic Boating Course . If you have not reviewed the course material, please do so now. All Federal Requirements in the basic course apply to Texas; this section lists Texas-specific State Requirements that are above and beyond Federal Requirements. Age Restrictions: Persons less than 16 years of age shall not operate a Personal Watercraft unless he or she is accompanied by a person 18 years of age or older. Exception: If the person is at least 13 years of age and has successfully passed an approved boater education course. No person under 16 years of age may operate a motorboat over 15 horsepower unless accompanied by a person 18 years of age or older. Exception: If the person is at least 13 years of age and has successfully passed an approved boater education course.

SUMMARY OF REVISION: Amends and simplifies the approval of released inventions; amends reporting requirement to simplify and make consistent with current state law. a. Section 5, Subsection 5.2, Subdivision 5.22, regarding approval of release of intellectual property rights, was amended to read as follows: 5.22 If the chief administrative officer recommends that the System not assert and exploit its interest and that recommendation is approved by the Office of General Counsel, the creator shall be notified within one hundred eighty (180) days of the date of submission that he or she is free to obtain and exploit a patent or other intellectual property protection in his or her own right and the System shall not have any further rights, obligations or duties with respect thereto except that, in some instances the System may elect to impose certain limitations or obligations or retain income rights, dependent upon the degree of System support involved in the creation of such property. b. Intellectual Property
Sec. 1. Philosophy and Objectives It is the objective of the Board to provide an intellectual property policy that will encourage the development of inventions and other intellectual creations for the best interest of the public, the creator, and the research sponsor, if any, and that will permit the timely protection and disclosure of such intellectual property whether by development and commercialization after securing available protection for the creation, by publication, or both. The policy is further intended to protect the respective interests of all concerned by ensuring that the benefits of such property accrue to the public, to the inventor, to the System and to sponsors of specific research in varying degrees of protection, monetary return and recognition, as circumstances justify or require. Each component institution may develop in its Handbook of Operating Procedures additional policies and rules covering the subject matter of this Section not inconsistent with this Section or other policies or procedures adopted by the Board.

The Texas Education Agency Should be Abolished in a Sunset Process and Recreated with the New Commissioner and State Leadership Background While the entire system of public education funding has undergone intense scrutiny during the 1980s, the administrative unit of the Central Education Agency, the Texas Education Agency, has remained virtually unchanged. The State Board of Education (SBOE), the state Commissioner of Education, and the Texas Education Agency make up the Central Education Agency. The State Board of Education, composed of 15 elected members from 15 different regions of the state, provides state-level administration for Texas public education. The Texas Education Agency is managed by the Commissioner of Education. Its approximately 1,175 employees provide overall policy guidance to local districts and also monitor state and federal funds. In addition, the agency provides curriculum assistance, accredits school districts, operates research and information programs, monitors for compliance with federal and state guidelines, and serves as the fiscal agency for state and federal funds. The national trend is toward more site-based management of public schools. State leadership is reviewing the mechanism of delivering site-based management and rewarding innovative programs through reduced rules and regulations. A recent management audit by Price Waterhouse (1990) concluded that the agency's organizational structure was a significant impediment to improved performance.

Purchasing functions within a school district should ensure that supplies, equipment, and services are purchased from the right source, in the right quantity, at the lowest prices and in accordance with Texas purchasing laws and guidelines. These criteria should be met for each purchase without sacrificing quality and timeliness. Warehousing operations include the receipt, storage, and distribution of a wide variety of goods, including school supplies, textbooks, and vehicle parts. BACKGROUND The Texas Education Code includes state purchasing regulations designed to provide the best value to school districts through a competitive bidding process. During the 1999 legislative session, the regulations for competitive procurement were revised to explain the competitive bidding process more fully to vendors and show that the process is conducted openly and fairly, providing maximum value to the district. Generally, when districts purchase items valued at $25,000 or more (or multiple like items with a cumulative value of more than $25,000 in one year), one of the following processes must be followed:
  • competitive bidding: requires that bids be evaluated and awarded based solely upon bid specifications, terms and conditions, bid process and bid price;

    Our vision is that students with behavioral support needs receive a free appropriate public education that includes positive behavioral planning and supports
    and is free from aversive behavior techniques .
    Goal 1:
    Students with disabilities are not illegally removed for disciplinary reasons to more restrictive settings (including detention centers, juvenile justice alternative education placements, interim alternative education placements, and in-school-suspensions which amount to a change of placement), and students who were illegally removed are returned to a setting that provides the needed behavioral supports. Goal 2: Students who have been legally removed, for disciplinary reasons, to a more restrictive setting receive a free appropriate public education in that setting. Goal 3: Parents in communities that are disproportionately represented in Alternative Educational Placements are educated about the rights of children with disabilities through an outreach plan.
