The Alvin Community College Criminal Justice Training Center is a specialized training program, designed to prepare students for a career in law enforcement. The Alvin Community College Criminal Justice Training Center is certified by the State of Texas and meets all training requirements specified by the Texas Commission on Law Enforcement Officer Standards and Education, (TCLEOSE) . General Information
The academy is currently 576 hours of instructional training. This includes both classroom training and specific skills training. Classes meet Monday through Friday from 7:30 a.m. to 5:30 p.m. The last hour of the day is for physical training. Physical training includes running, low-impact aerobics and sports activities. Instructors for the academy include experienced police officers, police administrators, judges, lawyers and college professors among others.

Chapter 58. Records; Juvenile Justice Information System
Subchapter C. Automatic Restriction of Access to Records.
In this subchapter, "department" means the Department of Public Safety of the State of Texas.
The following records are exempt from this subchapter:
sex offender registration records maintained by the department or a local law enforcement agency under Chapter 62, Code of Criminal Procedure; and records relating to a criminal combination or criminal street gang maintained by the department or a local law enforcement agency under Chapter 61, Code of Criminal Procedure.
The department shall certify to the juvenile court or the juvenile probation department to which a referral was made that resulted in information being submitted to the juvenile justice information system that the records relating to a person's juvenile case are subject to automatic restriction of access if: the person is at least 21 years of age;

Article 2 (Gambling Offenses) in Chapter 66 (Offenses Against Public Health and Decency) states that it is an offense to engage in unlawful gambling, BUT that it is an "affirmative defense" to prosecution for the person to claim having been part of a "social game".
A "social game" is defined as gambling in a home where no house player (barring Home Craps and other home casino games), no house bank, and no house odds exist, and where there is no house income (rake) from the operation of the game. No House and no rake means that home gambling is a defense against unlawful gambling, and legal in the state of Alaska.

Texas should create new criminal offenses for terrorism, enhance penalties for terrorist acts and amend state law to allow the death penalty for criminals convicted of acts of terrorism.

Summary
  • Established six new penal law offenses for persons who commit terrorist acts, make terrorist threats, solicit or provide material support for terrorist acts or hinder the prosecution of terrorists; Enhanced penalties for those who falsely report an incident or place a false bomb; and Extended the death penalty to make persons who intentionally murder others in furtherance of an act of terrorism eligible for the death penalty.
There is no crime of terrorism The New York Law also enhanced penalties for existing crimes when committed as part of a scheme of terrorism, including committing the acts, as well as simply providing support for those acts. If the specified offense is a felony in class B, C, D, or E, the punishment is one category higher. The penalties for terroristic threats in Texas are relatively minor; they constitute misdemeanors unless the threat is made to cause impairment or interruption of public communications, public transportation, public water, gas or power supply or other public service, in which case it is a felony. The difference between the New York and Texas laws is that the New York law has a definition of terrorism that addresses events on the same scale as those that occurred on September 11, while Texas law addresses events of more limited scale. Should events similar to those that occurred in New York on September 11 occur in Texas, the state needs to have appropriate penalties available. The Texas Penal Code would have to be amended to adequately address terrorism.

Help Texas Cities Fight Gang Activity State law should be amended to give prosecutors additional weapons to fight criminal gangs. Background
Texas had 84,000 gang members in 1997, up from 60,000 in 1995. According to another estimate by the Texas Office of the Attorney General (OAG), there are as many as 145,000 gang members in Texas, mostly in cities with more than 500,000 residents. Although their estimates may differ, law enforcement authorities agree that gangs are a problem in many Texas communities. Statistics show a clear relationship between youth gangs, violence, and adult criminal activity. Offenses commonly committed by gang members include assaults, burglary and theft, drug trafficking, and car theft. Gang members commit serious and violent offenses at a rate several times higher than other youths. Texas schools also are affected by gang violence. According to a Texas Education Agency report, the level of school-related gang violence rose from 5,736 incidents in the 1994-95 school year to 8,959 in 1996-97. Legal responses to gang activity

It's an attempt to make the law look respectable, to divert attention away from what's really going on in Texas and in other states that have anti-gay sodomy laws. No, the real reason legislators keep their anti-gay sodomy laws is simple: they just hate "queers." They have a sodomy law criminalizing gay people to express that gut reaction. But passing laws to express hatred against a group of people is unconstitutional. How do we know the Texas law is an expression of hatred?
