It manages this valuable asset with out-of-date accounting practices and a negative incentive system, according to testimony at the June 27 hearing of e-Texas' Asset and Financial Management Task Force in Austin. Together, these two problems lead to undervalued property that lies dormant or underused. Comptroller Rylander; Dan Daniels, Vice President/General Manager, Champion Realty Corporation; Spencer Reid, Senior Deputy Commissioner/Special Counsel, General Land Office, and e-Texas co-team leader Laure McLaughlin Comptroller Carole Keeton Rylander discussed with experts in the field ways to improve the state's asset management, particularly of real estate, during the hearing. E-Texas is the comptroller's citizen commission charged with developing recommendations to help Texas state government meet the challenges of the Internet Age. Areas of Expertise: Legal and fiscal issues Key Projects: Legislative drafting and rule drafting related to creation of Texas Lottery, Texas Tomorrow Fund, and the Council on Competitive Government Lita Gonzalez has worked for the Comptroller's Office for more than 10 years, first as an attorney for the Fund Accounting Division, then the General Law Division and currently as manager of Trust Operations in the Treasury Division. Gonzalez has extensive experience in evaluating complex legal and fiscal issues, including bond and appropriations issues. She is responsible for the day-to-day management of the Texas Safekeeping Trust Company, which manages more than $2.8 billion in funds held outside the Treasury. Gonzalez has been a member of various request-for-proposals review teams involving funds management, investment advisors and managers, outsourcing and other fiduciary processes. She headed the legal team during the Treasury transition. Gonzalez also represents the Comptroller on the Bond Review Board, where she is responsible for reviewing state bond issues and lease purchase issues brought before the board.

WI Alaska: Alaska Cooperative Extension is working with the Agricultural Community in Alaska conducting the Annual Agricultural Symposium and annual Potato and Vegetable Growers conferences. The Regional Service Office of the Risk Management Agency in Spokane, WA and Washington State University will be providing introductory sessions on risk management at these conferences. In Alaska, natural resource based activities including fishing, timber harvest and aquaculture are important and reindeer management is the largest animal production system. These latter groups will be targeted for risk management education with district staff involved to ensure that individual operators are better versed on the topic. California: A series of conferences and seminars on financial, risk and labor management are being held throughout the coming months. Seminar sessions will cover markets, production and finance, labor supply and management, environmental regulations and water issues, and family finance and estate planning. Panelists are being used to provide interactions with attendees.

How State Manages Its Assets
Texas state government owns almost 17 million acres, or 10 percent of the state's land. It manages this valuable asset with out-of-date accounting practices and a negative incentive system, according to testimony at the June 27 hearing of e-Texas' Asset and Financial Management Task Force in Austin.
Tom Hicks, Commissioner The Asset and Financial Management (AFM) team will focus on three primary areas: asset management; investment/cash/debt management; and financial systems, processes, and reporting. Asset management includes the acquisition, management and disposition of personal property, real property, intellectual property, inventories and associated issues. Investment/cash/debt management includes the state's cash-flow management, investment practices and policies, debt financing and debt issuance processes. Financial systems, processes, and reporting will encompass financial data management, federal and special funds management, state reporting requirements and budgetary and appropriation issues. The team will research best practices, benchmark against comparable organizations and explore new and creative techniques to enhance the use of or return on state assets. This evaluation will consider current and alternative systems and processes, reporting and disclosure requirements, relevant public policy issues, existing statutory constraints, and opportunities to maximize returns.

319(h) Grant Program In compliance with Section 319(h) of the Clean Water Act, the United States Environmental Protection Agency (EPA) provides funding to the Texas State Soil and Water Conservation Board (TSSWCB) to implement activities that result in progress in achieving Congress' goal of controlling and abating nonpoint source (NPS) pollution. NPS pollution originates from different sources that cannot be traced to any single point, such as a pipe. It is normally associated with agricultural and silvicultural runoff, urban stormwater and runoff from construction sites. The availability of Section 319(h) grant funding presents a major opportunity for the TSSWCB to implement a NPS management program that addresses the potential of NPS pollution affecting the state's water quality. The TSSWCB is the lead agency for the state's agricultural and silvicultural program and administers the Section 319(h) funds under the State of Texas Agricultural/Silvicultural Nonpoint Source Management Program. The EPA's and the TSSWCB's goal is to ensure that Section 319(h) funds are directed toward effective, high-quality NPS projects that will achieve the best possible results in reducing or abating NPS pollution. T he Texas Risk Management Education Program, an educational and service program offered by Texas Cooperative Extension through the Department of Agricultural Economics, is designed to provide agricultural producers and agribusinesses with sound decision-making information on alternative production, marketing and financial management strategies. With an increasingly global market place and the latest farm bill - which allows more production flexibility while lowering the government safety net - Texas agricultural producers and agribusinesses are exposed to more income risk. To better cope with these risks, the TRMEP offers several innovative programs , including two new interrelated approaches:
  • FARM Assistance - an innovative computerized decision support system, and
    Risk Management Curriculum Guide - a comprehensive set of risk management curriculum.
  • To ensure the risk management program best serves the needs of agricultural producers and agribusinesses, Extension economists met with focus groups consisting of farmers, ranchers, lenders, and other agribusiness representatives to find out their needs.
