A beefed-up accountability system spurs schools to focus on their poor and minority students. Texas has pursued a two-pronged strategy for raising student achievement: giving schools greater regulatory flexibility on the one hand, and holding them more accountable for results on the other. That approach, Texans like to boast, has improved urban and nonurban schools alike by shining a light on the low-performing schools where change is most needed. "Urban education in Texas is an area of considerable concern," says Mike Moses, the state education commissioner, "but we think in terms of concentrating on low-performing schools across the state."
Texas' cities are so diverse that it would be hard to devise a single urban policy that suited all of them. The state has half a dozen big cities, not just one. Many sprawl across vast distances; they lack the central core typical of urban Rust Belt communities. Each city differs markedly in its ethnic mix, the focus of its economy, and the geographic and political landscape of its school districts. The child-poverty rate in 1990, for example, ranged from a low of 21 percent in Austin to a high of 35 percent in El Paso. That same year, 24 percent of all Texas children were poor.

Authority and Mission Statement Law Enforcement Authority Under the authority of Article 51.203, Texas Education Code, UT Health Center at Tyler police are commissioned peace officers with primary jurisdiction over all counties wherein property is owned, leased, rented or otherwise under the control of the University of Texas. UT Health Center at Tyler police officers are armed and are most often in uniform establishing visibility in the campus community, and to act as a deterrent against crime. All reported criminal incidents occuring upon the UTHCT campus are investigated by UTHCT officers within a cooperative relationship maintained with local municipal police agencies, county sheriff's departments, FBI and the Texas Department of Public Safety. Mission Statement The mission of the University of Texas Health Center at Tyler Police Department is to provide a safe and secure campus for members of the university community, emergency services and needed community services while maintaining a well-trained and efficient work force. To meet these goals, the Department is organized to achieve the following objectives: 1. The first objective is to minimize crime by encouraging community involvement in crime prevention efforts, providing proactive patrol coverage of the campus, responding quickly to reported incidents and offenses, conducting thorough investigations and maintaining a comprehensive crime prevention program.

TEXAS EDUCATION AGENCY. In 1949 the legislature abolished the former State Board of Education and the office of State Superintendent of Public Instruction, and the Gilmer-Aikin Laws qv established the Texas Education Agency as the state's administrative agent to supervise the public school system. In 1972 the agency was composed of the State Board of Education (which included the State Board for Vocational Education), the Commissioner of Education qv (selected by the board), and professional, technical, and clerical staffs. The State Board of Education, authorized by a constitutional amendment in 1928 and organized in 1929, superseded earlier ex officio boards established in 1876 and 1866. Before the passage of the Gilmer-Aikin Laws, the board was composed of nine members, appointed by the governor for six-year terms. Later, under the 1949 statute, it was composed of twenty-one members elected for six-year terms, with one member being elected from each congressional district of the state as they were constituted in 1949. The State Board of Education was the policy-forming body for the public schools; it adopted operating budgets on the basis of legislative appropriations, established regulations for the accreditation of schools, executed contracts for the purchase of textbooks to be used in the public schools, and invested the Permanent School Fund. qv The Commissioner of Education, appointed by the board for a four-year term, was the secretary of the board and the chief executive officer of the Texas Education Agency. One of the commissioner's many duties was the issuance of teachers certificates. The professional, technical, and clerical staffs of the Texas Education Agency were under the direct supervision of the Commissioner of Education. In general, the agency set standards and supervised the public schools of the state. Funds from the federal government for programs related to public education were handled through the Texas Education Agency. It also administered the Texas School for the Deaf, the Texas School for the Blind and Visually Impaired
