SAN ANTONIO, Texas, Aug. 1, 2002 Fifty-two school counselors from around the world gathered here for a day-and-a-half conclave seeking better ways to help military-connected students as they move from one school to another across the globe.
Transition Counselors Institute trainers like Brenda Coffield and Cathy Franks are educators with secondary school experience, high school counselors, transition specialists, military parents and others. The institute strives to increase availability of specifically trained transition counselors who understand the needs of mobile military- connected students and have the skills to bridge the transition from school to school.
The Military Child Education Coalition Conference of Harker Heights, Texas, sponsors TCI. "The institute is in its third year," said Franks, wife of Army Gen. Tommy R. Franks, commander of Central Command. "The first one was held in San Diego in July 2000. Because this institute is in three phases, some of our counselors are completing the cycle this year.

Investing in Texas Proposal would give state's military bases a boost
Although the Texas Legislature is and will be considering many pieces of legislation of interest to El Paso, several stand out in terms of importance. One of those is the Texas Military Preparedness Act, a bill sponsored by Sen. Eliot Shapleigh, D-El Paso. It would provide for the sale of $250 million in bonds that would be used to shore up the infrastructure around the state's 18 military bases. This bill should be approved because the benefits are so great.

Pending availability of funds, financial assistance may be provided to eligible individuals in the form of a stipend up to $5K to help pay for teacher certification costs, or a bonus of $10K to teach in a "high needs" school. Placement assistance and referral services are available to help participants identify employment opportunities and teacher certification programs. • What is ROTC?
Army ROTC is the college elective that trains the Army's future commissioned officers. ROTC combines classroom work with practical instruction on how to take charge and take command-skills that can help you succeed later in either a military or civilian career. Army ROTC is traditionally a Four-Year Program, which is divided into two parts: a Basic Course and an Advanced Course. The Basic Course is normally taken in your freshman and sophomore years. The Advanced Course is usually taken during your two final years of college and includes a paid five -week Advanced Camp that is normally attended in the summer between your junior and senior years. Your first step into the Two-Year Program is Basic Camp (Leader's Training Course), a fully-paid, five-week training camp, normally attended between the sophomore and junior years of college. This is where you'll learn basic military skills through hands-on practice, and acquire knowledge other cadets may have gained through two years of on-campus ROTC classroom and leadership lab experiences. ARMY ROTC at The University of Texas at El Paso The Reserve Officers' Training Corps has been commissioning officers at UTEP since 1948. Officer graduates of this program have made significant contributions to the business and military life of El Paso and the nation.

The Southwest Preparatory Conference (SPC) consists of 18 of the finest college preparatory schools located in Texas and Oklahoma. These schools are accredited by the Independent Schools Association of the Southwest (ISAS). The ISAS established the SPC "for its students' enjoyment, physical fitness, and instruction in skills and character, for the intrinsic worth of individual sports and team games which are ably taught, faithfully played, and fairly matched; and for the mutual benefits derived from keen competition and true sportsmanship within a sensible educational framework." The Southern Military School Tradition, 1839-1915

Introduction.

Much of what little study there has been on southern military education has addressed the concept of a distinctive southern military tradition. The idea of a southern military tradition is a prominent but not universally accepted theme in the historiography of the South. Some historians claim that due to geography, frontier conditions, incessant warfare, slavery, and cultural notions of honor, the South developed into a remarkably militaristic society, fond of military display, preoccupied with war and notions of martial glory, and holding up military service and military training as honorable activities for males.[2] John Hope Franklin attributed the antebellum South's fascination with military schools to this military tradition and to the South's growing defensiveness and pugnacity as it perceived a growing threat to the institution of slavery. Other historians, such as Marcus Cunliffe and Don Higginbotham, have since denied that the antebellum South was a uniquely militaristic society, and they have pointed out that, at least initially, the military college was a northern innovation. They even deny Franklin's assertion that military schools were very popular in the South before 1861.[3] The debate over the distinctiveness of southern militarism often bogs down in statistical comparisons of how many southerners and northerners attended West Point, sectional representation within the officer corps, the actual effectiveness of local militias, and similar issues. ARMY EASES SCHOOL TRANSITIONS FOR SOLDIERS' CHILDREN
Nine school systems serving military-connected children have entered into an agreement to address issues and reduce adverse impacts military students face as their parents move to different military assignments during a typical Army career. The agreement is one of the results of the Army's Secondary Education Transition Study (SETS), a project initiated in 1999 to examine the full impact on military-connected teens of transferring between one or more high schools during four years of high school education.
